2 JOB SPECIFICATION 1. Summary of the broad purpose of the position in relation to the organisation's goals: The Clinical Nurse Supervisor (CNS) is a Registered Nurse (RN) who is accountable for the Standards of Practice to maintain a high quality care provided to patients/ clients of the Ceduna Koonibba Aboriginal Health Service Inc. The CNS is responsible for facilitating staff development, patient/client teaching and nursing research and coordinate the Continuous Quality Improvement for clinical area. As a collaborative partner with the Practice Manager, assist in managing the operational, clinical and financial performance of the Clinic as well as making a positive contribution to the planning of its strategic direction. The CNS reports to the Program Manager on issues relating to the management of the clinic. The CNS will collaborate with the Program Manager and the Practice Manager for the cost effective management of human and material resources within the clinic area. The CNS is responsible for the management and coordination of the clinical team and that they work in collaboration with the Medical Officer. 2. Reporting/Working Relationships (to whom the person reports, staff for whom the person is responsible and other significant connections and working relationships within the organisation). The Clinical Nurse Supervisor reports to the Program Manager. Staff reporting to the Clinical Nurse Supervisor: Senior Health Worker Koonibba Health Worker Ear Health Worker Hospital Liaison Worker Female Health Worker Male Health Worker Trainee Health Worker 3. Special Conditions. (such as non-metropolitan location, travel requirements, etc) The incumbent will uphold the values of the CKAHS as reflected in the Strategic Plan; The incumbent will be required to enter into an annual performance agreement for the achievement of (specific or service or program) outcomes; This position is located at Ceduna South Australia; Some out of hours work may be required at peak workload times in order to meet deadlines and schedules; Intrastate and Interstate travel may be required; - 2 -
3 A South Australian driver s licence is essential, any loss of license will be treated as a breach of contract, and may result in termination of employment. Driver s Licenses will be audited periodically as per policy. Ongoing training will be mandatory; Attend meetings as directed by the Chief Executive Officer or delegate; A South Australian Police Certificate is required before employment commences, and will be updated regularly. Must be prepared to undertake training from time to time, including after hours and off site training if required. 4. Statement of Key Outcomes and Activities (group into major areas of responsibility/activity and list in descending order of importance) Clinical Management Clinical Care/ Evaluation Staff Management Strategic and Business Planning General Management Clinical Management: Provision of high level assistance and advice to the Program Manager, Chief Executive Officer and CKAHS Health Advisory Council on a range of Clinical matters impacting on the organisation. Maintain a watching brief for trends in patient/ client care particularly as it relates to the organisation Offering advice and consultancy service to the Corporate Services Team in reviewing as necessary clinical polices and procedures of Ceduna Koonibba Aboriginal Heath Service operations, identifying opportunities for improved efficiency, quality and service delivery. Oversight of general clinical functions of operations and identification of opportunities for improved efficiency, quality and service delivery. Clinical Care/ Evaluation: Acting as an expert nursing consultant to staff within the practice setting in relation to the CNS area of expertise. Working with staff to identify patient/ care problems or needs, plan, implement and evaluate care. Be responsible for the provision of efficient and effective clinical/ primary health care services to community members. Demonstrating an articulate and comprehensive knowledge of safe practice. Functioning in accordance with legislation and common law affecting nursing practice. Maintaining a physical and psycho social environment which promotes safety, security and optimal health. Recognising abilities and level of professional competencies of self and others. Acting to enhance the dignity, integrity and rights of individuals and groups of employees. Assisting individual and groups employees to make informed decisions that impact on the delivery of nursing care. Demonstrating accountability for nursing practice. Staff Management: Demonstrating an awareness of the legal/ professional requirements involved in selection of health staff, in conjunction with the Program Manager and Practice Manager. Developing, implementing and reviewing management strategies which will facilitate and support staff to effectively apply the process of nursing. Developing, implementing and reviewing strategies to facilitate and support staff to enhance the dignity, integrity and rights of the individual patients/ clients and groups receiving health care. Evaluating own practice and that of other staff through the performance appraisal process. Having an understanding of OHS&W, EEO and social justice principals Investigating and participating in reviews of the Organisation s philosophy and objectives, policies and procedures relating to clinical and nursing care. Be actively involved with the Program Manager and Practice Manager in the formulation of policies for the Clinic. Assisting in the orientation of health staff to the work place Participate in relevant risk management processes to ensure all relevant risks are identified and controlled in accordance with the organisational risk management policy procedures and systems. Strategic and Business Planning: Actively involved in Ceduna Koonibba Aboriginal Heath Service s strategic and business and future planning processes by providing pro-active and high level input and advice within own knowledge and abilities. Participate and contribute to quality improvement programs and other facility activities to meet services accreditation standards.. Developing strategic responses and managing programs, strategies and policies which address existing and emerging clinical issues. General Management: To manage appropriate and adequate safety measures, security and ensure work practices are implemented and enforced to enable workforce discipline and efficiency. To maintain effectiveness and close working relationships with the Chief Executive Officer, Program Manager and the Practice Manager, in particular the Program Manager and Practice Manager. To project the image, and encourage subordinate staff to project the image of Ceduna Koonibba Aboriginal Heath Service as one of courtesy and cooperation. 6 PERSON SPECIFICATION ESSENTIAL MINIMUM REQUIREMENTS (Those characteristics considered absolutely necessary) Educational/Vocational Qualifications (include only those listed in Commissioner s Standard 2, Attachment C as an essential qualification for the specified classification group) Registered as a Registered General Nurse by the Nurses Board of South Australia of South Australia and holds a current practicing certificate At least two years experience working as a clinical nurse is required Knowledge of health care systems is required.
