3 About HPV Health Purchasing Victoria is a statutory authority established in The HPV Board is appointed by and reports to the Victorian Minister for Health. HPV is funded through the Department of Health. HPV s legislative functions are to: Undertake procurement on behalf of the health system Put in place and monitor procurement and probity policies and practices Provide advice, training and consultancy services Monitor compliance Drive improvements in use of technology to assist procurement Maintain relevant data for use by HPV and health services Ensure probity During the three years from 2009 to 2012, HPV grew from an organisation of 13 people with $237m per annum under HPV contract to a team of 25 with $425m under contract and a significantly expanded scope of activities. Over that time HPV has delivered cumulative cost savings of at least $72 million plus a further $50 million in cumulative cost avoidance. In July 2010 HPV celebrated its tenth anniversary and in October 2011 the Victorian Auditor-General reported that HPV was performing central procurement well and with integrity and transparency and was delivering significant savings.

4 The Role The Clinical Advisor is responsible for liaising with and engaging Health Services to facilitate the transference of clinical expertise and considerations between HPV and the Health Services to maximise the outcomes of HPV tenders and contracts. The position also coordinates Reference Groups and develops product specifications to support the HPV Tender Program. Specific duties and responsibilities include Stakeholder Engagement Undertake research and consult with key customer groups such as Clinical Product Advisors in order to understand current product ranges and hospital and supplier issues in order to maximise tender opportunities. Raise awareness and provide education in health services surrounding HPV tender processes and the role of Reference Groups to encourage wide ranging skill base and maximised participation in PRGs. Coordinate and participate in regular Clinical Product Advisor meetings. Input into the Tender process Develop clinical product and service specifications for tenders in line with HPV s Tender Program. Contract Management Work with Category Managers to assess contractors performance. HPV Staff Education Provide information to staff on clinical products/services and increase HPV staff awareness on clinical matters

5 Remuneration Band 5 Salary in the range of $80,000 to $90,000 p.a. (neg) Plus Superannuation (9%) 2 year contract position Location (from mid-dec) Level 34, Casselden Place, 2 Lonsdale Street, Melbourne Minimum Requirements 1. Eligible for registration as a Division 1 Nurse, with extensive post basic experience. 2. Undertaking or completed further studies in a relevant Clinical Management field/context (e.g. business, Workplace Training & Assessment). 3. Recent clinical experience and sound clinical skills across a broad range of areas. 4. Project management exposure within a healthcare facility. 5.
