From 1,8% in 2011 to 2,5% GNP (2020). Create Topconsortia for Knowledge and Innovation (TKI s). Public and private constituencies participate for more than 500 mln. Of which at least 40% financed by commercial companies. Assignment for Top teams Establish structural cooperation in the golden triangle. Create governance model Address excessive rules, ICT bottlenecks in sectors and investigate potential solutions. Identify technology area s suitable for signing innovation contracts.
