New Zealand led by strong growth in Auckland, the Christchurch rebuild and a buoyant dairy sector is poised for what some economists are referring to as a once in a generation year of surging economic growth in While this is great news for the country and businesses in general, it will inevitably put further pressure on business accommodation and, in particular, the Auckland office market. As we have noted in previous issues of this publication, growing business confidence, rising tenant demand and a decreasing supply of office space available for lease translates into a market of rapidly diminishing options for tenants wanting to relocate. The brutal reality is that if you do not engage with the leasing market well out from your lease expiry you may well end up stuck in your existing premises. As Bayleys Research s overview of the office leasing market on page 4 indicates, the balance of power at the quality end of the market has swung back firmly in favour of landlords after a long period of time in which tenants called the tune. However, the good news is that our first Office Leasing publication for 2014 does showcase the very best of what is still available for lease in Auckland. 4 Landlord now king as CBD office supply squeeze tightens Growing economic confidence, which is generating more optimism in the business sector, is fuelling greater activity in the office leasing market. Bayleys Research s Sarah Davidson analyses what the latest vacancy numbers are indicating. A strong finish to 2013, with GDP growth of 1.4% in the September quarter, points towards continued improvement in Auckland s office markets in 2014, led by the central business district. Improvement in office occupancy is already evident. Overall vacancy continues to decline and, for the first time since Bayleys Research s 2012 mid-year survey, the reduction in empty space in the CBD isn t just evident at the prime end of the market. The secondary office market displayed a declining vacancy rate too in our latest January survey, although it remains elevated above its long-term average. While Auckland has long been regarded as New Zealand s commercial capital, this is becoming more apparent as businesses continue to migrate north. Over the past three years, Westpac, ASB and BNZ have consolidated their space requirements and moved into new purpose-built head office locations in Auckland s CBD. The companies have moved staff from various locations, both within the region and further afield. The latest company to announce its head office move into Auckland is BP, relocating from Wellington. There appear to be various reasons for this, with one of the catalysts cited as the low seismic rating of BP House on Willeston Street. A major contributor to increased leasing activity has also been a realisation amongst larger companies in particular that the accommodation options for tenants wanting significant amounts of space are rapidly diminishing. Greater business confidence has also resulted in tenants being prepared to commit to longer term leases. There have been a number of examples of this in leases concluded by Bayleys Auckland leasing team over the past year: Watercare Services Ltd s leasing of 7,000m² of space for 12 years in a recently completed building at 73 Remuera Road, Newmarket, with New Zealand Lotteries Commission committing to 1,938m² in the same building on a nine-year lease; Lion New Zealand s occupation of 5,139m² of office space on a ten-year lease in the new GHD Centre in Napier Street, College Hill; Oracle NZ s leasing of 1,700m² on the top floor of 162 Victoria Street West for nine years; The leasing of 2,500m² on the top floor of 100 Beaumont Street on a nine-year term to New Zealand s largest insurance broker, Crombie Lockwood. There has been a noticeable tightening in the availability of premium and A grade CBD office space over the last 12 months. Prime grade vacancy, which encompasses these two categories, was measured at 6.9% in Bayleys Research s January 2014 office vacancy survey. Premium space, encompassing the city s top six buildings, had a vacancy rate of just 1.6% with most of this comprising small pockets of space spread across these properties. Significant floor areas in premium buildings are almost non-existent and quickly drying up in A grade buildings as well. This supply shortage will be further exacerbated by limited development activity. Only two significant office projects are underway in the CBD at present, Mansons TCLM s development of an 18,600m2 office building at 151 Victoria Street West and Goodman Group and Fletcher Construction s building of Fonterra s 16,000m2 new headquarters in Fanshawe Street, opposite Victoria Park. However, both of these projects have only recently commenced and it will be late 2015 before Mansons building will be available for occupation, for example. The worsening supply of CBD office space means that owners of good quality, seismically sound office buildings are in a strong position. A shift in the balance of power from tenants to landlords means that incentives are no longer a significant feature of the leasing environment and tenants who have rent reviews to market, rather than CPI, need to factor in possible rental increases.
