JOB AND TASK DESCRIPTION Jb Title: Divisin: Grade: Directr Oceans and Natural Resurces Divisin C Reprts T: Deputy Secretary-General (Ecnmic and Scial Develpment) General Infrmatin The Cmmnwealth Secretariat is the principal intergvernmental bdy f the Cmmnwealth, respnsible fr advancing and achieving the shared gals f the assciatin s 53 member gvernments in prmting demcracy, develpment and respect fr diversity. The Secretariat is headed by the Secretary-General wh, as the Chief Executive f the rganisatin, is respnsible and accuntable fr verall leadership, management and delivery. At the senir level, there are three Deputy Secretaries-General respnsible bradly fr the plitical, ecnmic and scial develpment, and crprate gals and prgrammes f the Secretariat. The Secretariat has an annual budget f apprximately 45 millin in three separate Funds (Cmmnwealth Secretariat, Cmmnwealth Fund fr Technical Cperatin, and Cmmnwealth Yuth Prgramme) and a staff establishment f upward f 280 deplyed principally at the headquarters in Lndn as well as at tw Cmmnwealth Offices fr small states lcated in New Yrk and Geneva. The Secretariat is implementing a fur-year Strategic Plan fr the perid frm 2013/14 t 2016/17. The Plan cncentrates effrt n thse areas where the Cmmnwealth Secretariat has a clear r prven advantage, capacity t add glbal value, and ptential t deepen impact and results f benefit t Cmmnwealth member gvernments as well as the Cmmnwealth at large. The Secretariat is cnslidating Results-Based Management tgether with strengthened gvernance in alignment with cntemprary internatinal standards and nrms. The Secretariat has als recently intrduced a refrmed staff structure and establishment t meet the needs f the Strategic Plan. The Oceans and Natural Resurces Divisin (ONRD) is ne f the majr Secretariat Divisins f the Cmmnwealth Secretariat, which is funded whlly by the Cmmnwealth Fund fr Technical Cperatin (CFTC). The Divisin is respnsible fr delivering the Pan- Cmmnwealth mandate cncerning the strengthened and sustainable management f the ceans, maritime and natural resurces by member cuntries. The wrk f the Sectin is currently peratinalised thrugh the prvisin f legal, ecnmic and plicy advisry services t Member cuntries fcusing upn the management f exhaustible natural resurces (minerals, petrleum and gas), the negtiatin and delimitatin f maritime bundaries (including the extended cntinental shelf claims) and the develpment f natinal and reginal strategies fr the sustainable management f cean space and maritime resurces. 1
There has been an increasing glbal emphasis n the ceans in a maritime envirnment, in additin t a high and ever increasing demand in the natural resurces sectr. As an rganisatin that has dne a lt f pineering wrk, there is space fr the Cmmnwealth t expand its rle and peratins s that it can cntinue t be at the cutting edge f emerging develpment issues and in the prvisin f plicy advice services. Jb Summary Reprting t the Deputy Secretary-General (Ecnmic and Scial Develpment), the pst hlder will direct, and inspire the Oceans and Natural Resurces Advisry Divisin t deliver the required technical assistance prgramme prvided thrugh the Cmmnwealth Fund fr Technical C-peratin (CFTC). The Directr des s by ensuring that these prgrammes meet agreed bjectives and targets in a manner which achieves maximum impact and value fr mney, in accrdance with the Strategic Plan and results-based management framewrk f the Secretariat. The Directr manages a team f abut highly experienced prfessinals and supprt staff wh administer the delivery f specialised knwledge and technical assistance interventins n the ceans, maritime and natural resurces. The Directr prvides effective leadership and management versight and visin t implement and advance the Cmmnwealth s Oceans and Natural Resurces prgramme. The pst-hlder is expected t sharpen the prgramme s prfile with the aim f enhancing it t further its develpment impact as the ceans and natural resurce management in member cuntries cntinue t grw in prminence and plitical pririty. The Directr will as part f this functin, identify the strategic and relevant partnerships and prgramme interventins required t ensure effective develpmental utcmes and impact. The Directr prvides advice t the Deputy Secretary-General (Ecnmic and Scial Develpment) and the