1 POSITION DESCRIPTION CLOSING DATE FOR APPLICANTS: 2 nd January 2015 Salary Range $95,000 - $105,000 including Super and Salary Packaging benefits GPcare Practice Manager: FTE (negotiable), 2 year appointment. Responsible to: Chief Executive Officer Reporting to: Chief Executive Officer Preamble: Summit Health is a charitable health service provider that has been in operation for 20 years. With support from the Federal Government we have built a multidisciplinary health centre in Mount Barker. GPcare is the name of the General Practice that we operate from within the Centre; it will also combine our existing after hours service which currently sees 8000 patients a year. In addition the after hours service also operate out of Stirling District Hospital on Sundays and PH. The day time practice has the equivalent of 2.5 FTE GPs comprising 2 salaried GPs plus 2 Registrars and 2 Medical Students (in partnership with the University of Adelaide). Our vision for GPcare is as a centre of excellence for integrated multidisciplinary practice and inter-professional education, providing high quality primary care and chronic disease management for our community and helping to address both the ongoing GP workforce demands and limited access to local services. The Centre will have state of the art clinical, teaching and information technology facilities supporting multidisciplinary care, teaching and links with other clinical and teaching facilities throughout the Adelaide Hills region. A range of independent allied health specialties will also work within the Centre: dietetics, physiotherapy, mental health professionals, podiatry, diabetics, audiologists and exercise physiology. The facility incorporates cardiologists, pharmacy, dental, pathology and radiology facilities as long term tenants. GPcare will operate as an independent, not-for-profit private practice owned by Summit Health

2 Summary of the broad purpose of the position and its responsibilities / duties This position is a rare opportunity to operate with high levels of autonomy with a committed, skilled team of clinicians, educators, researchers and community representatives, enabling you to put your stamp on the development of an innovative model of primary health care. The GPcare Practice Manager will be a highly self-motivated, innovative achiever looking for a position where they can be a driving force in growing a new venture delivering quality services. The position is responsible for the overall effectiveness of the general practice and will be supported by the Clinical Director and Nurse Manager. The role will incorporate all elements of a full general practice including staffing, external relationships, policy development, budget preparation and monitoring and business planning. In addition this general practice will be working within a multi-disciplinary team-based care environment combined with a University of Adelaide teaching practice. It will be busy and varied! The incumbent will be tasked with achieving the following key outcomes: Ensuring GPcare operates efficiently and optimises all revenue streams. Applying extensive practice experience to achieve a strong, service-focussed culture towards both patients and co-located tenants. Lead GPcare to RACGP accreditation by October 2015, with active support from the Nurse Manager, Clinical Director and Summit Health staff. Application of quality management and leadership principles. Proactively identify growth opportunities. REPORTING / WORKING RELATIONSHIPS Accountable to the CEO for achieving the outcomes of the position. Liaises closely with the GPcare Clinical Director and GPcare Practice Nurse Manager. GPcare Service Support Officers will report to this position. Required to develop positive relationships with Summit Health staff, the local community and key stakeholders. Participates in the organisation s Staff Development Plan which is conducted regularly. SPECIAL CONDITIONS Out of hours work will be required across a 7 day roster. Possession of a current valid driver s licence is essential. Use of own motor vehicle is expected, for which reimbursement will be paid according to the AHDGP Enterprise Agreement Initial employment is subject to a satisfactory Criminal History Check. Ongoing employment will be subject to a determined probationary period. STATEMENT OF KEY RESPONSIBILITIES / DUTIES Human Resource Management Management and leadership of GPcare Service Support staff consistent with Summit Health s strategic plan. GPcare staff rostering (including GPs) and oversight of the Nursing roster.

3 Recruitment, induction, review and training of staff (including GPs) consistent with the needs of the service including position definition, task types and task allocation in response to the needs of the practice Address employee issues and concerns by maintaining pro-active and responsive relations in order to achieve a high rate of employee satisfaction and performance Financial Responsibilities The drafting and management of annual GPcare budgets in collaboration with the Summit Health Corporate Services Manager The proactive identification of funding opportunities for service development Implementation and monitoring of optimal practice billing policy Preparation of meaningful, timely performance reports as required by the CEO In liaison with the Corporate Services Manager, maintenance of all financial & business records according to appropriate State/Federal legislation Ensure good debt prevention & collection procedures are in place Timely payment of GPcare contracted clinicians Management of GPcare consumables in line with budget Organisational Systems and Productivity Positive, collaborative working relationships with stakeholders Ensure the integrity of patient records is maintained In liaison with the Summit Health IM/IT Manager and supported by the external IT support organisation, ensure practice IT systems are operational and meet requirements Compliance and proactive engagement with the organisation's Quality System In collaboration with the Corporate Services Manager, ensure that appropriate contractor arrangements are in place and managed. Compliance with all internal / external reporting and legislative requirements Ensure high levels of customer satisfaction via appropriate monitoring Contribute to optimal use of lettable space in the Summit Health Centre including oversight of room scheduling Facilitate and Chair the Summit Health Centre Tenancy Working Group to ensure engagement of tenants and sessional providers in health service planning and operations Business Planning & Marketing In consultation with the CEO, determination of GPcare goals and objectives to meet the objectives of the practice and the Summit Health Strategic Plan. Reporting against plan to CEO at determined intervals Contribute to the promotion / marketing of GPcare services Asset Maintenance In liaison with the Corporate Services Manager and Nurse Manager, ensure appropriate asset maintenance and regsiters are maintained Apply appropriate inventory / stock control systems Proactive advice on purchase and replacement of equipment and clinical software options Operating Management Maintain knowledge of and comply with legislation and regulations Maintain awareness of broad operating environment inc. political, economic, legislative and physical and provide relevant proactive advice. Develop appropriate strategies for change and advise CEO as necessary

