Position Title: Project Manager, Access Control, Security & Maintenance Projects Position Description Division: Specialist Services Department: Property Services Reports To: Manager, Property Maintenance, Compliance and Security Direct Reports: Security Desk Operators x 2 Employment Conditions: (Management and Administrative Staff) Enterprise Agreement 2010 Primary Objective: This role is responsible for the efficient delivery of state-wide facility access control, security and maintenance, including: Project manage installation of access control systems to nominated AV Operational branches and administrative sites Administer operation of the Security Desk staff & function Utilise personal expertise to undertake security planning activities including making recommendations pertaining to AV property security Manage designated Property Services compliance activities, particularly, property related WorkSafe/OHS activities Project manage Property Maintenance related property Assume relief duties for the Manager, Property Maintenance, Compliance & Security where required Responsibility for Quality: To take responsibility for improving quality processes using continuous improvement philosophies and practices, thereby increasing value to the customers and the organisation. Manage property related OH&S issues and resultant outcomes of consultation processes Effectively project manage other Property Maintenance related Use judgement, experience and expertise in achieving desired outcomes for state-wide property related OH&S issues Manage complex negotiations and stakeholder relationships whilst meeting organisational objectives Actively participate in stakeholder consultation processes including and WorkSafe representatives Use negotiation skills to influence the outcomes of consultation processes Develop cost effective approaches to problem solving and delivering works to achieve compliance outcomes Develop management processes to allow efficient tracking and reporting of individual tasks Take responsibility for driving outcomes to ensure stringent compliance outcomes are met Manage multiple tasks simultaneously Deliver Property Maintenance related including minor works, insurance related maintenance works and administrative facility coordination works Utilise all project management skill sets to complete works and achieve project outcomes Ensure all AV procedures (e.g. financial delegations, Project Management Framework) are applied appropriately to Oversee work management for Security Desk Operators Coordinate the Security Desk activities in relation to the support of staff and function Regularly monitor and assess performance of direct reports to provide constructive feedback and highlight development needs. Provide advice and support to Service Desk Operators Selection Criteria Essential Qualifications & Experience Demonstrated skills and success in managing large high risk with multiple stakeholders, preferably in access control and security Knowledge of the relevant statutory requirements pertaining to access control and security systems Knowledge of Government policies in procurement, contracting and tendering Experience in applying processes and procedures relating to property related OH&S issues as set out in the OH&S act and WorkSafe compliance codes Familiarity with project management in the public sector and an awareness of issues relating to a government environment Demonstrated experience developing strong, effective working relationships and networks with key stakeholders Experience in the management and supervision of staff Proficient in the use of Microsoft applications such as Word, Excel, Powerpoint, Outlook and Project Current Victorian Driver s Licence and a willingness to travel throughout Metropolitan Melbourne and Regional Victoria as required.
