3 Foreword Tēnā koutou katoa Immigration New Zealand is pleased to host the 2014 National Refugee Resettlement Forum. Since the last Forum, there has been significant work completed to implement the New Zealand Refugee Resettlement Strategy. This achievement would not have been possible without the commitment and contribution of agencies, organisations and individuals who are part of the Forum. In implementing the Strategy over the last year, changes have been made to the mix of services provided to refugees so that they can become self-sufficient at the earliest opportunity. These changes include improved information pre-arrival for refugees, agencies and settlement providers; a new reception programme and better coordination at the Mangere Refugee Resettlement Centre; and enhanced settlement support for refugees in the community. This year the Forum s theme is Language support a key to settlement success. The Forum s programme provides an opportunity to discuss the Strategy s implementation in the year ahead and to focus on the language support available to support refugee settlement. Prior to learning English, language support is an important tool to enable refugees to access mainstream services and the support they need to settle successfully. I wish to thank all the speakers who are contributing to this important national engagement event and wish you a productive two days of discussion. The purpose of the NRRF is to inform participants about trends and latest developments in policy, research and service delivery of refugee resettlement, both in New Zealand and internationally. A key focus for this year s NRRF will be on the implementation of the New Zealand Refugee Resettlement Strategy and the language support provided to refugees to access mainstream services and settle successfully in resettlement communities.