Secretary-General n strategic, plicy and peratinal activities related t the Oceans and Natural Resurces. Task Descriptin The Directr undertakes the fllwing: Leadership and Management Participates and cntributes in crprate management as a member f the Senir Management Grup f the Cmmnwealth Secretariat, under the chair f the Secretary-General. Leads and supervises, inspiring the Divisin t prject, prmte and prtect the Cmmnwealth s fundamental plitical values and t deliver the Secretariat s wrk in this area as defined in the Strategic Plan. Manages, maintaining the highest standards f Secretariat gvernance in the Divisin including in staff relatins and the use f resurces t agreed quality expectatins and standards. Creates an envirnment fr staff in which they can achieve prfessinal and persnal gals, and in which they are mtivated t cntribute t the Secretariat and the implementatin f its prgrammes. 2
Frmulates, develps and versees the implementatin f strategies; analyses cntext and impact f current strategies and makes adjustments t maintain impact and achieve utcmes, making ptimum use f human and budgetary resurces. Oceans and Natural Resurces: Substantive versight, supprt and advice Acts as an advcate fr Cmmnwealth Oceans and Natural Resurce plicy psitins at natinal, reginal and glbal levels, and prviding advice t the Secretary-General and the Deputy Secretary-General n the ceans and natural resurce management issues relevant t the Cmmnwealth, in particular t its small and vulnerable member cuntries. Prvide plicy, strategic and visinary, and intellectual leadership fr the wrk f the Cmmnwealth Secretariat in the areas linked t the Oceans, Maritime and Natural Resurces, including in the design, implementatin and adaptatin, as required, f a strategy t strengthen the wrk prgramme and prtfli in this grwing area f prminence f the Secretariat in supprt f natinal develpment f member states; Leads quality assurance and cnceptualising f cutting edge prgramme design and delivery, including in the versight and the delivery f utputs and utcmes that are cnsistent with the Secretariat s results-based management practices, including Ensures sund financial management by managing the Divisin s resurces t deliver t time, budget, agreed quality within established Secretariat plicies and prcedures; Takes direct respnsibility fr the achievement f strategic utcmes and results falling under the Divisin s mandate as defined in the Secretariat s Strategic Plan; Identifies and undertake analytical wrk in pineering analytical wrk in the area f respnsibility with a view t advcate at key reginal, pancmmnwealth and ther audiences. Strengthens and build partnerships, t advance the Divisin s wrk and results expected in the Strategic Plan, with member gvernments, intergvernmental rganisatins, key institutins, Centres f Excellence and ther internatinal agencies. This will include wrking clsely acrss business units in the Cmmnwealth Secretariat t enhance synergies and build linkages acrss prgrammes; Prvides leadership in institutinalising knwledge management in the ceans, maritime and natural resurces wrk prgramme, and in the verall area f Ecnmic and Scial Develpment including inter alia, develpment f cmmunities f practice, encurage research, and publicatin f case studies based n gd practices. Other Presents Cmmnwealth perspectives publicly thrugh interactin with the media, public speaking and ther prfile-raising activities; and, supprts rganisatin prfilebuilding in cllabratin with the Cmmunicatin Divisin; Adheres t the Gender Equality values f the Cmmnwealth as enshrined in the Charter and Secretariat s Gender Equality Plicy; and Perfrms any ther duties as may be required frm time t time. 3
Persn Specificatin Educatin: A tertiary degree and desirably a pstgraduate qualificatin r equivalent in marine and natural resurce management, internatinal law, ecnmic, ecnmic develpment r a related scial science, and science based discipline. Experience: At least 15 years wrking experience at a senir management level, directing a multidisciplinary team f prfessinals, in a gvernmental r in an internatinal rganisatin. Prven track recrd f effective peple management skills at senir level. Extensive experience related t at least 2 areas related t the ceans, maritime and natural resurce management, and sustainable develpment.
