Duration if fixed term 2 years Management responsibility May manage staff within the Programme team Reports to Director of Programmes and Projects Standard duties To be added by recruiting manager The Infrastructure Programme Manager works to the Infrastructure Programme Senior Responsible Owner (CTO) and also forms a part of the Senior Leadership Team within the wider Directorate of Projects and Programmes, reporting to the Director of Programmes and Projects. Their primary responsibility is for developing, managing and delivering a significant transformation of Parliament s technology infrastructure. The Infrastructure Programme will include both on premise and cloud technologies. The post also holds a wider responsibility for supporting the Digital Service s Portfolio, Programme and Project capabilities and for promoting good partnership working across Parliament. Likely Duties include: Planning, managing and delivering the Infrastructure Programme including: o Developing the business cases and maintaining them through their lifecycle. o Designing and planning the Programme and its constituent parts or projects (including the finances, milestones, stages, benefits, outputs, the Programme blueprint). o Developing strategies for resourcing and delivery that provide value and mitigate key risks including designing, recruiting the necessary teams. o Managing the Programme (and possibly some constituent projects) including the budget, interdependencies between projects, external interdependencies, Page 1 of 5
2 reporting, risks, issues, lessons and benefits. o Working with colleagues within the Digital Service and across Parliament to ensure that the necessary conditions are in place for successful delivery and ongoing maintenance of outputs, including environments, technical resources, release and ongoing support. Developing an effective strategic interface between stakeholders. o Building strategic relationships with external suppliers o Working in partnership with technology colleagues and other senior stakeholders across the Digital Service and Parliament in pursuit of excellent delivery of services to Members and the Public o Fostering an excellent and wide understanding of the aims of and approaches to delivering the Programme. o Understanding how current business drivers and challenges support affect and support delivery of the Programme. o Working with the Parliamentary Portfolio functions and colleagues across other Programmes and Projects, to understand and manage interfaces and dependencies between this and other Parliamentary Programmes. Leading teams and managing staff. o Creating a safe, responsive, open and professional working environment for all staff. o Implementing resourcing and training strategies that support succession planning, successful recruitment and retention of staff and appropriate career paths. Contributing to development of our capabilities and methods as a senior member of the Parliamentary Digital Service including: o Ensuring that the lessons emerging from projects and programmes lead to embedded change. o Excellent adoption of (Digital Service, Parliamentary and wider industry) best practice methodologies that are adapted to suit our environment. o Contributing to the development and delivery of wider strategy and fostering wide support for delivery of associated business benefits. Person Specification Standard skills and knowledge required Understands the needs of the internal or external customer and keeping them in mind when taking actions or making decisions Ability to influence and persuade others to take a specific course of action when there is no direct line of command or control and direct others to undertake tasks Keeps overall objectives and strategies in mind, and not deflected by matters of detail Strong teambuilding and management skills with the ability to motivate, lead and develop a large team ensuring resources are organised appropriately and effectively Strong interpersonal skills with the ability to establish positive working relationships and influence people at all levels within the organisation including a challenging customer base Excellent written and verbal communication skills with the ability to present complex information clearly and effectively in appropriate styles at all levels Ability to set objectives and make decisions at the appropriate time, taking into account the needs of the situation, priorities, constraints and the availability of necessary information Specific skills and knowledge required To be added by the recruiting manager. Required Strong evidence of successful delivery of significant Technology Programmes that have included server and storage infrastructure, data centres, networks and cloud adoption. Proven experience in assessing options and developing business cases including establishing Digital Service application form v0.01 Page 3 of 5

Experience of building strategic relationships with external suppliers Comfortable with working in areas of significant ambiguity at all stages of definition and delivery. Flexibility and a willingness to learn, explore and develop new skills. Good understanding and experience of public sector procurement. Excellent understanding of relevant Project/Programme methodologies (e.g. Agile, APM, MSP, PRINCE2, MoR). Core SFIA Competencies (click competency to insert level). Business skills Level 6: Absorbs complex technical information and communicates effectively at all levels to both technical and non technical audiences. Assesses and evaluates risk. Understands the implications of new technologies. Demonstrates clear leadership and the ability to influence and persuade. Has a broad understanding of all aspects of IT and deep understanding of own specialism(s). Understands and communicates the role and impact of IT in the employing organisation and promotes compliance with relevant legislation. Takes the initiative to keep both own and subordinates' skills up to date and to maintain an awareness of developments in the IT industry. 5 Additional information regarding the post Location This posts is located in 7 Millbank. Hours (Full-time) Consideration will be given to candidates who wish to work part-time or as part of a job share. If you are selected for interview please inform the panel of the days/hours you are available to work. Net conditioned full-time working hours for staff of the House are usually 36 per week. This excludes daily meal breaks of one hour. The hours of attendance for this post are 35 net per week. The exact daily times of attendance will be agreed with line management. As of 1 May 2016, hours will increase to 36 net (there will be no effect on pay).
