Since 2014 PIEF has provided a complete pathway of personal injury management qualifications from entry level vocational qualifications, right through to postgraduate qualifications. It is not so long ago that the creation of a complete pathway of qualifications in the personal injury management industry was first envisaged and I am very pleased to advise that PIEF is the only Australian organisation that is able to offer this complete range of products. As a Registered Training Organisation (RTO), PIEF s qualifications are developed by industry and education experts under the AQF Vocational Education and Training (VET) framework and are nationally recognised. Furthermore, PIEF is now able to offer your organisation a unique and customised solution to fit your individual business, people and needs. 4 Introducing PIEF The Personal Injury Education Foundation (PIEF) was established in 2006 by a consortium of Australian and New Zealand accident compensation regulators, insurers and claims management organisations who shared the vision of creating leading educational programs, initiatives and events, focused on the needs of those working in the personal injury management industry and designed to improve the professionalism and capability of the industry. PIEF RTO Services PIEF is a Registered Training Organisation operating as PIEF RTO Services (RTO No ) which is a fully-owned subsidiary of PIEF. This means that upon successful completion of a vocational program, students will be awarded the qualification by PIEF RTO Services allowing for industry-wide recognition of the applicability, quality and currency of their qualification. 4

5 Learning Pathways There are various learning pathways to consider and plan as you undertake studies in personal injury management. The following diagram provides an overview of the different qualifications available and how they relate to each other. PIEF Postgraduate Qualifications in Personal Injury Management Currently available as an industry customised program only. PIEF Vocational Qualifications in Personal Injury Management Certificate III in Personal Injury Management This qualification is designed to reflect the role of entry level employees within the personal injury management sector, who apply a broad range of competencies using limited discretion and judgement within the claims management function. Certificate IV in Personal Injury Management This qualification reflects job roles requiring welldeveloped skills and a broad knowledge base in a wide variety of contexts within the personal injury management sector. There are two streams available: Claims Management Stream Return to Work Stream Diploma of Personal Injury Management This qualification reflects job roles requiring well-developed skills and a broad knowledge base in a wide variety of leadership contexts in the personal injury management sector. It will involve leadership and guidance to others with some responsibility for the personal injury management work outcomes of others. Graduate Certificate in Personal Injury Management The Graduate Certificate of Management (Personal Injury) is four course, part-time program: Principles of Personal Injury Design. Accounting for Managers. Injury and Disability Management. Approved elective. The entrance requirement is an undergraduate degree from any discipline or applicants without a degree who have a minimum of 5 years relevant work experience. Master of Personal Injury Management The Master of Personal Injury Management is a 12 course, 3 year part-time program. To complete students must successfully complete the 4 courses of the Graduate Certificate (above), plus Personal Injury Scheme Evaluation. Personal Injury Strategic Claims Management. Human Resource Management. Contemporary Issues in Compensable Injury Management. Management Consulting. Two approved electives. Please note: The above representation is indicative only. 5

7 Vocational Training The creation of a vocational qualifications pathway in the personal injury sector is a key strategy in developing improved stakeholder perception of the industry. Participants learn by applying their skills and knowledge in their workplace, through completion of workplace-based activities, consideration of case studies and scenarios, and group activities and discussions. The facilitators, subject matter experts and workplace supervisors encourage the learners to adopt an independent approach. At the same time, participants are encouraged to proactively engage with their coaches and mentors. Why undertake a vocational qualification? Global and domestic pressures are driving change in the Australian economy. In some sectors this has accelerated industry restructuring. It is becoming more important than ever for people to upskill or retrain in order to adapt to changing competitive pressures. Jobs growth in skilled occupations is more than twice that for unskilled jobs. As a consequence, many Australians in the labour force who are without a post-school qualification require additional skills to improve their employability. The Vocational Education and Training (VET) system has a key role in skills development for industries that are central to Australia s economic growth and prosperity. The VET system is designed to deliver workplace specific skills and knowledge based competencies. The achievement of a group of competencies leads to the attainment of a VET qualification. National vocational qualifications in the personal injury management have been available for a number of years and PIEF is currently offering the following suite of qualifications: FNS41915 Certificate IV in Personal Injury Management - Claims Management Stream - Return to Work Stream FNS50115 Diploma of Personal Injury Management. 9 is where students are able to access the learning and assessment materials for the vocational course they are completing. supports students to complete training in a time efficient way and allows interaction with other students in PIEF programs across Australia via an integrated social networking area. A central component of all PIEF vocational programs is the assessed online discussions. Discussions are designed to enable students to demonstrate their skill and knowledge in the module competencies and assist them to complete the compulsory assignments. A facilitator leads the online discussions throughout the delivery of the module. Video scenarios and animations are also presented to the learning group, and the facilitator poses questions for the group to respond to. The online discussions can be completed throughout the day and early evening and the facilitators respond to discussions on a regular basis in order to accommodate different time zones across Australia. 9

