1 Certified Payrll XML Exprt As f June 4 th, 2015, The Califrnia Department f Industrial Relatins (DIR) is requiring that all certified payrll reprts be submitted nline using the ecpr system. The ecpr System allws the payrll infrmatin t be entered manually nline r by uplading a cmpatible XML file fr each weekly reprt. Please visit their website fr mre infrmatin n the new ecpr prcess using the fllwing link: AccuBuild has develped a new type f custm reprt prcess that will allw the certified payrlls t be exprted t the new XML frmat. This reprting prcess cnsists f additinal fields t be set up n each jb and in the payrll prperties, alng with a new certified payrll reprt that allws fr autmatic creatin f XML files after the reprt is previewed. Once yu have this new feature installed in yur AccuBuild System, yu will want t fllw the instructins n the DIR Website fr checking the XML file against the XML Schema Spec BEFORE uplading the XML Reprt. The DIR has prvided cmplete instructins and vide verview alng with sftware tls t test yur XML files. The fllwing is a simplified utline f steps required t begin using the XML Reprting features f the AccuBuild Prgram: AccuBuild Prgram Setup: 1) Update the AccuBuild Prgram t the latest versin Versin r later. 2) Obtain a cpy f the new AccuBuild XML Reprt file and save t the Reprt Flder under the AccuBuild Prgram Directry. 3) Update the MAR Reprt Security n the new XML Reprt s that it is accessible in the reprt list: 4) Update the Payrll Prperties t map the Certified Payrll Accumulatrs t the designated XML fields required by the ecpr System. Open up the Payrll Prperties screen and select the Certified Payrll Tab. Click n the new XML Settings Buttn lcated n the bttm left side f the screen in the Accumulatr Descriptins grup bx: 5) A new screen will be displayed which will allw yu t link yur AccuBuild Certified Payrll Accumulatrs t the crrespnding XML Exprt Field required by the ecpr reprting system. The required XML fields fr ecpr are listed n the left side f the screen and yu will need t map yur Certified Payrll Accumulatrs t each XML field using the drp dwn list fields lcated n the right side f the screen. NOTE: This is a ne time setup and will nt need t be changed unless yu change any f the Certified Payrll Setup fields in the Payrll Prperties Screen.

2 6) Check t make sure the fllwing (existing) Certified Payrll fields are set up n the jb as these fields are required fr the XML Exprt: Wrkers Cmp Plicy Number This field cntains the wrkers cmpensatin insurance plicy number r the self insurance certificate number. Enter NA if yu are nt required t hld wrkers' cmpensatin insurance r self insurance certificate. Emplyer s Fed Payrll I.D. N. This field cntains the emplyer s federal payrll tax id number (Federal Emplyer Identificatin Number) f the cntractr r cmpany that is legally respnsible fr this payrll. This is the 9 digit number that cmpanies with tw r mre emplyees are required t have. If yu are a sle prprietr r wner peratr withut a FEIN, then enter yur 9 digit scial security number. Fr example: ) Set up the new required fields fr the XML Exprt n each jb that yu are required t file certified payrll with the new ecpr System. Open the Jb List (Update Jbs menu ptin) and select the jb number t be updated. Click n the Payrll Tab and click n the new XML Fields Buttn lcated in the Certified Payrll Inf Grup Bx: 8) A screen will be displayed shwing the additinal fields that are required fr the XML Exprt. Fill in the field infrmatin as required fr the specific jb: Public Wrks Cntractr Registratin Number - This field cntains the 10 digit PWCR (Public Wrks Cntractr Registratin) number f the cntractr r cmpany that is legally repnsible fr this payrll. If yu have nt registered fr PWCR, please d s as sn as pssible. IMPORTANT NOTE: Leave this field BLANK if yu d NOT have a PWCR number The XML file will autmatically set the field t NA as required by the ecpr specificatin.

