The Opportunity POSITION DESCRIPTION PROGRAM OFFICER PERFORMANCE MEASUREMENT AND HEALTH INFORMATION TECHNOLOGY PATIENT CARE PROGRAM GORDON AND BETTY MOORE FOUNDATION Palo Alto, CA March 2016 With more than $6.4 billion in assets, the Gordon and Betty Moore Foundation https://www.moore.org/ is the ninth largest foundation in the United States. The Patient Care Program accounts for 15 percent of the organization s grantmaking more than $40 million annually. The goal of the Patient Care Program is to improve the experience and outcomes of patient care. New Patient Care Leader. Following a national search, the Gordon and Betty Moore Foundation recently appointed Janet Corrigan, Ph.D., M.B.A., as the new chief program officer to lead its grantmaking program in patient care. With the goal of improving the experience and outcomes of patient care, the Patient Care Program has identified two major focus areas for future work: improving access to high quality palliative and end of life care through the expansion of community based programs; and enhancing patient safety with particular emphasis on avoidable harms in critical care units, diagnostic errors, avoidable harms in community based settings including patient homes, and safety issues that represent unintended consequences of health information technology. Dr. Corrigan is adding three new grantmaking positions one position focused on palliative and end of life care, a second on patient safety, and a third on performance measurement and health information technology that will work across the two new focus areas. Seeking New Program Officer Performance Measurement & Health Information Technology. This new position will be responsible for grantmaking in the areas of performance measurement (e.g., patient reported measure development and reporting, surveys), and health information technology (e.g., data registries, EHR related projects such as Open Notes, projects aimed at making EHRs safer). The ideal candidate will

have: 1) a Master s degree (required) in a relevant field; 2) extensive expertise and knowledge related to performance measurement and health information technology (required); 3) excellent project management experience and skills; and 4) knowledge of and/or experience with grantmaking (desired). Key Responsibilities Specific responsibilities include: Strategy Build solid knowledge of the field and key emerging trends. Summarize literature and identify implications for the program. Identify and engage subject matter experts and other stakeholders. Build and manage relationships with key players in the healthcare field, while managing expectations about the Patient Care Program s future investments. Contribute to the ongoing refinement of program strategies. Proactively identify investment opportunities that align with program strategies and can deliver measurable outcomes. Develop strategic and operational plans for sub strategies. Grant Development and Management: Provide expert input to all members of the Patient Care team on issues related to performance measurement and health information technology. Complete internal grant summaries and documentation. Manage a portfolio of active grants and make new grants. Coordinate with internal staff to complete grantmaking and monitoring processes. Manage relationships with grantees; identify and make recommendations to resolve issues. Take responsibility for ensuring grant success and mitigating any challenges that arise. Internal and External Communications Periodically communicate both informally and formally about the foundation s activities. Partner with Communications Officer to develop materials for the program. Collaboration Plan convenings, focus groups and other activities as appropriate to enable the field to collaborate towards a common purpose.

Program Management Develop and participate in periodic presentations to the board, senior management, and other foundation staff. Contribute to the development and maintenance of processes and tools to enable the Patient Care Program to operate effectively. Qualifications Experience and Education An advanced degree in a relevant field (Health Services Research, Engineering, Health Information Technology, etc.). Working knowledge of issues related to performance measures, clinical registries, patient safety and EHRs, and patient facing health information technology applications. Demonstrated knowledge of issues, organizations, facts, and trends in the healthcare sector more broadly. A background in healthcare (7 10 years) in a research and policy institute, foundation, provider organization, academic research institution, health insurer, strategic consulting firm, and/or healthcare consulting firm. A record of working on complex partnership or multi stakeholder projects, with experience in engaging stakeholders, designing convenings, and fostering collaboration. Competencies Personal motivation and passion for improving the healthcare system. Demonstrated strategic planning skills, with ability to identify and rigorously evaluate new opportunities. Excellent project management skills, with demonstrated ability to manage projects and budgets, set realistic goals and objectives, and balance multiple priorities. Demonstrated strong interpersonal skills, with ability to develop productive relationships with colleagues, grantees, stakeholders, and others. Collegial and energetic working style. A flexible positive approach to problem solving in a collaborative team environment. Comfort with ambiguity and willingness to be flexible and adaptable to changes in the needs of the program. Demonstrated comfort with and experience in public speaking and meeting organization/facilitation. Excellent written and verbal communication skills. Strong business acumen. Ability and interest in traveling at least once a month to out of town grantee meetings, site visits, and national conferences.