10 FNS41915 Certificate IV in Personal Injury Management Claims Management Stream Overview The Claims Management Stream of the FNS41915 Certificate IV in Personal Injury Management is designed to assist in the development of skills and knowledge in: Understanding the accident compensation industry, including benefit administration and the different funding and claims management models in existence. Building positive working relationships with internal and external stakeholders involved in accident compensation claims. Assisting injured persons to return to work and/or their community. Claims management and managing an accident compensation claims portfolio. Preventing and resolving disputes arising in accident compensation claims. This qualification will enable participants to develop the key skills required to take on the accountability for the active management of an accident compensation claims portfolio through the coordination of activities and services in consultation with a range of stakeholders. It provides the knowledge required for a case manager to undertake their role, building upon behavioural and communication skills and promoting strong working relationships between the case manager, the injured person, employers and service providers. Tailored to Case managers who have been working in the industry between 6-18 months and are now dealing with more complex cases including the development of strategic case management action plans. This program recognises the challenges faced by case managers by enhancing their skills in problem resolution, negotiation, dispute management and the establishment of effective workplace relationships. Entrance requirements There are no formal entrance requirements; however it is recommended that participants are currently working in the claims management field. Structure The program is structured into five modules and delivered online via PIEF s learning management system, Learning@ PIEF. Students are assessed in each module through participation in online discussions and the submission of workplace assessments. An estimated five hours per week for each module is required to successfully complete this program. Note: Modules vary in their length, ranging from three to five weeks. The modules are: Overview of the Personal Injury Industry Provides an overview of the Australian personal injury industry including the: Evolution of accident compensation schemes. Types of income replacement benefits and services available to those that have suffered a workplace or motor accident injury. Crucial role income replacement benefits play in returning a person to work. Knowledge required to interact with accident compensation insurers to fund treatments and services. Rights and responsibilities of stakeholders involved in the return to work process. Injury Management & Return to Work Provides an overview on how to develop and implement an injury management strategy including return to work plans. Rehabilitation processes, injury management models and relevant legislation are examined as participants learn how to facilitate an early, safe and sustainable return to work for the injured person. Personal Injury Claims Management Provides an examination of how to manage personal injury claims and caseloads, including: Receiving a claim and determining liability. Effective segment allocation of claims. Developing a case management plan. Integrating cultural considerations into the plan. Implementing and monitoring the case management plan. Managing a personal injury case load. Prioritising claims management activities. 10

11 Communicating effectively with injured clients and stakeholders Provides an understanding of what is required to maintain an ongoing relationship with the injured person and employers within the personal injury management sector, including: Communicating effectively with others. Developing trust and confidence. Communicating information and ideas appropriately. Meeting different stakeholder needs. Maintaining ongoing stakeholder service. Resolving problems identified through feedback. Establishing effective workplace relationships. Personal Injury Dispute Prevention & Resolution Provides an in depth examination of how to prevent and resolve disputes commencing with applying effective negotiating techniques to finalise an agreement. It also explores how to assess potential conflict situations and the formal processes and procedures for resolving disputes between injured persons, employers and regulators. 