1 1. TITLE: FIELD MAINTENANCE MANAGER 2. CLASSIFICATION: SENIOR EXECUTIVE OFFICER (SEO) 3. DEPARTMENT: OPERATIONS 4. POSITION OBJECTIVES: 4.1. Objectives of Position: To manage and provide direction to the Field Maintenance Department; To assess and improve resource and service capabilities in meeting and delivering required service standards within budget; To ensure that Occupational Health and Safety, Risk Management and other relevant Regulatory, Statutory and Corporate policies and procedures are implemented and understood by the Field Maintenance workforce; To promote a culture and commitment to delivering a high level of customer service 4.2. Within the Organisation: To assist in the development and achievement of Westernport Water s corporate objectives and strategies; To provide advice and assistance on reactive and preventative maintenance issues to the Executive team and other staff. 5. KEY RESPONSIBILITIES: 5.1. Establish a skilled, suitably resourced and equipped workforce capable of delivering reactive and preventative maintenance services across the Corporation s water, wastewater or other systems including civil, electrical and mechanical components within agreed service standards, 24 hours a day, 7 days a week; 5.2. Develop a Safety and Risk Management culture by initiating programs to raise awareness of all relevant Occupational Health and Safety and Risk policies and procedures; 5.3. Establish processes for monitoring and ensuring workforce compliance with OH&S and Risk requirements; 5.4. Investigate and resolve any reported incidents or hazards or if appropriate provide recommendations for resolution; 5.5. Investigate and resolve customer related issues associated with the field maintenance activity; 5.6. Establish systems and processes suitable for the provision of timely and accurate data as required for Regulatory, Board and other Corporate reports; 5.7. Identify, implement, monitor and report agreed Key Performance Indicators capable of assessing the efficiency and effectiveness of the Department; Page 1 of 5
2 5.8. Work cooperatively with the Senior Manager Asset Information & Systems in the development of proactive, targeted and effective preventative asset maintenance programs; 5.9. Work cooperatively with the Manager - Customer Services in the provision of a high quality, end to end customer service; Provide input into the refinement and improvement of the Corporations Information, Asset Management and other Corporate systems, from a field maintenance perspective, enhancing operational information capture, usage and information flow throughout the Corporation; Champion the use and development of the Corporations Work Order system within Field Maintenance providing feedback and improvement suggestions as they arise; Act as the prime contact within the Corporation for the Day Labour Contract and the effective use of day labour contractor resources in the delivery of reactive and preventative maintenance activities; Seek ways and means of improving the Departments efficiency by initiating and/or recommending process improvements and to take part in relevant cross functional business projects; Develop, monitor, manage and report on the budget for the Department; Develop service level agreements and/or contract specifications for items of plant or equipment used by the Department and effectively manage those agreements and/or contracts; Prepare reports for the Executive Management team and the Board as directed. 6. ORGANISATIONAL RELATIONSHIPS: 6.1. Immediate Supervisor: General Manager Operations; 6.2. Immediate reports: Field Maintenance Supervisor Planned Maintenance Team Leader Field Maintenance Administration Officer Stores & Logistics Officer 6.3. Consults with the general public to contribute to the provision of excellence in customer service; 6.4. Liaises with other Water Corporations, Government Departments, Consultants and Contractors to achieve best value service for the Corporations customers; 6.5. Liaises with employees in the Corporation to advance the Corporations corporate goals, programs and statutory requirement. 7. ACCOUNTABILITY & EXTENT OF AUTHORITY: 7.1. Majority of work is performed within the broad goals, policies and budgets of the Corporation; 7.2. There is significant scope for this position to develop, subject to professional and regulatory review, policy options and strategies to ensure achievement of agreed goals and objectives; 7.3. Authority to manage and co-ordinate staff required for the achievement of the programmed tasks. Page 2 of 5
3 8. JUDGEMENT & DECISION MAKING: 8.1. Apply judgement and make decisions on Water Industry related problems, policies, procedures and processes which may have a substantial impact upon the Corporation or the community; 8.2. Identify and develop Water Industry related technical policies and options for the consideration of the General Manager - Operation or the Board; 8.3. Identify, develop and recommend policy options and solutions to Water Industry technical, design, construction, operations and maintenance problems. 9. SPECIALIST KNOWLEDGE AND SKILLS: 9.1. Thorough understanding of systems, processes and procedures required to effectively and efficiently plan, allocate and manage activities for a reactive, field based workforce; 9.2. Thorough understanding of Occupational Health and Safety policies and procedures, preferably relevant to the Water Industry; 9.3. Understanding of the implications of all relevant legislation and regulations applicable to the Water Industry; 9.4. Understanding of reactive and preventative maintenance principles, procedures, technologies and associated documentation for water, wastewater or other utility systems Considerable skills in using a work order or asset management system and applying asset management principles; 9.6. Developed skills at undertaking risk assessments and implementing risk mitigation actions; 9.7. Developed skills in contract administration and contractor management practises; 9.8. Considerable computer skills and experience with Microsoft software 10. MANAGEMENT SKILLS: Ability to effectively manage your own time, set priorities and achieve objectives and goals within required timeframes despite conflicting pressures; A self-motivated person with initiative and the ability to work unsupervised; Proven ability and track record of managing and leading tertiary or trade qualified and experienced staff, including managing time, setting priorities, planning and organising their workload and output; Ability to understand and implement human resource practises including EEO, OH&S and employee recruitment, training and development. 11. INTERPERSONAL SKILLS: Considerable written and verbal communication skills; Considerable negotiation skills are required to pursue the achievement of the Corporation s objectives and strategies; Demonstrated ability to motivate and mentor engineering, technical or trade employees; Page 3 of 5
4 11.4. The position requires an employee who is prepared to learn new skills and to assist in all areas of the Corporation as needed. 12. QUALIFICATIONS AND EXPERIENCE: Extensive and diverse experience in managing and leading a field maintenance service delivery team in the maintenance of water, wastewater or other utility systems; Substantial experience in the use of information, customer relational, asset management or work order maintenance systems; Substantial experience in budget preparation, budget monitoring and cost control; Knowledge of current developments and regulations applying to the Water Industry is necessary. This includes an understanding of the Water Act and associated acts applicable to the Water Industry. Highly Desirable Tertiary qualifications and or post graduate in management, business administration or related discipline. 13. TRAINING: It is desirable that the Field Maintenance Manager undertake relevant professional development and/or postgraduate studies; The Field Maintenance Manager will be encouraged to attend relevant workshops and seminars to ensure ongoing professional development and networking; The Field Maintenance Manager is expected to assist in the training and development of other Corporation employees. 14. KEY SELECTION CRITERIA: Thorough understanding with extensive and diverse experience in organising, developing and delivering field based maintenance services for a utility operation; Proven record of implementing and managing Occupational Health and Safety and Risk Management policies and procedures; Considerable skills in using an information, work order or asset management system; and Demonstrated ability to manage time, resources and budgets to achieve specified service levels. 15. PERFORMANCE INDICATORS: A general performance indicator will be developed around compliance with ESC Regulatory service standards; Additional specific performance indicators will be developed in conjunction with the General Manager Operations; General performance indicators will be established around the timely delivery of the Corporations objectives as detailed in the Corporate Plan Page 4 of 5
