1 POSITION DESCRIPTION Position: Clearwater Events and Promotions Officer (Maternity leave position) Reports to: Manager, Clearwater Job level Assessed: Job Level 4 Date: May 2010 ORGANISATIONAL CONTEXT Melbourne Water manages Melbourne s water supply catchments, removes and treats most of Melbourne s sewage, and manages rivers and creeks and major drainage systems throughout the Port Phillip and Westernport region. We are owned by the Victorian Government, with an independent Board of Directors responsible for governance. The responsible Minister is the Minister for Water. We are a significant business, responsible for managing $9.4 billion in water supply, sewerage and drainage assets, and we are committed to looking after these in a way that protects and improves their environmental, social and financial values. Our annual operating revenue of more than $600 million is earned from water supply and sewage treatment charges, and drainage rates. It is used to fund our operations and infrastructure projects including water, sewerage and drainage upgrades and water recycling schemes as well as works to improve and protect Melbourne s rivers, creeks, wetlands and bays. We work across several arms of the Victorian Government, including the Department of Sustainability and Environment and the Department of Treasury and Finance. EPA Victoria and the Department of Human Services regulate the environmental and public health aspects of our business, and we work closely with the Essential Services Commission, the economic regulator of Victoria s water industry. Our customers are the metropolitan retail water businesses City West Water, South East Water and Yarra Valley Water other water authorities, local councils, land developers and businesses that divert river water. Other partners include the Port Phillip and Westernport Catchment Management Authority, the Municipal Association of Victoria, Sustainability Victoria and the University of Melbourne. We work closely with research organisations to assess long-term impacts on Melbourne s water resources. Our community engagement activities rely on the support and involvement of many community stakeholders. Our people have diverse skills and expertise, and range from environmental scientists to engineers and research and technology specialists, and we place a high priority on building strong partnerships and relationships in the government, industry and community sectors. 2 CLEARWATER CONTEXT Clearwater is a capacity building program, recognised as a key industry driver for the implementation of Sustainable Urban Water Management (SUWM) in Victoria. Using a range of innovative tools and methods, Clearwater facilitates information exchange and fosters partnerships between key organisations and stakeholders in SUWM, delivering professional, industry relevant education and training. Clearwater engages a wide range of audiences from engineers, planners, and educators through to councillors, State Government and industry executives. Clearwater fulfils the role of translating regulation and best practice into accessible training for local government and industry professionals. In addition, the program provides feedback to government policy and decision makers about the issues faced by urban water practitioners implementing policy on the ground. Clearwater is hosted by Melbourne Water and sits within the Catchments team. The Catchments team is a leader in the development of creative and innovative approaches to catchment and water resource management to improve the sustainability and liveability of the region. Our work involves: Strategic planning for Melbourne Water s catchment and waterway health programs. Managing the science and systems to support our catchment and waterway health programs. Leading internal and external stakeholder engagement to share our information and knowledge Management and delivery of stormwater quality improvement programs. Building the capacity of local government and water industry professionals to deliver best practice urban water management. Developing and implementing environmental water requirements for priority streams and groundwater systems, through the development of stream flow management plans and other water resource allocation processes. Managing the Environmental Water Reserve. Partnerships with leading research programs. PURPOSE OF THE POSITION The role of the Clearwater Events and Promotions Officer is to support the expanding programs and audiences of Clearwater, with particular focus on events, website, promotions and account management, by providing effective and efficient support to the Manager and the Clearwater team. Specific duties include but are not limited to the following: Coordination of training/seminar registrations, venue and catering arrangements, materials and presenter s logistics ie travel, accommodation, etc where required, Administration of the website including updating content, e-newsletter, uploading resources, arranging links to other websites and handling queries Maintenance of databases and collation of survey results and their improved utilisation by the team for project management, market research, promotions and acquittal reports Coordination of evaluation systems and data including feedback from training sessions, advisory services and occasional industry market research Providing assistance to the finance team in reconciling Clearwater accounts Assistance in development of material for training and promotions.

