Brenda MacLean, Develpment Crdinatr, Lark Grup Re: Prpsed Public Art Plan City Centre 2 Brenda MacLean, Develpment Crdinatr, and Jhn Tierney, Develpment Prject Manager, Lark Enterprises Ltd. ( Lark ), were in attendance with Diana Sawers, independent curatr/cllabratr, t discuss the prpsed public art plan fr the Lark Grup develpment, City Centre 2 ( CC2 ). The delegatin prvided cpies f the Detailed Public Art Plan Civic Centre 2 t be circulated n-table, which was supprted by a PwerPint presentatin, prviding a brief verview f the CC2 develpment and the prpsed public artwrk. A rendering f CC2 was shwn and cmments were as fllws: The secnd f three phases, CC2 will be a 12-strey, 180,000 square ft (LEED Gld), cmmercial, medical and prfessinal develpment in Surrey City Centre (137A Street and 96 Avenue), similar in size t Civic Centre 1 (CC1). Lark s visin fr CC2 is driven by the surrunding neighbrhd: Laurel Place Care Hme, Kinsmen Place Care Hme, Surrey Memrial Hspital and CC1. Feng Shui is an imprt element in the design f CC2 as it has an effect n the building, its ccupants and its functin. Cnsultatin with a Feng Shui expert determined that the green space at the nrth east entrance wuld be the best lcatin fr the public art fr the develpment. 2 Public Art Advisry Cmmittee - Minutes May 14, 2015 The general prcedure is t put ut a Call t artists fr prjects such as these, hwever, based n track recrd and prven ability t cllabrate with a multidisciplinary team f ther design prfessinals, Marie Khuri, a successful Vancuver based sculptr, has been directly selected as the artist fr the CC2 prject. Ms. Khuri has created many unique wrks f art fr Vancuver and varius lcatins within the lwer mainland and arund the wrld. Her demnstrated success with ne f the previus prjects fr Lark (CC1) and the prpsed artwrk fr CC2, submitted by Ms. Khuri, satisfies the prject s gals as set ut by the Feng Shui cnsultant. (Images f previus prjects, including the CC1 artwrk, were shwn.) The Feng Shui expert determined that the frmula calls fr a symblic muntain feature, which will be achieved by creating three unique pieces varying in size fabricated frm crten steel. Based n gemetric and rganic frms, the sculptures are meant t mimic the primrdial minerals and rugged peaks f the surrunding natural landscape. The largest sculpture will be apprximately 11 feet. G. Van Gauthier jined the meeting at 5:15 pm District energy cmes in t play in this prject. One f the bi-prducts f this building is that it will discharge water vapurs which will ascend thrugh the art wrk as an expressin f the natural prcesses assciated with the elements; visually appealing. The natural layer f rust that develps n the surface ver time creates a prtective barrier preventing further deteriratin f the material and it will cntinue t change and develp ver time; nt t remain stagnant r stale, a nice cmpliment t the building. The artwrk fr CC1 was a very serius plished piece, whereas this ne fr CC2 is rugged and very c0ntemprary in its design. It shuld be nted, the sample shwn is nt the design, it is a cncept at this pint, t think f the prject as a whle, still t be fabricated. K. 3 Public Art Advisry Cmmittee - Minutes May 14, 2015 In respnse t the Cmmittee s questins, the fllwing was nted: In additin t the sculpture fr CC1, Marie Khuri als created the tw sculptures fr Cncrd Pacific's Park Place at 100 Avenue and King Gerge Bulevard. Bth sculptures are adaptatins frm an riginal sculpture called Dves and suggest abstract frms f tw birds in flight; very different frm the prpsed sculpture fr CC2. With respect t the water vapurs within the artwrk, a detailed design has nt been dne at this pint. The thught is there wuld be a pipe brught up thrugh the artwrk that will prvide an pprtunity fr the mist t express itself. With the element f mist, it will allw the crten steel t take n mre f a brwn lk (frm a cpper clur) ver time. It is nt anticipated the sculpture will be climbable. Nt sure hw appealing a rust sculpture wuld be t climb, it desn t have that srt f appeal. Hwever, cnsideratin will be given when the design underges the required engineering review, etc., there are s many factrs. Fabricatin will be dne lcally by a fabricatr that the artist has wrked with fr mre than eight years. The sculpture itself will sit n a cncrete base. It is lcated in a landscaped area between the sidewalk and the building. With respect t lighting, it is imprtant t keep in mind the LEED requirements. The sculptures will be lit, hwever they may nt have direct lighting. Crten steel has been used in sme f the City s public art cllectin and is a lvely surface which shuldn t require much maintenance, if any, hwever it is recmmended that sme funds be set aside fr maintenance, lng term fr the prpsed prject. Fr example, the City has an nging cntract t clean sme f the artwrk that experiences paint (graffiti) damage, etc. Althugh it can be remved, it des