12 FNS41915 Certificate IV in Personal Injury Management Return to Work Stream Overview The Return to Work Stream of the FNS41915 Certificate IV in Personal Injury Management is designed to provide the skills and knowledge to enable participants to return injured workers back to the workplace, following an injury or illness, as well as administer and manage workplace based injury management programs. The program has adapted resources and materials from the Canadian based National Institute of Disability Management and Research (NIDMAR). Extensive consultation with a broad range of industry stakeholders ensures that the program meets the training needs of professionals engaged in returning people to work. The program has been designed to reflect workplace environments and legislation relevant to injury management in Australia. Tailored to Return to work coordinators, supervisors, team leaders, managers, and providers of return to work and rehabilitation services. Their roles include, but are not limited to, coordinating and facilitating return to work for people with temporary or permanent injuries, illnesses and disabilities. Entrance requirements There are no formal entrance requirements; however it is recommended that participants are currently working in the return to work field. Structure The program is structured into six modules and delivered online via PIEF s learning management system, Learning@ PIEF. Students are assessed in each module through participation in online discussions and the submission of workplace assessments. An estimated five hours per week for each module is required to successfully complete this program. Note: Modules vary in their length, ranging from three to five weeks. The Australian Disability Framework Provides a broad outline of: Legislation that can impact on managing return to work (such as sickness and disability entitlements). Human rights laws and the National Disability Insurance Scheme legislation and regulations. The requirement for accommodation as it applies to workers with disabilities. The hierarchy of benefits available to an employee with an injury. Planning and Facilitating a Return to Work Provides an exploration of the role of a return to work coordinator, including elements of the return to work plan, the roles of people involved in the return to work process and the hierarchy of return to work options. It examines the importance of working with a return to work team and investigates the return to work process including assessment, planning, implementation, monitoring, adaption and evaluation of return to work plans. It also provides an examination of the barriers that can decrease the likelihood of return to work and potential solutions. Industrial Relations and Injury Management Provides an insight into analysing the human resources strategy of an organisation that influence the benefits provided to injured workers and the various aspects of industrial relations that impact injury management (including collective agreements and industrial and workplace relations Acts). 12

13 Implementing and Evaluating Injury Management Programs Provides an examination of the: Field of injury management. Rationale for establishing an injury management program. Various structures for providing a return to work capacity. Process in establishing and evaluating an injury management program. Evaluation techniques and strategies, including matching outcomes to goals, benchmarking with other organisations, audits and cost-benefit ratios. Promoting a Return to Work Culture Provides an experiential approach to the planning and development of workplace communications programs aimed at creating support for injury management as well as examining external communication components including education and information targeted to service providers. 14 FNS50115 Diploma of Personal Injury Management Overview The FNS50115 Diploma of Personal Injury Management is designed to assist in the development of skills in: Providing leadership and coaching to teams in personal injury settings in order to ensure effective team performance and regulatory compliance. Identifying areas of risk within your organisation s business, and undertaking research and analysis to generate business solutions. Promoting high quality case management practices and advising on complex claims matters. Understanding the accident compensation industry, including benefit administration and the different funding and claims management models in existence. Developing and implementing injury management and return to work strategies. Tailored to The Diploma of Personal Injury Management is tailored to current and aspiring team leaders in personal injury management. It reflects job roles requiring well developed skills and knowledge in a variety of leadership contexts within the personal injury industry. Lastly, the program is tailored to those who provide leadership and guidance to staff who manage and/or process personal injury claims. Entrance requirements There are no formal entrance requirements; however consideration will be given to how long you have been working in the industry, and the role that you are currently in. Structure The program is structured into five modules and delivered online via PIEF s learning management system, Learning@ PIEF. Students are assessed in each module through participation in online discussions and the submission of workplace assessments. An estimated five hours per week for each module is required to successfully complete this program, however each module varies in its length. Students are given the entire length of the qualification to complete their business improvement project. The Diploma of Personal Injury Management qualification takes up to nine months to complete. The modules are: Understanding the Personal Injury Management Industry This module describes the performance outcomes, skills and knowledge required to maintain current knowledge of personal injury management and apply sound industry and product knowledge to current insurance policies and practices. The module provides an overview of the accident compensation industry and an understanding of the types of income replacement benefits and services available to those that have suffered a workplace or motor accident injury. It also examines the crucial role income replacement benefits play in returning a person to work and the knowledge required to interact with accident compensation insurers to fund treatments and services. Managing Serious & Complex Claims This module will focus on developing the specialist skills and knowledge required to provide expertise and advice for more complex, serious or long term personal injury claims. The module provides an examination of leadership in specialist case management practice, how to predict complexity, poor recovery and ongoing work disability and the use of