4 Concept: European Innovation Partnership (EIP) A new approach, not a funding or other instrument Speed up application of new solutions to societal challenges of energy and transport in cities and communities. Clear goal and measurable targets. Bringing together organisations at the EU, national, and regional level, across policy areas and industrial sectors. Smart Cities is the fifth EIP launched

6 Content Smart Cities and Communities EIP Objective: under discussion see later Focus: Intersection of Energy, Transport and ICT Implementation of research results How: Accelerating full-scale deployment of smart city solutions at this intersection By: Creating much stronger relations between industry, research, cities and other end-users.

7 EIP Smart Cities and Communities: Governance High Level Group: 23 members of which 5 from cities: Prepares Strategic Implementation Plan (SIP): goal, targets, proposals for implementation. Steer and assess implementation of SIP Lead by example in development and promotion of EIP actions Representatives of industry, cities, civil society, relevant EU initiatives - acting in personal capacity Assisted by Sherpas (larger group than HLG) and EC Stakeholder Platform: Input to SIP via 2 Sherpas Exchange of knowledge

8 Inviting in stakeholder engagement: - ongoing through Smart Cities Stakeholder Platform - consult and involve a range of ongoing initiatives: Covenant of Mayors CONCERTO Energy Efficient Buildings PPP (EeB PPP) CIVITAS Green Digital Charter Urban Europe Joint Programme Initiative European Green Vehicle Initiative European Energy Research Alliance (EERA) Joint Programme on Smart Cities SMART CITIES Member States Initiative And many more.

9 Progress ideal timeline: - July 2012: Commission proposal - March 2013: Council Conclusions - March September: Sherpa Group meetings - May 14: - 1st meeting of High Level Steering Group - our meeting! - June 5-6: Smart Cities and Communities Stakeholder Platform conference - Early October: Strategic Implementation Plan adopted by the High Level Steering Group - From 2014 onwards: Implementation, monitoring and evaluation

11 So where have we got to? Topics of this morning's High Level Group meeting

12 Problem analysis: very preliminary summary of Sherpas input how to scale up and ensure replicability of smart city solutions that improve liveability and sustainability of cities and communities by delivering on our '20/20/20' energy and climate goals in cities. (to be discussed a lot more in coming months)

13 Barriers: very preliminary summary of Sherpas input "Seducing" citizens to use smart city solutions Imperfect marketplace Lack of capacity inside local administrations: organisational silos, little access to relevant experiences in other cities, citizen engagement, dealing with integrated urban planning. Lack of financial tools and business and value creation models. Lack of evaluation tools and metrics for cities, citizens and business. Local, national, European policies block implementing smart city solutions. Lack of integration of ICT-transport-energy technologies and infrastructures, but technology perse is not a bottleneck.

14 Common targets and objectives: very preliminary summary of Sherpas input By 2020, cities and communities aim to. Reduce 20% in urban transport emissions in X cities. Achieve X zero net energy districts and cities in X cities. Reduce by X% the overall energy consumption whilst lowering their citizens' energy bill accordingly. Put infrastructures in place that deliver on multiple uses across the ICT, energy and mobility sector in X cities. Reduce by 30% the ICT footprint in X cities.

15 Common targets and objectives: very preliminary summary of Sherpas input (1) Already by 2015, cities and communities aim to New types of local partnerships ('smart city boards'): bring together local city administrations, businesses (SMEs), research organisations and community organisations to address smart city concepts. Networking and sharing experiences around common challenges - across borders Set up pilots (lighthouses, demonstration) at the intersection of ICT and transport and energy. BUT: how to replicate experiences? Implement X pilots of innovative procurement schemes for smart city solutions in Europe.

16 Common targets and objectives: very preliminary summary of Sherpas input (2) Already by 2015, cities and communities aim to Develop tools to stimulate efficient replication of smart city solutions in other cities and communities for use by X cities and suppliers. Set up X 'Innovation Zones' to experiment with new forms of partnerships and piloting new forms of regulation and social innovation. Set up X platforms to make accessible to third parties data on energy and traffic flows, from the public and private sector Have established a base line for Cities through a "European Smart City and Community Index", based on existing methodologies and international standards.
