2 THE SHRINE OF REMEMBRANCE The Shrine of Remembrance is Victoria s principal war memorial, built between 1928 and 1934 to commemorate the 114,000 men and women of Victoria who served and those who died in the First World War ( ). The Shrine occupies a prominent location in a 13-hectare reserve on the fringe of Melbourne s central business district. The Reserve includes major monuments to the Second World War ( ) and subsequent conflicts as well as other smaller memorials. The Shrine and the Reserve are considered to be one of Melbourne s most recognisable landmarks. The Shrine Reserve is managed by the Shrine of Remembrance Trustees under the Shrine of Remembrance Act 1978 which prescribes that Trustees shall be responsible for the care, management, maintenance and preservation of the Shrine, and for the care, management, maintenance and improvement of the reserved land on which it is situated. The Governor in Council appoints Trustees on the recommendation of the Premier of Victoria. The Shrine building was extended in 2003 to incorporate a Visitor Centre which provided access for people with disabilities and included space for education and learning, retail facilities, visitor reception, orientation and public amenities. In 2004, the Shrine developed an Education Program linked to the primary, secondary and VCE curriculum and to provide access to information for children beyond the metropolitan area. The Program also aims to further strengthen the link between the school curriculum and the Shrine via use of the Internet for students throughout Victoria and beyond. In 2005, our education and learning facilities expanded with the construction of an Education Centre in the undercroft space of the Shrine. The Shrine s Education programs are aligned with AUSVels and the coming ANZAC Centenary. Over 50,000 students participate in the Shrine s education and outreach programs each year and this is expected to grow to over 80,000 by In 2013 it is expected that close to 700,000 people will visit the Shrine. SHRINE REDEVELOPMENT PROJECT The centrepiece of Victoria s preparations for the centenary of ANZAC is the $45 million Shrine redevelopment project that will see the development of some 1,200 square meters of permanent exhibitions, and a purpose-built space for the Devanha lifeboat used in the landing at Gallipoli, as well as other improvements. The redevelopment project, scheduled for completion in November 2014, will also include a southern extension housing an auditorium and education facilities, as well as two new courtyards, and improved retail space and enhanced Visitor Centre. This work will expand the Shrine s role as a place of commemoration and community learning for the long term and maintain the Shrine s pre-eminence, not only as the key memorial in Victoria to the service and sacrifice of Australian men and women in war and peacekeeping, but also as a site of national, state and cultural importance. WORK AREA CONTEXT The Manager Education, Marketing and Community Programs has overall responsibility for the Shrine s education and community, marketing and public relations programs and management of the Shrine volunteer program.

3 ORGANISATIONAL RELATIONSHIPS The Shrine of Remembrance Trustees is legislated by the Shrine of Remembrance Act 1978 (as amended. The eight Trustees are appointed by the Governor in Council. Three are appointed by virtue of their position in the community and nominated by the Premier of Victoria i.e. the Lord Mayor or a Councillor of the City of Melbourne, a representative of the RSL and a representative of Melbourne Legacy. The Chairman is also nominated by the Premier as are the remaining Trustees. The Manager Education, Marketing and Community Programs is one of three Management positions reporting to the Chief Executive and manages and directs the Education team; the Marketing Officer and the Public Programs Officer. The position has 5 fulltime and 5 casual staff plus volunteers reporting to it. KEY RESULT AREAS Lead the Education, Marketing and Community Programs team to facilitate that the timely and effective delivery of the Shrine s Education Program to ensure that it is relevant and engaging, and consistent with the AUSVels education curriculum. Co-ordinate the ongoing evaluation and improvement of the education program in consultation with the Management group and the education team, including reviewing the methods of engagement and delivery. Effectively market to and liaise with schools to ensure that the Shrine education program is known and accessible across Victorian schools. Manage all administrative elements associated with the education program and public programs including:- o Public lecture series o Public launches of exhibitions and other public events as required Manage the implementation of the Shrine s marketing strategy and annual marketing plans to increase community awareness and visitation. Lead the Shrine s volunteer program. Participate on the Shrine s Executive Team and positively contribute to policy and strategy development. Work with the senior management team on strategies to ensure the continuous improvement of the Shrine website. COMMUNICATION The Manager Education, Marketing and Community Programs requires a high level of written, verbal and interpersonal communication skills to deal with a variety of internal and external parties to gain assistance and cooperation in the management of delegated programs, projects and tasks. The role requires communication on a regular basis with: State Education agencies, schools, teachers, and direct service providers. Members of the general public, ex-service associations including RSL and Melbourne Legacy.

4 Victorian Government departments and agencies including the Department of Planning and Community Development, Tourism Victoria, Melbourne City Council and other Victorian institutions. Other members of the Shrine Executive Team. Trustees, Life Governors, Governors and other independent members of Shrine Committees. Shrine staff and volunteers and members of the Shrine Guard RESPONSIBILITIES AND ACCOUNTABILITIES The Manager Education, Marketing and Community Programs is responsible for ensuring that the operation of the Shrine s education, marketing and community programs are conducted in accordance with the Trustees' policies, objectives and budgetary allocations. Staff are required to comply with all OHS policies, procedures and requirements and take reasonable care to protect their own health and safety and the health and safety of others in the workplace. SELECTION CRITERIA Essential Demonstrated organisational, leadership, managerial, supervisory, budgetary, project management and coordination skills, including an ability to work independently with limited supervision and to work with others as part of a team. The ability to contribute to the strategic direction of the organisation as a key member of the Executive Team Proven highly developed interpersonal, negotiation and liaison skills including the ability to relate to people at all levels. High-level verbal and written communication skills, (including computer literacy) particularly (1) the ability to represent the Shrine at all levels in the community, and (2) draft clear minutes and reports, procedures and policies, presentations and submissions. Experience in developing marketing and communication plans. Appropriate tertiary qualification to degree level or substantial relevant on the job experience in the development of education and public programs and marketing and public relations experience. Ability to recognise potential problems and resolve issues as they arise. Demonstrated commitment to excellence in customer service Proven ability to work under pressure to meet deadlines.

5 Desirable Some experience in the management of volunteers. Experience working in a supervisory role in the education sector. Post graduate qualifications in a relevant field. Empathy with the objectives of the Shrine of Remembrance. CONDITIONS OF EMPLOYMENT This is a three year contract position. The Employer is the Shrine of Remembrance Trustees. Total remuneration package of circa $100K including 9% superannuation. An at risk performance bonus to a maximum of 5% of salary pa. Some out of hours work will be required. Annual performance and development reviews will be undertaken in accordance with Victorian Public Sector guidelines. Four weeks annual leave. Three weeks sick leave per year (cumulative).