goalsetting and progress measurement in severe injury case management. Contemporary practices related to the provision of care, support and compensation following severe injury and the provision of high-cost items such as home and vehicle modifications and prosthetics will also be examined. Developing Return to Work and Health Strategies This module provides an overview on how to facilitate an early, safe and sustainable return to work/return to community for the injured person by developing and implementing appropriate strategies. It will investigate specific knowledge of rehabilitation processes, injury management models and relevant legislation along with case management and analysis skills. The module will also provide an examination of the key components of an injury management and return to work strategy, the roles and responsibilities of key stakeholders involved in injury management and the bio-psychosocial approach to injury management. 14

15 Managing Personal Injury Teams This module is designed for personal injury professionals in team leadership roles or those aspiring to be. This module will include the following: An examination of the different leadership styles and their suitability in a range of contexts. The implementation and facilitation of your organisation s vision, strategic objectives and the required standards of performance. How to provide management and leadership to personal injury teams. How to provide workplace coaching to maximise team performance. Managing people performance. How to comply with personal injury regulatory requirements, relevant legislation and industry codes of practice. Business Improvement Project The Business Improvement Project is a research project based on an identified business performance issue and represents a leadership development opportunity to make a difference in the workplace. In this module, participants will: Apply the knowledge and skills gained in their studies to an actual business problem. Enable students to expand their skills in information gathering, analysis, project management, negotiation and communication. Present their research findings to senior management in their organisation and have their recommendations considered and potentially adopted. Note: This unit is conducted over the duration of the Diploma of Personal Injury Management. 18 CASE STUDY 1 WorkCover QUEENSLAND Shortly after PIEF received RTO registration, WorkCover Queensland partnered with PIEF RTO Services to revise and build upon their current Internship Program (which is designed to induct new employees into their business) so that on completion of the program the Certificate III in Personal Injury Management (Claims Management) national vocational qualification can be awarded. The Certificate III in Personal Injury Management (Claims Management) program has been designed to reflect the role of entry level employees within the personal injury management sector. The approach agreed between both organisations allowed for WorkCover Queensland s Internship Program s training resources to be mapped to the national competencies. WorkCover Queensland continues to deliver the training programs in-house and PIEF is responsible for managing the assessment process, conducting the assessments and awarding the qualification. The benefits of awarding a national personal injury qualification on completion of the WorkCover Queensland Internship Program are that it: Provides an additional incentive for prospective employees to develop a strong commitment to WorkCover Queensland. Demonstrates WorkCover Queensland s commitment to workforce development and career pathways. Provides national benchmarks for their managers to measure the competency development of their new recruits. Enables articulation directly into PIEF s Certificate IV Personal Injury Management programs (Claims Management or Return to Work) and provides complimentary 2 year membership of PIEF s Certified Personal Injury Professional designation on completion of the Internship Program. 18

19 CASE STUDY 2 In late 2013, Employers Mutual entered an auspicing agreement with PIEF RTO Services to align and conduct their Case Manager in Training in-house training program and assessment activities to the national Personal Injury Management competency standards. An auspicing agreement is a partnership with an RTO, whereby an enterprise undertakes all training and assessment activities, with the RTO managing the quality assurance of the assessment processes and awarding the qualifications and/or statements of attainment. Employers Mutual worked with PIEF RTO Services to set up the policy and systems required to deliver their training and assessment activities. They also established a dedicated team of trainer and assessors who are qualified in the industry competencies and hold a Certificate IV in Training and Assessment. In this arrangement PIEF RTO Services was responsible for ensuring the training and assessment undertaken by Employers Mutual met the national training package and qualification requirements. Employers Mutual Case Manager in Training employees who successfully complete the training and assessment program are awarded the Certificate IV in Personal Injury Management (Claims Management) qualification by PIEF RTO Services. Marion Vickers, Training and Learning and Development Manager, Employers Mutual had this to say about the program: We have loved working with PIEF RTO Services to get this program off the ground and it has been a great partnership. When we first started conceptualising this program, our understanding of the VET system and what we needed to do to turn our training program into a vocational qualification was limited, however PIEF really helped us increase our knowledge and were really there for us throughout the development and delivery of the program. PIEF also setup up workshops for our newly appointed trainers and facilitators, so that they could understand the VET compliance and regulatory framework, which was invaluable. The end result has been outstanding, the staff that have gone through the program really enjoyed the experience and are thrilled that as a result they now have a nationally recognised qualification and we are now planning on rolling out the program more broadly. 