3 REPORTING RELATIONSHIPS Manager Catchments Catchment strategies Environmental Flows Stormwater Quality Science Systems and Knowledge Manager Clearwater Strategic Technical Specialist Training and Marketing Coordinator Events and promotions Coordinator Regional Stormwater Policy Advisor Project Officer LEVEL OF ORGANISATIONAL RELATIONSHIP AND RESPONSIBILITY The Clearwater Events and Promotions Officer will report directly to the Manager, Clearwater. The Officer will liaise with presenters, venue managers, suppliers, media, website contributors, members of the Steering Committee and various teams within Melbourne Water, including Finance Department. The role requires experience with event/project management and promotions, account management thorough attention to detail, and customer service skills. The role operates as part of a small flexible proactive team with some supervision. BREADTH AND COMPLEXITY The Clearwater Events and Promotions Officer role will contribute to the establishment of procedures and guidelines, contribute to the smooth running of the various parts of the program and as required focus on specific components. Well-developed interpersonal skills are required as this position will interact with a wide range of internal and external stakeholders. Often this role entails sorting out participant, trainer and stakeholder issues and enquiries. It requires flexibility and experience in handling numerous events and activities simultaneously. There is a need to exercise sound judgement and analysis to determine appropriate actions and solutions.

4 KEY ACCOUNTABILITIES The Clearwater Events and Promotions Officer will work directly with the Manager, Clearwater, the Training and Marketing Coordinator and staff across Melbourne Water. Clearwater Events The role will involve support for training and events in particular handing registrations, venues, materials, caterers and some promotions. The Clearwater Events and Promotions Officer will also collate feedback from attendees and trainers and handle administration of market research projects, providing assistance in evaluation of Clearwater programs and future directions. Clearwater Promotions The role will involve implementation of promotions of Clearwater and its various programs. In consultation with other members of the Clearwater team, the incumbent will prepare materials for publication, distribution and monitor effectiveness. The role will liaise with designers, printers and media in supplying copy, images etc. Clearwater Website The role will require administration of the new Clearwater website. The Clearwater Events and Promotions Officer will co-ordinate the e-newsletter, upload events, resources and discussion forum contributions, seek event listings, resources and links, and promote the website as a resource through useful avenues. The Officer may also propose and make these improvements or where appropriate supervise the website designers. Clearwater Finances The role will require coordination of income and expenses incurred for training, events and engagement of other contractors. In conjunction with the Manager, the Training and Marketing Coordinator and finance department staff, the incumbent will maintain accounts and records. Clearwater Database The role will require coordination and use of the Clearwater databases of attendees, stakeholders, forum members, and other databases as are developed in the future. The Officer will be responsible for maximising the value of these assets and may propose improvements, opportunities and efficiencies. The role will be responsible for the use and security of these databases. Clearwater stakeholders and promotions The role will require collation of information via surveys, statements of endorsement, etc regarding the success and effectiveness of Clearwater for use in presentations to potential partners. Internal Support Build the capacity through efficient administration of Clearwater so it gains maximum benefit from its website, database resources, training and events program and stakeholder relationships. Inform the development of the Clearwater business plan, service and training programs and contribute to the reporting on the performance of Clearwater. Other duties as required. INTERPERSONAL AND OTHER FEATURES Internal Relationships The Clearwater Events and Promotions Officer will work with members of the Clearwater team, and when required with other staff of Melbourne Water, and with the Clearwater Steering Committee. External Relationships The Clearwater Events and Promotions Officer will work with numerous external stakeholders including presenters, attendees, suppliers and other agencies. The Clearwater Events and Promotions Officer may represent Clearwater at events. KNOWLEDGE, SKILLS AND EXPERIENCE Interest in or understanding of sustainable urban water management Interest in or understand of capacity building Excellent event coordination and promotional skills, including website maintenance Well-developed verbal and written communication skills Good skills in customer service, computer applications and budgetary management Proven experience in generation of a positive reputation for a program or organisation Capacity to work without supervision, determine workflow and meet numerous deadlines Ability to contribute to a small team and improve processes, respond to internal and external demands and identify challenges and opportunities for programs, reputation, business development Demonstrated capacity to work with a wide range of stakeholders to build, maintain and improve relationships and outcomes Knowledge of the urban development and water industries would be advantageous.
