1 POSITION TITLE Infrastructure Engineer POSITION NUMBER: 0313 CLASSIFICATION/BAND: City of Greater Geelong Enterprise Agreement (as amended from time to time) Band 6 $70, to $76, per annum, plus superannuation STATUS: DIVISION: DEPARTMENT: Permanent full-time position City Services Engineering Services APPROVED BY: Irena Bilic DATE APPROVED: 21 November 2014 POSITION OBJECTIVE: To contribute to the implementation of road, drainage and ancillary works as part of the Subdivision Construction process, and ensure that developments are in accordance with Council requirements and standards.

2 THE CITY OF GREATER GEELONG: The City of Greater Geelong is one of the largest local government areas in Victoria. The City provides more than 120 services to the municipality which has a population of more than 200,000. The City has an annual budget of $229 million and employs over 2000 staff. It also utilises a large number of volunteers. The organisation has five divisions: Community Services; Corporate Services; Economic Development, Planning & Tourism; City Services and Projects, Recreation & Central Geelong. Geelong: Located 75 kilometres from Melbourne, Geelong is Victoria s second largest city and is renowned for its stunning north facing waterfront which overlooks Corio Bay. ORGANISATION ENVIRONMENT: Geelong is among the largest of 79 Councils which collectively represent approximately 5 million Victorians. While each Council is independent, there are common rules, mainly in the form of State Legislation, which provide the framework in which Councils operate. 3 ORGANISATION RELATIONSHIP: This position is part of the City Services Division which comprises the following departments: Engineering Services Environment and Waste Services Infrastructure Operations Parks and Support Services Reports To: Directly Supervises: Liaisons: External Laisisons: Senior Subdivisions Engineer Nil Subdivision Works Inspectors, Forward Planning Engineer, City Development Staff, Engineering Technical Officer, other Engineering Services Staff. Developers Consultants - Engineers/Surveyors, Contractors, Statutory Authorities, General Public. KEY RESPONSIBILITIES: Subdivisions 1. Assist in checking engineering documentation including drawings and specifications relating to all private subdivisional development to confirm compliance with relevant Council standards and requirements. 2. Assist in checking submitted drainage computations to ensure compliance with Council requirements. Development Approvals 3. Provide engineering advice on matters such as traffic, drainage, car parking, etc for the issuing of planning permits for developments and subdivisions. 4. Assess and make recommendation on applications submitted to Building Section to build over easements. 5. Assess and make recommendations on applications submitted to the Building Section for fences within 9 metres of an intersection. 6. Provide property information such as lot size, legal point of discharge for stormwater to internal / external customers. Adherence to all Council s policies and procedures as relevant to this position.

4 KEY SELECTION CRITERIA: Essential: 1. Ability to apply theoretical engineering discipline principles in examining engineering documentation for subdivisional plans. 2. Knowledge of Subdivision Act and Planning Scheme is desirable 3. Ability to set priorities and plan/organise work allocated. 4. Ability to liaise and communicate effectively with professional engineers and people of similar disciplines in the administration of defined activities. 5. Written communication skills of an order sufficient to effectively prepare routine correspondence and reports relating to field of expertise. 6. Ability to work as an effective member of a professional team. 7. A qualification in Civil Engineering would be desirable. 8. All candidates should display integrity, responsibility, respect for others and the ability to be innovative. ACCOUNTABILITY AND EXTENT OF AUTHORITY: The primary responsibilities of this position are: The efficient and effective output of the position in accordance with legislative responsibilities and customer needs. To make a positive contribution to the operation and success of the section as a whole. The timely provision of accurate advice to senior staff and internal and external customers. The freedom to act is governed by the objectives and procedures of the section, under the regular supervision of the Co-ordinator Road & Drainage Infrastructure, The position plays a supportive role to more senior staff with the quality of work being subject to review by more senior staff and decisions are subject to review or appeal by more senior staff. JUDGEMENT AND DECISION MAKING: This is a technically skilled position which is essentially problem solving in nature. It will be required to make technical and occasionally complex judgements requiring some originality, with guidance from more senior staff where required. SPECIALIST SKILLS AND KNOWLEDGE: Ability to apply theoretical engineering discipline including principles in examining engineering documentation for subdivisional plans. Knowledge of Subdivision Act, ResCode is desirable. Ability to apply knowledge of Council subdivisional standards and procedures. Ability to apply basic understanding of traffic engineering.

5 MANAGEMENT SKILLS: Ability to set priorities and plan/organise work allocated. Ability to achieve results within a set timetable. Ability to work without supervision. INTERPERSONAL SKILLS: Ability to liaise and communicate effectively with professional engineers and people of similar disciplines in the administration of defined activities, both within and outside the organisation at a professional level. Ability to be self motivated and to work as part of a team. Written communication skills of an order sufficient to effectively prepare routine correspondence and reports on matters relating to field of expertise. Ability to demonstrate integrity, responsibility, respect and innovation in all aspects of the position. QUALIFICATIONS AND EXPERIENCE: In addition to those listed in the key selection criteria: A qualification in Civil Engineering would be desirable. Experience in design and construction of roadwork s, drainage and associated works A current Victorian Driver's Licence. SPECIFIC HEALTH AND SAFETY REQUIREMENTS: A pre-employment medical examination may be required. Participate, where required, in the reporting of health, safety and wellbeing issues. SPECIAL CONDITIONS: Employment is subject to the presentation of documentary evidence of the right to work in Australia. A National Police Records check may be required throughout your employment with Council. Current Victorian Drivers Licence is essential where the need to drive a Council vehicle is required. A component of evening and/or weekend work, which may take place away from the normal place of work, may be required as part of the duties of this position (in relation to both Graffiti and Saleyards responsibilities).
