Department: Section: Location: Works and Services Technical Services City Offices Position Overview The is a critical role within Council s Technical Services section of the Works and Services Department which provides essential infrastructure for our community. The position is a proactive lead role guiding operational and strategic asset management for Council with a focus on continual improvement of processes and procedures for road, storm water, building, parks and reserves and waste management assets. A key task is the support and development of robust forward renewal programs. Support the provision of GIS services to Council via the GIS/Assets Officer including information management related to asset data and overseeing external customer queries. The position is responsible for the assessment of development, plumbing and building permit applications in respect to Council infrastructure and associated engineering advice and design inputs. The incumbent will also provide professional civil engineering support to the Technical Services design, project management and operational functions, and will have responsibility for delivery of assigned capital works projects. A significant focus will be providing high level asset management advice to the infrastructure Champions within Council. As a member of a highly productive Technical Services Team, the incumbent will regularly interact with other Team members, planning and permit staff of the Land and Environmental Services Department, Consultants and Contractors, members of the public and other stakeholders. The incumbent would ideally have high level interpersonal and organisational skills, enthusiasm, motivation, innovation and the capacity to grow. Key Accountabilities 1. Provide strategic asset management advice and implement Council s asset management strategy and provide leadership and guidance to Asset Support staff. Maintain and improve asset management systems and plans in accordance with industry best practice. Council has adopted the Namsplus asset system. In conjunction with the Finance department and through leadership of the GIS/Asset Officer, ensure end of financial year asset data requirements are met. Compliance with legislative requirements related to asset management Liaise with and provide Finance with asset condition information and costs to be utilised in Council s financial management plans. Review, recommend and then overview the implementation of treatment options available in maintaining and or extending life of assets. 1

Undertake and manage condition assessment inspections through leadership of Asset Support staff to accurately record data and update asset management databases. Report on condition of assets. Irregularities in data are reported and acted on. Identify asset renewal and upgrade priorities to support the 5 year capital works program. 2. GIS system management General administration processes are completed in timely a manner Develop and implement a GIS improvement plan focusing on meeting the GIS information needs of Council staff. Manage GIS personal Support data management arrangements with other authorities 3. Undertake engineering assessment of development applications/building permits including subdivisions. Attend regular Development Application Group meetings with Land and Environmental Services staff. Assessment is undertaken in accordance with the Burnie Planning Scheme and relevant standards and guidelines. The conditions are appropriate and accurate and advice is sought, as required. Consultation with developers and planning personnel meets procedural requirements. Assessment of various technical reports and studies including use of storm water modeling software to assess catchment conditions and network capacity. Assessment and sign off is provided within statutory requirements and timeframes to the satisfaction of the Director Works and Services. Ensure design and works undertaken by developers comply with approved plans, Council standards and relevant legislation including responsible for inspections by Technical Support staff 4. Conduct engineering design of allocated capital works projects as required. Design skills are applied within capability to complete tasks on time for road, storm water, waste, building and parks and reserves assets. Documents comply with Municipal, Australian Standards and relevant legislation. Provide leadership for Design Officers and support the Design Team Functions under direction from the Manager Engineering Services. 5. Assist with the development and implementation of new operational systems and procedures as required to comply with statutory regulations, policies and support efficiencies gains Contribute to develop Best Practice systems and procedures. Existing procedures updated. New systems proposed with appropriate operational procedures. 2

6. Undertake a project management role for specific capital works projects. As Workload Permits Manage timeline and budget control aspects of capital works projects to comply with documentation. Positive working relationship established with internal Works Depot staff and Contractors to achieve the desired outcomes. Contract administration is timely, accurate and appropriate to the project. Advice is timely, facilitates project progress and complies with relevant standards and policies. 7. Participate and contribute positively as a team member to achieve the agreed work plans and team objectives. Good interpersonal skills demonstrated. Provide assistance in sharing workloads. Colleagues are supported in an effective positive manner. Professional development activity, consistent with the Performance Feedback and Development Plan for continuous improvement. 8. Any other duties as directed in the context of this position Health and Safety Responsibilities This position is defined as a Worker under the Work Health and Safety Act (Tas) 2012. S7 of the Act, describes a person as a worker if the person carries out work in any capacity for Burnie City Council. S28 defines the duties of a worker. While at work, a worker must: a) take reasonable care for his or her health and safety; and b) take reasonable care that his or her acts or omissions do not adversely affect the health and safety of other persons; and c) comply, so far as the worker is reasonably able, with any reasonable instruction that is given by Burnie City Council to allow the Burnie City Council to comply with the Act; and d) cooperate with any reasonable policy or procedure of Burnie City Council relating to health or safety at the workplace that has been notified to workers Risk Management Responsibilities This position will commit to Burnie City Council s Risk Management System as it aims to: Protect against loss through the use of sound principles and practices. Authority and Delegations The is to perform all duties in an authorised manner, and within the scope of responsibility necessary to carry out those duties, as specified by this position description and in accordance with approved delegations from the General Manager. External: The incumbent will have a significant level of direct interaction with the community and external customers, and a relationship founded on a high standard of customer care must be maintained to ensure they actively promote the best interests of the Council. The incumbent is expected to contribute to and comply with all Statutory, Council employment and workplace policies, including but not limited to quality, safety, equity and the environment. Selection Criteria Essential Qualifications and Certificates: 1. Current drivers licence Essential Skills and Knowledge: 2. Completion of a Civil Engineering degree by a recognised University together with a minimum of 3 years relevant post-graduate work experience is essential or, 3. Completion of an Advanced Diploma Civil Engineering (or equivalent) together with a minimum of 10 years civil engineering investigation, design and documentation experience in a local government environment or similar 4. Knowledge and experience in the development and implementation of asset management systems and infrastructure assessment of developments or the ability to quickly gain those skills. 5. Sound experience in spreadsheet, database and Geographical Information Systems and be proficient in the use of Windows based software and design packages. 6. Demonstrated organisational skills and ability to complete assigned tasks on time 7. Advanced numeracy and communication skills. 8. Good interpersonal characteristics and the ability to work independently and co-operatively in a team environment.
