July 20 th, 2009 Fraser Surrey Dcks Adds Cmpliance System t the Cntainer Gate Reservatin System (GRS) In an effrt t increase cmpliance with the GRS, we have implemented a system t mnitr cmpliance s that mre reservatins will be available fr Fraser Surrey Dcks (FSD) carriers with valid business at the terminal. This will based n a simple tiered system with reductin t the amunt f reservatins a custmer will be able t pre-bk and bk when the system pens. T determine what Tier r Class that a custmer will fall under, a simple pint system will be implemented. Currently, cmpliance t the GRS is tracked at FSD by three measures: 1.) Deleted: These are reservatins that are cancelled by a GRS user befre the cut-ff time. This cut-ff time represents the time when FSD is required t rder labur fr the next business day. 2.) Canceled: These are reservatins that are cancelled by a GRS user after the cut-ff time and tw hurs befre the time slt; this is referred t as the Cancellatin Time Frame. Our intentin is that these reservatins shuld be available n the system fr stand-bys t be cnverted r fr a carrier t pick-up reservatins n the fly, t accmmdate the needs f ur custmers. 3.) Bad Reservatins: These are reservatins that are cancelled by a GRS user after the Cancellatin Time Frame, during the time slt, r simply nt used. The new GRS Cmpliance system will be tracked n a weekly basis, as fllws: We understand that custmers may have unexpected issues cme up frm time t time, such as traffic accidents, cancelled rders with their custmer, r equipment breakdwns. The new GRS cmpliance system will accunt fr this. Cmpliance will be allcated t the Surce Custmer, the custmer wh made the reservatin. Cancelled (80%): The threshld will be set at 80%, in ther wrds if yu cancel mre than 20% f the reservatins that either were created by the user r pre-bked, yu will be allcated (-0.5) t yur accunt. Alternatively if yu maintain yu cmpliance abve 80% yu will be allcated a (+0.5) t yur accunt. Bad Reservatins (90%): The threshld will be set at 90%, if yu fall belw this yur accunt will be allcated a (-1). Alternatively if yu maintain yur cmpliance abve 90% yu will be allcated (+1) t yur accunt. Cmpliance will be allcated t yur accunt beginning each Wednesday, this is t ensure all pre-bked appints sent the previus week fr Mnday and Tuesday will still be hnured. Please nte FSD will nt be infrming yu f yur rating but will be prviding an excel sheet t allw yu t track yur wn cmpliance.
Frequently Asked Questins 1.) Hw will the pints be allcated? Pints will be allcated t a Class determining the number f pre-bks and current shift cap fr a custmer. These Classes are as fllws: Class Cmment Scre A Class All is nrmal, pre-bk abve Shift Cap if required. 0 t +3 B Class Max pre-bk allwed 75% f Shift Cap -0.5 t 1 C Class Max pre-bk allwed 50% f Shift Cap -1.5 t 2 D Class Max pre-bk allwed 25% f Shift Cap -2.5 t 3 E Class N pre-bking allwed -3.5 t 4 F Class N pre-bking, Shift Cap reduced t 75% -4.5 t 5 G Class N pre-bking, Shift Cap reduced t 50% -5.5 t 6 H Class N pre-bking, Shift Cap reduced t 25% -6.5 t 7 I Class N pre-bking, Shift Cap reduced t 0-7.5 and belw As described in the abve table, an A Class carrier has the ability t mve int a psitive scre which wuld allw them t have up t tw bad weeks in a rw with n ill affects n their ability t bk reservatins. On the ppsite end f the scale, an I Class carrier wuld be required t cntact FSD Operatins t set-up a meeting t discuss cmpliance, in rder t have them reinstated and t again be able t bk reservatins n the GRS. 2.) Hw can I track my cmpliance? In rder t track cmpliance, yu will need t lg int yur GRS accunt. The fllwing Header will be displayed acrss the tp f the screen. By clicking n "Reprts", this shuld give yu a drp menu/list where yu will have 5 reprts t select frm, these reprts are: 1) Reservatin Summary Reprt 2) Reservatin Change Histry Reprt 3) Reservatin Stats Reprt 4) Cmpliance Details Reprt 5) Cmpliance Billing Reprt Please select the Cmpliance Detail Reprt, this reprt will allw yu t track yur cmpliance fr the week. The Cmpliance Detail Reprt will display cmpliance statistics fr a custmer's reservatins brken dwn by Date, Shift and Time Slt. Please nte this reprt can nly be run fr the previus weeks reservatins, this is t ensure all the data is accurate. The lay ut fr the reprt criteria is as fllws:
1) Select yur Terminal/Gate. 2) Select yur "Date Frm:" by clicking n the calendar icn r entering the date (Mnth/Day/Year). 3) Select yur "Date T:" by clicking n the calendar icn r entering the date (Mnth/Day/Year). 4) Click the "Create Reprt" Buttn, then click the Dwnlad Icn t dwnlad the reprt. Belw is an explanatin f the Cmpliance Details Reprt. Date - The date that the reservatins are fr (28-Nv-2006). Shift - The shift the reservatins are fr (i.e. DAY ). Calendar Date - The calendar date the reservatins are fr (28-Nv-2006). Time Slt - The time slt the reservatin is fr (07:00-08:00). Custmer - The surce custmer that made the Reservatin. Status - The current status f the reservatin, pssible status descriptins are as fllws: Open (O) Reservatin has nt been utilized at the security kisk. Deleted (D) Reservatin has been deleted befre the cut-ff. Cancelled (X) Reservatin has been cancelled after the cut-ff and befre the cancellatin time frame. Bad Reservatin (B) Reservatin has been cancelled after the cancellatin time frame r during the time slt. In Gate (Y) Truck that has utilized the reservatin has been in gated at the Security Kisk. Prcessed (P) Truck that has utilized the reservatin has been prcessed at the Cntainer Gate. Cmpleted ( C ) Truck that has utilized the reservatin has been laded and is at the ut gate (Nt active at this time). Out Gate (Z) Truck that has utilized the reservatin has left the terminal. (Nt active at this time). Ttal - The ttal number f reservatins in this reprt. Cmpliance - Yur cmpliance t the Reservatin System. This is tracked by Deleted, Cancellatin and Bad Reservatins, they are tracked as fllws: Deleted (Level 3) These are Reservatins that are cancelled befre the cut-ff time. The calculatin is (Deleted)% = Deleted / (Open+Delete+Cancel+BadRes+InGate+Prcessed+Cmpleted+OutGate) These will nt be cunted t yur cmpliance at this time. The calculatin is (Cancelled)% = Cancelled / (Open+Delete+Cancel+BadRes+InGate+Prcessed+Cmpleted+OutGate) BadRes (Level 3) - These are Reservatins that have been cancelled after the cancellatin time frame r a Reservatin that was nt utilized. The calculatin is (BadRes)% = (BadRes+Open) / (Open+BadRes+InGate+Prcessed+Cmpleted+OutGate)
Actual is yur actual percentage f cmpliance. Variance is yur numerical variance frm what the cmpliance was set at. Fr example, if Level 2 cmpliance has been set fr 80% and yu created 100 Reservatins and ut f thse 100 yu fulfilled 70 f them, then yur cmpliance wuld be 70%. Yur variance wuld be 10, nly cunting what was nt fulfilled frm what was set fr the cmpliance level (80% in this case) meaning the variance wuld be 10%. If yu are within the percentage the variance will display as OK, as per the belw in red. 3.) Hw d yu calculate yur wn cmpliance with the GRS? In rder t calculate yur wn cmpliance with the GRS, please use the cmpliance calculatr Excel sheet which is attached t the same email as this dcument.