22 Program overview The postgraduate program is delivered via a mix of online and residential delivery. The case discussions, exercises and group work draw on participants experience and knowledge and challenges them to stretch their intellectual boundaries. Assessments for the postgraduate courses may include presentations, assignments, projects, online discussion forums and exams. They may be individual or group-based, and there are generally three assessment tasks per unit of study. There are two awards available in the personal injury postgraduate program: Graduate Certificate in Personal Injury Management. Master of Personal Injury Management. Graduate Certificate in Personal Injury Management About this program The Graduate Certificate in Personal Injury Management is a four course, 1 year part-time program. This program is ideal for those working in personal injury management who are ready to position themselves for the next major step in their career. It reflects job roles requiring well developed skills and knowledge in a variety of leadership contexts within the personal injury industry. It promotes and develops a deeper understanding of business, financial and claims and injury management concepts to better equip those looking to further develop their career in personal injury management. It is the highest industry-specific qualification offered in personal injury management and is suited to those looking to complement their knowledge and experience in the field with postgraduate studies. The program develops responsible and innovative leaders by providing specific knowledge and skills related to the personal injury management field as well as other general aspects of business, such as change management and human resources. This course will facilitate the student s awareness of effective approaches to managing injury to reduce human, social and economic costs. Provides an overview of the different claims management strategies and techniques available to improve the performance of personal injury compensation schemes and is designed to equip participants with the core strategic and business planning skills to effectively manage scheme outcomes and costs, as well as help develop their knowledge of and skills in the management of personal injury claims. Designed to provide students with a comprehensive understanding of the unique aspects of the risk associated with long tail personal injury schemes and how schemes are assessed and evaluated. Concentrates on how people are managed, as a resource, and how best to leverage the great resource they provide while also behaving responsibly and ethically. Provides an overview of the reason for the differences in outcomes for compensable injury clients and investigates ways of improving these outcomes. This unit examines the effectiveness of preferred provider programs and other allied health initiatives in place across Australia as well as provide information on managing catastrophic injuries and chronic diseases. Focuses on responsible leadership of change by examining the principles and practices of diagnosing and communicating the need for change, gaining commitment, fostering learning, creativity and innovation and managing change across functional, structural and cultural boundaries. Provides students with a thorough background to the practice of and underlying theory of contemporary management consulting. When you have completed this course, you should have a sound understanding of the approaches, concepts and methods of management consulting as a professional business practice and you should be able to apply this understanding in a practical context to diagnose problems within organisations and develop effective solutions. 24 Professional development options Any of the above units of study in the personal injury postgraduate program can also be undertaken as professional development, meaning that a student can enrol in a single, standalone unit (including the residential component) but not requiring an enrolment into the whole postgraduate program.

25 Residential Programs The postgraduate program is partly delivered via a residential program. The residential component will provide students with a highly interactive study experience and an opportunity to build professional networks with fellow students. It allows students to immerse themselves in challenging sessions and activities, rub shoulders with industry personnel, and work closely with fellow students. Residentials are held at the Victorian WorkCover Authority s Corporate Learning Centre, in the heart of the Melbourne CBD. The Corporate Learning Centre creates an ideal environment in which participants are ready to learn and complete challenging study tasks punctuated by relaxation and leisure activities. What you can expect from the residentials Typically, participants arrive on a Friday morning, register and meet the staff and other study participants. Class sessions are held in the afternoon and evening and syndicate groups are established. The rest of the week consists of various activities held in morning, afternoon and evening sessions. Each residential is different; however, they all incorporate experiential learning and engagement with practitioners and industry experts. There is usually syndicate group work and potentially visits to businesses or other organisations. Written work is completed in the weeks following the residential and submitted for feedback and assessment. Over the week, participants get to know each other and build strong working relationships. By the end of the week, they have a sense of accomplishment, many new friends, and a solid understanding of the academic and practical aspects of the topic at hand. The residential exceeded my expectations both in quality & engagement levels with my group.