4 Advise CEO of any issues which may impact on business operations Maintain appropriate practices and procedures for the GPcare business consistent with the overall culture and direction of Summit Health Information Management & Information Technology Ensure the business goal of implementing a full electronic medical record system is achieved along with secure electronic communications with other providers In liaison with the IM/IT Manager, continue to evaluate the IT capacity and system security, including a Back-up / Disaster Recovery Plan Ensure optimal use of Practice Management and Clinical software Continually review the opportunity for electronic team care systems Risk Management Promote a culture of continuous improvement so that risk management becomes part of everyday work practice and a safe environment is created for the practice Maintain knowledge of and comply with legislation, regulations and accreditation standards Maintain practice history and records (inc. clinician indemnity coverage) Timely conflict resolution with internal/external stakeholders and compliance with established procedures Comply with the organisation s quality system Maintain infection control procedures in conjunction with the Practice Nurse Manager Maintain cold-chain management procedures in conjunction with the Practice Nurse Manager Practice Accreditation Lead GPcare to achieve RACGP accreditation within 6 months of the service commencing, with active support from the the Clinical Director, Nurse Manager and Summit Health staff. Maintain RACGP Practice Accreditation once achieved including tenant compliance where appropriate. Clinical Operations Utilise the Clinical Advisory Group to inform / guide clinical pathways. Maintain the on-call and overnight practice roster for non-aligned patients to Mt Barker DSM Hospital. Professional Responsibility Advance personal professional knowledge and leadership skills. Engage in professional networking. Ethics Maintain patient confidentiality. Awareness of applicable codes of ethics. Reporting Relationships All GPcare Support Officers report to the GPcare Practice Manager. Authorities The GPcare Practice Manager will have the appropriate authorities to:

5 Undertake a significant role in the selection of staff for whose performance the Practice Manager is accountable. Assign tasks and designate task types as appropriate to subordinates. Approve annual leave and long service leave. Approve training programs for subordinates. Authorise expenditure as per Summit Health Delegations of Authority. Provide recommendations for purchase of capital equipment. General Demonstrates commitment to the principles of operation contained in the Summit Health Quality Manual. Act as an ambassador in support of the role and mission of Summit Health and GPcare. Operates within the delegated boundaries of the position. Attendance at relevant organisational meetings. WORK HEALTH SAFETY (WHS) The employee has a responsibility, under the Work Health and Safety Act 2012 (SA) to ensure their own health and safety, and that of their fellow employees at work. 6 PERSON SPECIFICATION Essential Requirements Education Relevant qualifications at a tertiary level Certified Practice Manager via AAPM or willing to commence certification within 12 months of appointment Demonstrable commitment to ongoing professional development Experience Significant General Practice experience (or equivalent). Demonstrable management experience. Good conflict resolution ability. Demonstrable experience in managing health professionals, preferably in a multidisciplinary primary care team setting. Working within an industry accreditation standard. Knowledge Strong understanding of primary care relationships and dynamics within South Australia. Demonstrable understanding of the demands of a multi-disciplinary team based care environment. Highly developed oral and written communication skills, including presentation skills. Personal / Leadership Skills Excellent interpersonal, oral and written communication skills. Proven capability to exercise initiative and judgement and work autonomously in changing environment. Proven ability to participate in a multidisciplinary team environment, prioritise workloads, set goals, achieve outcomes and manage multiple deadlines. Demonstrable competence in the use of the Microsoft Office and Clinical and Billing Software suite of programs Ability to identify opportunities arising from emerging trends and changing circumstances and to develop and implement appropriate targets and responses Stakeholder Relationships Ability to engage with government, professional, community and other stakeholders. Ability to manage relationships with MBDSMH, CAHML, Commonwealth Department of Health, Adelaide University, SA Health (CHSA) and other key stakeholders Organisational Development and Human Resource Management Ability to ensure that the GPcare governance framework meets its corporate and clinical obligations and complies with relevant legislation and regulations Ability to develop processes and manage operational tasks in human resources, professional development, work health and safety, risk management and communication Strategic Direction Have a 'big picture' perspective and contribute to the Senior Management Team's strategic planning for Summit Health
