1 Accounts Receivable and Rates Head Office Based Corporate Services Division Position Description Position Title: Accounts Receivable and Rates Level: Level 4 Department: Corporate Services, Finance Position Reports to: Chief Finance Position objectives: Program objectives: Division objectives: This position is responsible for managing the day to day operations of the accounts receivable and property and rates function for the Shire Council in the community and surrounding ward. Operate under the direction of the Chief Finance and in accordance with Shire Councils corporate plans, policies and relevant legislation. To provide a high standard of financial services and community services, supporting the health and well being of the community. 2 Position Relationships Internal External Chief Finance Government Representatives Director of Corporate and Community Services Community Organisation Representatives Chief Finance Local Government Association Of the Program Managers/Coordinators Northern Territory(LGANT) staff Senior Finance Consultants Other divisional directors Community members Coordinators Creditors/Debtors Shire Services Managers Rate Payers Council Staff Service users Key Responsibilities Process accounts receivable transactions including: Ensure that all invoices raised and processed are compliant with the requirement of GST legislation for tax invoices. Creation and maintenance of credit note/adjustment notes to correct any invoices incorrectly raised. Accurate receipting of both invoices and general money. Obtaining correct authorisation to perform internal sales requisitions. Accurate entry of GL Internal Journals. Accurate creation of new debtors. Creation and mailing out of end of month statements for each debtor with an outstanding balance. Accurate preparation and depositing of Shire Banking. Following up on all enquiries from debtors. Process property and rates transactions including: Maintenance of ratepayer database including land type and correct rate qualifications being recorded against the property. Conducting accurate rate searches upon request. Drafting the Rates Declaration for each financial year. Accurate raising of rates for the new financial year including a due date plan. Sending out reminder notices and final notices for all unpaid rates. Monthly processing of interest on all outstanding rates Conducting the annual financial year mining lease update and pension rebate spreadsheet. Accurate receipting of all rates through cash, cheque or BPay payments. Conducting and issuing supplementary rates runs and notices when necessary. Following up on rates notices returned to sender due to incorrect address. Following up on all enquiries from ratepayers. Ensuring that the council complies with all aspects of the Northern Territory Local Government Act of 2008 Chapter 11 Rates and charges. Adhere to Councils Policies, including all Financial Management Policies and specifically Rate Recovery Policy. Selection Criteria Skills and Knowledge: Demonstrated ability to effectively process data using computer based financial systems and an ability to use various word processing and spreadsheet software packages. Ability to work with minimal supervision in a team environment. Strong communication & time management skills Ability to organise and achieve own workplace objectives. General knowledge of the Financial Management Act, Treasurer s Directions, Procurement and other Government financial policies and practices
3 Sound knowledge of the principles of Occupational Health & Safety. Qualifications and / or Experience: An appropriate tertiary qualification or financial experience. Appointment Conditions This appointment is a full time permanent position and the appointed applicant will be required to undergo a Police check. 4 Occupational Work Health and Safety Coordinator Regional Office Based Corporate Services Division Position Description Position Title: Occupational Work Health and Safety Coordinator Level: 5 Department: Corporate Services, Human Resources Position Reports to: Human Resource Manager Position objectives: This position is a hand on/ system imp lamentation and maintenance focus and will see the incumbent responsible for the ongoing roll out of the Councils safety systems & procedures. This role will undertake HSE audits and risk assessments to ensure Councils HSE systems and programs are at optimum standards. Program objectives: Division objectives: Operate under the direction of the Human Resource Manager and in accordance with Shire Councils corporate plans, policies and relevant legislation. To provide a high standard of financial services and community services, supporting the health and well being of the community. 5 Internal CEO Executive Program Managers Shire Service Managers Asset Manager Civil Team Leaders Work Place Safety s Finance Team Leader Civil Team Leaders CDEP Coordinator Training Coordinator External NT Government Representatives Work Health Authority Community Members Federal Government Representatives Consultants Registered Training Organisations Politicians Members of the public Key Responsibilities Develops, controls and implements WH&S processes and procedures within the Victoria Daly Shire council communities and all work places, ensuring compliance with the NT Workplace Health & Safety Act Provide strategies leadership and influence the day to day acceptance and compliance with WHS principles to meet policies as set by the Council. Liaise with all council staff ensuring WHS is maintained by all staff and Managers are aware of their related areas of responsibility. Establish and maintain effective and appropriate relationships with all shire staff, influence change within the Work place with a focus on safety in the completion of the work. Be accountable for the implementation, maintenance and enforcement of the Councils WHS policy. Be able to report to Council through the Director of Infrastructure as required on operational and plant matters and on possible changes to processes and procedures relating to WHS. Promptly report any problems or difficulties encountered in relation to staff or contractor performance or other maintenance or management issues, so that remedial action can be taken at a higher level. Maintain amiable and cooperative relationships and a spirit of teamwork with all Shire staff. Be the Chairperson of the Council s WHS Committee. Provide leadership and influence the elected delegate s of the Work place Safety from each Shire Service Centre. Selection Criteria Skills Well developed knowledge of the preparation of OHS documentation ensuring compliance with legislation. The ability to lead, motivate and develop a team into a cohesive work unit to meet the goals of Council. Possess excellent Interpersonal, communication and time management skills, Ability to work with the Management team and staff to link their ideas and needs to the opportunities that are available to the Shire. The ability to achieve the desired outcomes while maintaining the highest standards of loyalty, customer service, discretion plus administrative and financial compliance. An ability to recognise problems and/or difficulties analyse and offer justified solutions as soon as practicable. Good skills in the use of Computers and software applications. The ability to work in remote areas for extended periods with minimal supervision. A current NT licence with endorsement to operate all plant and/or the ability to get one prior to appointment. Knowledge Knowledge of risk assessment relating to project management. Knowledge of Quality assurance in contracts. Experience / Qualifications
6 A minimum of Certificate IV in the OH&S Stream. A current driver s licence.
