E-mobility in The Netherlands Sonja Munnix EVI meeting, 4th May 2015 Goyang, Republic of Korea
The Netherlands Densely populated; metropolitan Interested consumers Competitive market for cars High tech infrastructure Testing facilities Tax incentives EVS28: Booth B-238 Dutch pavillion Holland e-mobility House
Sustainable transport goals New registered cars zero emission in 2035 All cars zero-emission in 2050 In 2050: 60% less CO 2 emission (1990) Sustainable Fuel Vision
Government e-mobility ambitions 200.000 e-cars (BEV & PHEV) in 2020 1.000.000 e-cars in 2025 Nationwide network of charging points A growing sector of EV related products & services
Organisation Formula E Team (private, high level, strategy, lobby, taking away barriers, communication) Netherlands Enterprise Agency (information & advice, business networks, financing, communication) Ministeries of Economic Affairs and Infrastructure & Environment
Number of electric vehicles on the road
Charging infrastructure December 2014: around 28,000 private charging points
Green growth through e-mobility
E-mobility sector Vehicles and boats ICT components Smart mobility Charging infrastructure & roaming
Smart grid and EV: several projects are running
Student teams internationally succesfull Solar Team Eindhoven with Stella, winner of the Crunch Award 2015 Nuon Solar Car Team with Nuna7 15 teams working on EV

Government support Support roll out of charging infrastructure Fiscal incentives Stimulating business development Dissemination of knowledge Living labs, networks Monitoring of EV development
Fiscal measures Exemption of vehicle purchase tax - 0 until 1 gr CO 2 /km - 6/gr 1-82 gr CO 2 /km - 69/gr 83-110 gr CO 2 /km, up in levels until 434/gr > 180 gr CO 2 /km Exemption of vehicle circulation tax - 0 until 50 gr CO 2 /km, compared to 400 to 1.200 otherwise (depending on fuel, weight and address) Reduction of taxation for private use of company car - (4% BEV to 7% PHEV instead of 14 to 25% of catalogue value added to income before taxes) Environmental investment rebate (max. 4.500) Various local and regional incentives
Some developments National Platform on Charging Infrastructure > Launches (innovation) projects to bring down costs of public charging infrastructure Green deal on public charging infrastructure nearly signed (awaits EU approval) > Government financial contribution for public charging poles provided that municipality and market party contribute equally Exports of (PH)EVs: currently looking into it, are there other experiences? PHEV coalition to increase % electric kms > PHEV use is a concern > But it is improving (see next slide) > Revision of tax system (not yet clear, probably decreasing for PHEVs)
PHEV monitoring (recent) 25% PHEVs drive 60% electric (1 out of 4 PHEVs maximizes their e-potential) 50% PHEVs drive 50% electric Fast increasing number PHEVs help increase the number of public charging points Large differences along brands A growing number of employers control/check the use of PHEVs Plug-in Coalition
COP21: Opportunity to promote E-mobility In close cooperation with the French and Peruvian governments and the different global transport alliances, the Netherlands will coordinate the action agenda for low emission transport initiatives, towards and during the climate conference in Paris. Big opportunity to promote E-mobility Now we are gathering input from international E-mobility associations in order to prepare Paris program. Program during climate conference in Paris: Goals: > Transport day: arrival of all delegations > Transport thematic day: high level meeting, political declaration & side events > Exhibition - solutions COP: showcase commercial low emission solutions in transport > Gain political momentum & declaration > Demonstrate that E-mobility will be competitive in the short run > Significantly accelerate the implementation of E-mobility Contact: Joris.pinkster@minienm.nl
