2 About the role The Chief Executive Officer/CIO of ehealth Queensland leads the information technology and ehealth agenda for the State, managing the organisation as an innovative, efficient and effective provider of information technology services for a range of stakeholders across Queensland s public health system. The organisation is a fundamental support agency for the delivery of health services to the community, supporting the information technology needs of the State s 16 Hospital and Health Services and the Department of Health. Reporting to the Director-General and as a member of Queensland Health s Department Leadership Team (DLT), the role is responsible for the performance of an organisation with an annual budget of approximately $485 million and approximately 1,100 full-time equivalent staff. The role provides leadership to all aspects of developing, implementing and maintaining technology initiatives within the State s public health system, assuring high performance, consistency, reliability and scalability of all technology offerings. The role also provides leadership to the State s ehealth agenda and broader technology reforms within the public health system. The position oversees the maintenance of existing enterprise systems, while providing direction in all technology-related issues in support of information operations and the Department of Health s Strategic Plan. As the Chief Executive Officer/CIO of the organisation, the role is required to ensure the operations of the organisation achieve a balance between its status as part of the State s public health system whilst also ensuring that its activities are efficient and achieve best-practice standards for customers. These customers include the Department of Health and Hospital and Health Services. Accordingly, the role requires an understanding of the strategic issues facing the public health system, the broader ehealth agenda and trends impacting information technology in the health care environment, with established business acumen to ensure value-for-money outcomes are achieved and core information technology activities are delivered. ehealth refers to the use of an extensive range of information and communication technologies to support delivery of patient care for individuals and communities providing solutions to enable first class services now and into the future. A variety of technologies being utilised include broadband connectivity, digital networking and smart software. Queensland Health applies these technologies in: Critical care: ehealth will provide a single state-wide application enabling the view of patient information, allowing for improved interaction across the network of healthcare providers. Governance and Systems: through applications that help managers and clinicians provide management and services effectively and efficiently; and Infrastructure: Through tools, facilities and services that support a patient-centric network model of care that enables ehealth. Key responsibilities: Fulfil the responsibilities of this role in accordance with Queensland Public Service values outlined above. Follow defined service quality standards, occupational health and safety policies and procedures relating to the work being undertaken in order to ensure high quality, safe, services and workplaces. Provide strategic leadership to ehealth Queensland, fostering collaborative approaches within the organisation and across the State s health system more generally through membership of the DLT and other relevant governance mechanisms. Lead the development of technical information technology functions, working with wide-ranging stakeholder groups including clinicians, Department of Health and Hospital and Health Service executives, and other information technology professionals. Provide leadership on the use of infrastructure technologies to support the Queensland public health system s key strategies and priorities. Maintain awareness of existing and emerging infrastructure technologies, regulatory issues, and market factors and assist in the development of the State s health information technology strategy and plan. Monitor the productivity of information systems resources and manage those resources in a cost-effective, flexible and timely manner. Oversee all information security policies and procedures to ensure regulatory compliance and appropriate levels of internal controls Ensure continuous delivery of technical services through oversight of service level agreements with end users and monitoring of systems, programs, and equipment performance. Ensure equipment and software operation adhere to applicable laws and regulations. Serves as principal advisor to the Director-General, Deputy Directors-General, Health Service Chief Executives and other senior staff with regard to health service operations with regard to information technology, and works to forecast trends and future directions and respond to those for the betterment of the State s health system
3 Develop and monitor annual information resources operating and capital budgets to ensure that areas of responsibility have the necessary funding to carry out established organisational goals and objectives. Provides executive leadership in the areas of planning, development, preparation and implementation of strategic information systems, including: administration and resource management systems; core clinical systems; the national ehealth agenda; advanced clinical decision support systems; and enterprise-wide systems including the development of a computerised health information exchange that benefits the broader healthcare system within Queensland. Leads the evaluation of the impact of current and emerging information technology on processes (including clinical processes) and identifies areas to promote use of technology in creating efficiencies for administrators and clinicians, improving quality of care. Provides leadership in collaboration with other Queensland Government agencies to promote and leverage wholeof-government information technology initiatives that support the Government s agenda. Provides advice to the Director-General and Office of the Minister for Health on national ehealth matters and represents the State s health system on State and national committees and forums where required and advocate and negotiate for the State s health system with State and national agencies concerned with information technology and ehealth directions, provision and resourcing. Develop and lead the implementation of strategy, long-term objectives and initiatives, achievement of performance outcomes and policies in alignment with Queensland Government priorities. Provide strategic leadership and innovation in the development of the key strategic information technology plans, policies and processes necessary to ensure the achievement of performance improvement and the implementation of successful customer focussed initiatives. Provide high quality support, advice, information and guidance to the Director-General, Minister and Senior Executives on key issues impacting on the achievement of information technology activities in accordance with priorities and outcomes. Provide strategic leadership, advice and direction relating to healthcare information technology matters in Queensland, including acting as the spokesperson on matters of public interest that have a whole-of-state impact and representing Queensland on relevant national committees. Provide a strong public and professional profile including Departmental representation on high level National Boards and Taskforces, as well as conducting high level negotiations and liaison with external organisations, other Government departments and bodies (both State and Commonwealth), major community organisations, nongovernment service providers, industry representatives and the media. Actively engage as part of the DLT and contribute to strategic decisions that advance the interests of the Queensland health system and seek to achieve the Department of Health s strategic priorities. Appropriately manage risks facing ehealth Queensland, including system-wide risks which require support from multiple stakeholders to mitigate or address. Ensure the operations of the ehealth Queensland are within budget, in accordance with Department of Health policy and whole-of-government requirements, aligned to the values of the Queensland Public Service. 4 Role Fit The essential requirements for this role are: (please note written responses to these role fit criteria are not required) Excellent knowledge of contemporary, best-practice healthcare information technology initiatives and ehealth priorities, with particular emphasis on managing these functions within an operating environment characterised by the need to liaise with, engage and consult with a range of stakeholders in the achievement of outcomes. Demonstrated achievement in developing, planning, implementing and managing major information technology projects and ICT operations, managed services and support services over a large geographic area for a complex organisation. Demonstrated experience working within a complex system or organisation with devolved accountabilities and responsibilities that require a detailed understanding of system leadership, risk management, strategic directionsetting and the challenges facing modern information technology service delivery, with particular reference to the healthcare setting. Demonstrated achievement in leading, managing, implementing and fostering organisational change, organisational effectiveness and best practice initiatives that have led to demonstrable improvements in risk management, organisational culture, workforce attitudes and system governance outcomes. Demonstrated exceptional interpersonal skills in negotiation, consultation, facilitation and written and oral communication within a complex environment characterised by diverse stakeholder groups and wide-ranging competing priorities. Detailed understanding of all the elements of health service delivery (people, facilities, equipment, funding, technology) and the inter-relationships between those elements necessary to deliver quality information technology outcomes in a healthcare setting. Demonstrated extensive knowledge of corporate governance principles, contemporary management techniques, the role of commercialised business units (including government requirements relating to such entities) at a health system level and/or supporting healthcare reform (particularly in relation to improving ehealth and information technology in a health context).