destry the patina, leaving spltchy areas n the artwrk. The accessibility t the piece shuld nt be easy; perhaps it can be lifted, which wuld help t make it difficult t access by skatebarders. Any flat surface r any kind f curved surface will attract skatebarders. The Cmmittee thanked the delegatin fr their presentatin, nting that further infrmatin/detail was required regarding the water vapur/mist element f the artwrk as well as a schedule in terms f the artwrk itself. It was further stressed that the delegatin be mindful f the maintenance f the sculpture. A. ADOPTION OF MINUTES It was Mved by B. McMurray Secnded by M. Green, Public Art Crdinatr, prvided the fllwing update: The Official Opening f Guildfrd Aquatic Centre takes place n Saturday, May 30 th, with the Ribbn Cutting and fficial remarks at 1:30 pm, fllwed by an artist talk frm Splash artist, Michael Krndl, at 2:00 pm. Arrangements have been made t film the artist talk, which has als been heavily advertised thrugh the City s website (Public Art Events), the Public Art Newsletter, psters at all recreatin facilities, the Nw Newspaper and s t varius lwer mainland phtgraphy clubs. b) Surrey Urban Screen L. Davisn, Visual and Cmmunity Art Manager, prvided the fllwing update: A Call fr prpsals fr artwrks has been issued internatinally; The redevelpment f the venue's equipment is mving frward. Respnses frm interested cntractrs t be received by mid-june, with cntract clse in July. c) Grandview Aquatic Centre A. Green, Public Art Crdinatr, prvided the fllwing update: The cncrete fundatins fr the artwrk Circulatin is in place. Just waiting n the structural engineer t sign ff n all the drawings. The anticipated schedule f installatin in June is a little behind and will nw be happening during the week f July 6 th, with cmpletin by the end f that week. The fficial pening f the pl is intended fr February Nevertheless, with the need t crdinate with landscaping, it was necessary t have the artwrk installed early. d) Public Art Banners 2016 L. Davisn, Visual and Cmmunity Art Manager, reprted that the new 2015 Public Art Banners have all been installed, which triggers the need t discuss ptins fr the 2016 Public Art Banners. 5 Public Art Advisry Cmmittee - Minutes May 14, 2015 In lking at the planning fr issuing a call fr designs fr 2016, staff identified an pprtunity f wrking with the artist fr the Hazelgrve Park public artwrk, Susan Pint. Ms. Pint, wh represents and is welcmed by lcal artists and First Natins, and cnsidered part f the Salish peple lcally, culd be asked t create a public art banner fr There are tw strategies t cnsider: a direct invitatin r issue an pen invitatin. Perhaps there culd be a theme established. Engaging an artist wh is Surrey based r frm a Surrey schl helps with 'buy in' fr the prgram ver the years. Perhaps sme srt f stry tld by the banners that cntinues and is generated ver time? The suggestin f Susan Pint is gd, but issuing an pen invitatin may prvide brader ptins. Fr example, keep the cncept r theme but generate smething that is relevant t the cmmunity f Surrey. In the past staff has aggressively tried t attract interest and participatin frm yuth in creating banner designs, which was successful fr the current banner design. Hwever, the respnse is generally quite minimal, even with the ffer f payment fr the design. Generally there is an interest t invlve yung emerging artists, but hw that can be dne is a challenge. Even with the call n scial media, the respnse was negligible. T summarize: It is imprtant t celebrate and prvide pprtunities t lcal artists; It is imprtant t recgnize the pprtunity f the public art banners themselves and prvide an pprtunity t an artist that might nt therwise have had the chance; and Relevance f the cmmunity and t the city, s there is sme meaning t the design. Perhaps alternating the prgram with a direct invitatin ne year and an pen call the next culd be cnsidered, which culd help t ensure there are lcal artists and that they receive pprtunities t be successful. Sme cnsideratin shuld be given with the idea f alternating annually between a direct invitatin and an pen call, as an interruptin t a prcedure fr a year culd have peple thinking that the pprtunity is gne. A way t address this culd be t advise at the time f the pen call that the next pen call will be tw years later (e.g. pen call fr 2016, advising that the next pen call will be in 2018). Transprtatin and Transit Plan Light Rapid Transit Public Art Opprtunities S. McKinnn, Manager, Arts Services, and A. Green, Public Art Crdinatr, prvided an verview fr the ptential public art pprtunities with respect t Light Rapid Transit statins in Surrey. A PwerPint presentatin was prvided tgether with the fllwing dcuments that were circulated n-table: - Best Practices fr Integrating Art int Capital Prjects APTA (American Public Transit Assciatin) Standards Develpment Prgram, June 28, 2013; - Public Art