JOB DESCRIPTION Position: Department: Reports To: Supervises: Stream/Level: Incumbent: Date Appointed: Executive Manager Technical Services Technical Services Chief Executive Officer Technical Services Department Contract (negotiable up to 5 years) Vacant POSITION OBJECTIVES Manage the Technical Services Department with particular focus on areas of roads, drainage, footpaths, parks and gardens, waste management. Oversee the effective financial management of the department in accordance with the budget, long term financial plan and policy framework established by the Council and CEO Provide advice to the CEO, Management team and Council on engineering technical matters in accordance with the Council s Strategic Plan and Policies. Manage and provide leadership & technical advice to ensure the objectives of the organisation are met in the Engineering Services section of the Shire. Key Result Areas Key Tasks Performance Indicator STRAGEIC CAPITAL AND OPERATIONAL WORKS AND SERVICES Provide input into the strategic organisational planning. Develop policy in accordance with Councils strategic framework. Develop written reports (including recommended actions) to Council on matters relating to policy and strategy. Contribute to the ongoing organisational development in conjunction with Executive Management team. Develop annual capital programs within established parameters for presentation to budget. 1. Annual assessment of external environment which may influence business of Council provided to CEO prior March 31. 2. Existing Policy reviewed and new policy developed as required. 3. Draft Capital budget prepared and presented to CEO prior April 15. ASSET HUMAN RESOURCE Oversee the development of operational plans across the Technical Services department. Oversee the delivery of the Councils annual works & services projects. Undertake project management for identified special projects relating to the Technical Services Department. Cause for the development and ongoing management of asset management plans across all asset classes of the Council (roads, drainage, footpaths, reserves, buildings, plant). Promote a culture of safety within the technical services department. 4. Operational plan developed March 2013. 5. 100% of identified construction works completed in the financial year. 6. Corporate project management framework complied with. 7. Asset Plans adopted by Council prior to March 31, 2013. 8. Asset plans utilised to direct annual budgeting and long term financial planning. 9. Decrease in lost time injuries within the Technical Services Department.
FINANCIAL Oversee the management and recruitment of all staff within the technical services department in accordance with Council policy and Enterprise Agreement Cause for the development of a Technical Services training plan, utilising a skills audit and gaps analysis in liaison with the Human Resource Officer Present departmental budgets to the CEO in liaison with the Council Finance Manager 10. Attend no less than 3 Health & Safety meetings per calendar year. 11. FTE Turnover rate >15% per annum (financial year). 12. Training Plan developed an amended annually (31 December). 13. Draft budget prepared and submitted to CEO. Manage the financial activities of the Technical Services department in liaison with the Councils Finance team 14. Report to the CEO financial variances in accordance with established parameters. 15. <5% variation in end of year department overall financial results. 16. Ensure the Technical Services asset plans are reflected in long term financial planning of the organisation.
Personal Qualifications Formal Qualifications Civil Engineering qualifications from a tertiary institution recognised in Australia Knowledge Possess a working knowledge of : Project management and accounting procedures Local Government Act (WA) Road Traffic Act Occupational Health, Safety and Welfare Act Australian Standards relative to the position Have a good knowledge of: policies and procedures relative to local government asset management and reporting procedures the engineering principles and construction techniques of roads, drainage and traffic management relevant Australian Standards relative to the position Skills Problem solving and negotiation skills including conflict resolution. Demonstrated skills in financial management and operational budgeting process. Demonstrated skill in the use of computer technology and software
Experience Demonstrated Senior Management experience in the context of a civil engineering based organisation (including by not limited to local government) Personal Attributes High level of interpersonal and communication skills including team building and time management. High level of work ethics, including motivation and enthusiasm. Delegation and Authority This position has financial authority within the adopted Budget parameters in accordance with the Shire of Collie Corporate Plan. This position reports directly to the Chief Executive Officer Job Requirements Current drivers licence in required class. Observe Code of Conduct for Employees Some after hours work may be required.
