3 Melbourne University s Union Limited Melbourne University Union Limited (MUSUL) provides direct support to the student representative organisation, University of Melbourne Union Inc. (UMSU), through the provision of physical and corporate infrastructure. MUSUL additionally provides finance and payroll services to the Graduate Association (GSA) and OH&S support to Melbourne University Sport and manages commercial services and activities that provide amenity and a source of income. These include food and retail tenancies, ATMs and vending machines, graduations and regalia, 130 Degrees: Catering and the UniStore. MUSUL also operates the Union House facilities and infrastructure. MUSUL is a wholly owned subsidiary of the University of Melbourne which is governed by a Board of Directors (the Board) comprising University appointees and student representatives. It comprises over 60 staff working for MUSUL and UMSU and has an annual income of over $6.89 million and provides financial and other shared services support for UMSU and GSA with budgets of $5.94M and $2.32M. 4 Position Description Chief Executive Officer Melbourne University Union Limited Employment Type Full time fixed term (2 years) This role would be available as a potential secondment opportunity for an exceptional candidate from within the University of Melbourne Salary & Benefits Competitive Reporting to The Chair of the Board of Directors, Melbourne University Union Limited Role overview This role is being advertised as the existing CEO is taking planned retirement in June The CEO provides strategic leadership for all operational areas of MUSUL and is ultimately responsible for day-to-day management and commercial decisions in accordance with overall strategic and operational plans. This involves maintaining close, collaborative and co-operative working relations with UMSU, the MUSUL senior management team, the Board and other service users including the GSA and Melbourne University Sport and key University representatives. With the publication of the University of Melbourne s Growing Esteem strategy, which has clear expectations for delivery of a distinctive and exceptional student experience including the relocation to a new student precinct and multi-site service delivery model, the CEO will work with the Board and service users to ensure that MUSUL is best positioned and structured to deliver services which meet current and future needs of the University s student associations. Purpose of position Providing overall strategic leadership to MUSUL with responsibility for operational delivery, planning and overall control. Ensuring the delivery of structures and services of outstanding quality to service users, including UMSU, GSA and Melbourne University Sport which ultimately complements and enhances the student experience at the University of Melbourne. Accountability for the engagement, motivation and performance of all staff of MUSUL, the effective management of MUSUL budgets and financial plans and ensuring that all services and activities of the organisation are consistent with organisational objectives, service provisions. As a change leader, the CEO will champion and lead opportunities for continuous improvement and positive change. This will involve working collaboratively and effectively with relevant student bodies, University representatives and the Board to ensure that MUSUL is physically and operationally structured to deliver a service which reflects contemporary and future student needs and delivers the wider University of Melbourne ambitions for students outlined in Growing Esteem Performance review Upon completion of six months probationary and qualifying period, and annually or as requested thereafter. Key performance areas Leadership Lead the development and delivery of a strategic and operational plan for MUSUL that sets the future direction for the organisation, meeting current and future needs of service users, students and the wider University. Model and foster a culture of accountability within the senior management team. Develop and apply performance measures across areas of responsibility, including the adoption of a balanced score-card approach in addition to other KPI and review mechanisms. Provide an environment for the management team to thrive through contemporary people management practices, constructive leadership behaviours and a focus on professional development, review and education. Develop and maintain excellent relationships with service users including UMSU, GSA, Melbourne University Sport and other key University representatives built on trust and collaboration. Lead a culture, across MUSUL, that is committed to achieving excellence, particularly with regard to member and customer service. 4 The University of Melbourne Appointment of Chief Executive Officer Melbourne University Union Limited
5 Position Description Financial Management Develop MUSUL s annual budget and monitor performance. Initiate and implement actions to improve financial effectiveness. Ensure there is financial responsibility and accountability across MUSUL adopted by service users as appropriate and implementing financial strategies that will ensure budgetary targets and key performance indicators are met. Review cost effectiveness of service activities and external suppliers and initiate and implement actions to improve productivity and services as appropriate. Operational Management Manage the relationship with service users to ensure they receive optimal services from MUSUL and personally role model a collaborative approach to working. Ensure all assets and resources are appropriately managed and maintained. Develop operational structures, systems and process to drive operational excellence and continuous improvement. Ensure change and organisational improvement strategies are expertly implemented across MUSUL. Develop reporting/analysis systems to monitor progress both within and across the organisation. Monitor performance of key work areas using a balanced scorecard approach ensuring that agreed KPIs are established and met and work supportively to identify gaps in performance and solutions to resolve performance gaps. Communicate, facilitate and negotiate the introduction of change with key stakeholders, where appropriate. Risk To ensure that MUSUL s relevant health and safety polices and overall health and safety legislation are adhered to at all times. Establish, maintain and action a risk management register and culture within the organisation. Desirable: Postgraduate qualifications in Business, Commerce and Administration and/or Higher Education Administration. Experience Essential: Senior management experience within a higher education, or complex multi-stakeholder organisational structure. Experience of reviewing, setting and delivering strategic and operational direction in accordance with wider strategies and organisational objectives within higher education or a similar sector A proven capacity for adaptability and flexibility in a rapidly changing environment. Proven capability of understanding, navigating and making sound commercial judgements in a complex political, social and organisational environment.