3 Cntractr s Address Enter the cntractr s address int this field. NOTE: The address frm the Cntractr s Client Number will be cpied t this field autmatically if it is set up n the client list. See the Billing Cntact Inf sectin n the Billing Tab f the Jb List t find the client number f the Cntractr. License Type Select the License Type frm the drp dwn list f ptins. CSLB stands fr Cntractr's State License Bard. PL stands fr Prfessinal License. If yur license type is nt ne f the tw, use the OTHER ptin. License Number This field cntains the License Number. If the License Type is OTHER, yu will need t include a descriptin f the license type in this field. Fr example: Califrnia Mtr Carrier Permit: NOTE: The Cntractr s License Number will be cpied t this field autmatically frm the Jb List screen if available. Cntract Agency - This field cntains the name f the agency r cntractr yu are in direct cntract with. Nte: This is the cntract With element n the nline frm. Prject ID Number This field cntains the DLSE prject identificatin number fr a given PWC-100 registered public wrks prject. If yu d nt have this number, then yu will need t update the fllwing fields including the Awarding Bdy ID Number, Awarding Bdy Prject ID Number, & the Awarding Bdy Cntract ID Number. Awarding Bdy ID Number This field cntains the identificatin number f the public entity that is the wner f the prject. This field is nly required if the Prject ID Number field is blank. Awarding Bdy Prject ID Number This field cntains the prject number given by the Awarding Bdy n a specific prject. This field is nly required if the Prject ID Number field is blank. Awarding Bdy Cntract ID Number This field cntains the cntract identificatin number given by the Awarding Bdy n a specific prject. This field is nly required if the Prject ID Number field is blank.

4 Generating the XML Files frm the AccuBuild Prgram: 1) Select the Certified Payrll Reprts XML Frmat 1 reprt frm the MAR Reprts Menu: 2) Fill in the Week Ending Date n the reprt dialg under the Cutff Date and click the Reprt Buttn: 3) The certified payrll reprt dialg screen will be displayed with recrd infrmatin fr each jb that has a certified payrll reprt fr that perid. The dialg screen allws yu t preview the reprt variable field infrmatin and make any changes t the data befre generating the reprt fr the XML Exprt Prcess. Click the CLOSE Buttn n the dialg screen t preview the certified payrll reprt n the screen. NOTE: The last field fr each jb recrd is the XMLFileName field which is used t name the exprted XML file.

5 WARNING - If the special XML Reprt has nt been installed n yur AccuBuild System, yu will be alerted with the fllwing message and yu will need t cntact AccuBuild Supprt t help get the reprt installed. 4) The certified payrll reprt will be displayed n the screen. Review the reprt and print a cpy fr yur recrds if required and then clse the reprt screen: 5) Once the reprt screen is clsed, the XML files will be generated and saved in the user s flder under the cmpany flder f the AccuBuild Installatin directry. Once all f the XML files have been generated, a message will be displayed indicating the list f jb numbers that were prcessed: Nte: Each XML file is saved and named using the fllwing file name frmat: [Federal ID Number]_[Prject ID]_[Week Ending Date].xml. Fr example: 6789_DIR001_ xml where 6789 is last 4 digits f Fed ID Number, DIR001 is the Prject ID, and is the week ending date ( ). 6 Testing and uplading the XML Files frm the AccuBuild Prgram: 1) Befre uplading yur XML files, yu can use the validatin tls as prvided by the Califrnia DIR t verify the XML data is in the crrect frmat and that n fields are missing. Fllw the instructins in the ecpr XML Guidelines dcument prvided n the DIR website (see screen sht belw) and refer t the sectin entitled XML File Validain. Yu will als need t dwnlad the XML schema file frm the DIR website and place the schema file alng with any XML files t be tested in the same directry flder. 2) As nted in the XML Guidelines dcument, yu will dwnlad the free XML Ntepad prgram and install n yur cmputer. After installing the prgram, yu will fllw the instructins t pen the XML file(s) and the XML schema file t check fr any errrs.

