Emissions of greenhouse gases from public transport in Hordaland (HCC responsibility) HCC buses 43 % HCC ferries 44 % HCC express boats 12 % Total emissons equals emisssons from persons in Norway. Total direct emissions from HCC administration and highschools (2 221 tco2e) is less than 2 % of total emissions from public transport ( tco2e). (2012-report)

Emissions of greenhouse gases in Hordaland (Statistics for 2012 to be published by Statistics Norway in sept. 2014)

Climate action plan of Hordaland 2010: Regional plan : Regional plan (1 st rev.) Yearly revised action program

Climate action plan for Hordaland Vision: Hordaland on the road to The Low-emissions Society Targets for greenhouse gas emissions in Hordaland: Annual reduction of 3.9 % until 2020 and then annually reduction of 2.6 % until 2030 (reference 1991). Targets for energy in Hordaland: Annual reduction of 2.2 % until 2020 and then 1.3% annual reduction at 2030 (Reference 2007) Energy requirements for all purposes shall as far as possible be covered by renewable energy sources without loss of biodiversity. Goals of adaptation: Adaptation to climate change should be based on the precautionary principle, increasingly precise data and knowledge of local conditions.

Political decisions accompanying The Climate Action Plan of Hordaland The Climate Action Plan is superior Hordaland County Council adopts that The Climate Action Plan shall form the basis for other regional plans in Hordaland. Ten years of transition to renewable energy in public transport Within 2025 public transport in Hordaland shall as far as possible use technologies based on renewable energy. Yearly political process to have the necessary finance The County Council will come back to the budgetary needs for action in the annual budget handling. Please join forces with Hordaland County Council! The County Council invites municipalities, state governments and agencies, private sector and voluntary organizations to cooperate and encourage them to actively contribute to their area.

General information on hydrogen and fuel cells in Climate Action Plan of Hordaland Hydrogen, information in text: How it can be produced That it can be used to produce electricity in fuel cells Is a possible energy storage Is especially useful for wind, solar and unregulated hydro power Research and business in Hordaland involved in pilot projects Plan for hydrogen station for cars in Bergen. Plan to use hydrogen on express boats. Reference: Climate Action Plan , page 26

Relevant strategies in Climate Action Plan Hydrogen relevant energy strategies: Strategy A: Energy efficiency should be the first choice Valid both for buildings, processes and transport Strategy B: Be a pioneer region in production of renewable energy Develop and adopt new forms and technologies for energy production and storage of energy. Expertise, research and education in the energy field should be strengthened. Measures must ensure the development, production and access to market / end user. Working for better conditions for renewable energy, such as solar, offshore wind power, geothermal and wave / tide water power. Strategy C: Develop reliable distribution of energy Complete infrastructure for electrification of transport shall be developed throughout the county by 2020.

Relevant strategies in Climate Action Plan Hydrogen relevant transport strategies: Strategy D: Transition to transport means with lower or zero emissions 20% of all light vehicles to go on non-fossil fuels by 2020 and 40% in New vehicles used in HCC operations shall primarily be zero emissions vehicles and secondarily be hybrid vehicles, unless it does not exist such vehicles that can meet the needs. (= own operations and public transport) Future procurements for public transport, ferries and express boats in Hordaland shall require the use of renewable energy where possible. Establish cooperation with the taxi industry to electrify taxi transport. Parts of the county without good public transport coverage shall have to have good infrastructure for zero and low emission cars. Within 2020, shore power shall be an offer for ships docking in Bergen. The shipping industry in Hordaland shall adopt the most environmentally friendliness shipping technology, and by 2020 will be the most sustainable maritime transport in the world. + Proposal: Comprehensive report on transport in Hordaland where one considers what kind of energy source, storage and energy replenishment method that is appropriate for what type of geographic area, vehicles and use.

EU: A major first task is transition to renewable electricity. Norway: 99 % renewable electricity A major first task is electrification of transport All 2,5 mill. cars in N. on el.? Needs only 4,4 % of el. prod. Driving forces in Norway Favourable regulations Taxes when bying the vehicle Fossile fuel vehicles; 25 % vat % tax BEV and FCEV: 0 % tax Competible prices on BEV s. FCEV s =?? Charging infrastructure in cities and corridors Below: Fast charging network is systematically enlarged Other incentives Free parking and ferries Free of road tolls (cities, bridges, tunnels) Drive in bus lanes Fuel cost Fuel cost for 10 km: BEV = NOK 1,50 Fossile car = NOK 10,- Electric cars are cheaper and more practical for daily use. BEV crossing the mountains, 1100 m above sea level

If and when this is on track, it is natural for HCC take initiative to have other counties to take initiative to build stations in Stavanger, Gol, Ålesund/Molde and Trondheim. 21,7 of sales in Hordaland of new cars in first half of 2014 was BEV. Norwegian and Word Record! The next steps for hydrogen in Climate action plan of Hordaland 1. Hydrogen station for FCEV s at Green Energy Point Danmarksplass in Bergen - 20 EV fast chargers and a hydrogen production and filling station - There is administrative and top political support for the project in HCC and The Municipality of Bergen. Application to Transnova for funding is being made by CMR Prototec, and signals from Transnova is positive. Formal political proposal for the funding of NOK 2,8 mill from HCC and The Municipality of Bergen in 2015 and 2016 will be made this autumn. Result =??

2. New procurements for ferries Alternative 3: Expanded routes with a greater focus on environmental technology and renewal of the ferry fleet The County Council invites. private sector and voluntary organizations to cooperate and encourage them to actively contribute to their area. The next steps for hydrogen in Climate action plan of Hordaland

Climate partner Hordaland - A useful and relevant measure Forpliktande avtalar signert Largest public-private network for systematic climate action in Norway; 14 companies/ organizations, 40,000 employees. NOK billion in purchase per year To commitments: Green business and development

The next steps for hydrogen in Climate action plan of Hordaland 3. Hydrogen for other maritime purposes Fuel cell + electric outboard motor or inboard motor? Small and medium ships on hydrogen? Hurtigruta on hydrogen? Infrastructure for production, transport and distribution of hydrogen in maritime sector? Other purposes on land, i.e. buses? Hybrid solutions? The County Council invites municipalities, state governments and agencies, private sector and voluntary organizations to cooperate and encourage them to actively contribute to their area.