7 Additinal Ntes/Hints: Once the XML certified payrll is installed, it will be much faster fr the users that will be prcessing these payrll reprts t add shrtcuts n the AccuBuild Prgram main menu. These shrtcuts will include a Prgram Link shrtcut t the user s flder where the XML files are stred, a Website Link t the Califrnia Public Wrks website where the XML files are upladed, and finally a reprt shrtcut t the new XML Certified Payrll reprt: Prgram Link Add a new prgram link (right-click menu) and brwse t the user flder under yur cmpany flder where the AccuBuild prgram is installed and click OK. This shrtcut will allw yu t pen up directly t yur user flder when yu need t lcate new XML files fr uplading t the state website: Website Link Add a new website link (right-click menu) and enter the Link Descriptin fr the website alng with the website address and click the Save buttn. Reprt Link Add a new reprt link (right-click menu) fr the new XML Certified Reprt and click the Save Buttn. Validatin f XML Files: The fllwing instructins btained frm the State f Califrnia Public Wrks website can be used t validate yur XML Files t make sure they are crrect BEFORE yu uplad them t the website. Be sure t fllw the instructins fr dwnlading the free XML Ntepad prgram frm Micrsft.

8 Install XML Ntepad (Free dwnlad frm Micrsft): Dwnlad cpy f the State Schema File: CPR.xsd 1) Open the fllwing web page: 2) Right Click n the ecpr schema CPR.xsd link and chse the Save link as ptin t save the schema Validate and XML File 1) Lad the XML Ntepad Prgram. 2) Open the XML File using the File Open menu yu shuld see a cllapsed tree structure f the file as shwn:

9 3) Open the State f Califrnia Schema file (CPR.xsd) using the View Schemas menu ptin. Use the File Add Schemas menu t add the CPR.xsd file (first time nly). The schema file shuld always be there when yu clse and repen the XML Ntepad prgram. 4) Check fr errrs in the Errr List sectin n the bttm half f the screen. If errrs are listed, yu can duble click n the errr t find the prtin f the XML file that has prblems in the upper panel tree view listing f the XML File. If there are n errrs in the file, then the data if frmatted crrectly fr the state website. AccuBuild Versin Histry fr XML Feature 07/14/ Versin 9303 Original Release f XML Integratin 07/21/ Versin 9303 BLUE Crrected prblem where blank recrds and multiple emplyee recrds were created in XML Output File. 07/23/ Versin 9303 RED Crrected prblem where same check number was repeated fr each emplyee and adjusted the alignment fr each day number fr cmpanies where the payrll week ends n a day ther than Saturday. 07/27/ Versin 9303 TEAL Crrected prblem where the certified accumulatr # 10 mappings were nt shwing up in the XML File. Changed the csmetic layut f the certified payrll printed reprts fr a wider check number field in rder t cmpensatin fr the direct depsit check numbers in the 700,000,00 range. 07/28/ Versin 9303 MAROON Updated the accumulatr ttal field fr the deductins and benefits t include the state and federal taxes in the ttal amunt. Previusly nly the benefits 1-10 were included in the ttal. Changed the frmulas n the benefit fields 1-10 t shw the abslute value f the amunt s that negative amunts (deductins) are shwn as psitive amunts. NOTE: The ttal amunt fr benefits and deductins is nt based n the abslute value in each f the CPR Accumulatr fields. Updated the SQL Script t remve any ampersand & frm the cntractrname and the cntractagency fields as the XLM file will nt pen up with these invalid characters in the field. Crrected issue where multiple checks fr the same emplyee n the same jb fr the same week ending date were nt shwing crrectly as separate entries. 07/29/ Versin 9303 NAVY Crrected prblems where the XML files culd nt be created n selected file servers where the server name had a dash - in the server name and the SQL was failing.