Design in Transit Transprt Canada, Urban Envirnmental Prgrams, Case Study 95, Nvember 2011; and - Call t Artists Request fr Qualificatins, re Nrth East Transit Garage Public Art Prject Edmntn Arts Cuncil, April 2015 Cmments were as fllws: The dcuments circulated are a gd resurce describing the benefits f public art and gd design t transit. As nted in the APTA dcument, the benefits f art in transit is that it: Encurages ridership; Imprves perceptin f transit; Cnveys custmer care; Enhances cmmunity livability; Imprves custmer experience; Imprves rganizatinal identity; Deters vandalism; and Increases safety and security. The benefits f having public art incrprated with varius transit designs are becming knwn. The City f Edmntn recently cmmissined $1m t a public art prject fr its Nrth East Transit Garage and it is felt that TransLink have als been receptive t having public art incrprated int its transit system. We are still nt clear at this pint whether r nt public art will be included r described in the dcumentatin that is being prepared right nw (and ging ut next year) fr the P3 Light Rapid Transit prject in Surrey. A visual verview f artistic designs at varius transit lcatins arund the wrld, were shwn. One f the main things nted is that the public art encurages ridership and imprves the perceptin f transit. It als cnveys custmer care, enhancing the cmmunity livability and imprving the custmer experience. If Surrey's transit design culd als create mre ridership interest and ridership in its system thrugh similar public art pprtunities, that wuld be ideal. Prtland s integrated apprach included a bklet they put tgether that has each statin with the artwrk incrprated int it. What is exciting abut Prtland's apprach is that the art was incrprated right frm the start. They identified each statin and tk a cmmunity based apprach that was specific t each cmmunity with each statin. We need t be lking at the verall large picture: landmarks, placemarkers alng the way; finding identity in the built envirnment and als the histry in the settings (e.g. City f Calgary ideas shwn - they have a few in place right nw and als have a few artist calls ut at the mment). In terms f funding fr art in transit, essentially it is nt t much different frm the City s wn civic prgram; if we are lking at the 1% r 1.15%, then we wuld certainly be within the realm f what the best practice r standard is. An pprtunity t talk t the cmmunity regarding what shuld the statins be called will g a lng way t realizing all the benefits t having wnership and psitive respnse t these places and hw attractive they are. The APTA Best Practices, really act as a rad map fr integrating public art in t the design and develpment f transit systems. If yu lk at these dcuments, they prvide a lng list f the peple n cmmittees wh develped prgrams that have been in place fr 20 years in Canada and 30 years in the U.S. A brief discussin ensued with respect t develpment and the Surrey Public Art Plicy funding requirements and the inclusin f public art within the Surrey LRT P3 prject. h:\clerks\cuncil select cmmittees\public art advisry cmmittee\minutes\2015\min paac dcx Page 7

Carried 3. Translink Public Art Initiative at Surrey Centre Statin L. Davisn, Visual and Cmmunity Art Manager, reprted the fllwing: As nted previusly, PAAC member D. Purvey had the pprtunity t bserve in the shrt listing prcess fr the artist as well as the last sessin where the artist was selected. As the final selectin has nt been made public, it cannt be shared with the Cmmittee at this time. It has hwever, been reprted that it will be a great piece. The timeline fr cmpletin is tw years. 4. Maintenance Update Nthing t reprt at this time. D. NEW BUSINESS 1. Discussin re: Delegatin Presentatin (Item B.1 abve) With respect t the presentatin made earlier in the meeting under item B.1, S. McKinnn, Manager, Arts Services, sught any further cmments frm the Cmmittee. The fllwing was nted: Lking at the prpsed artwrk and the number f buildings invlved in the entire prject, it is surprising that they did nt gather all the infrmatin and seek t create ne large, icnic, artwrk as ppsed t a number f smaller pieces (perhaps a result f the philsphy Feng Shui). An bservatin that gals may be better served t prvide ne large artwrk, which wuld have mre f an impact. Surprised why there wasn t mre f an explanatin why they were tied t the Fung Shui philsphy. Based n discussins with staff, it was anticipated that the presentatin wuld be regarding very preliminary cncepts and t talk abut the site and selectin prcess. The infrmatin prvided t the delegatin in advance f the presentatin, utlined the City s private develper public art prcess and the ptins available. With respect t the respnse regarding lighting f the artwrk, it is nted that LEED requirements des nt preclude lighting, it just means that the develper has t be cgnizant f the lighting t be installed. K. Shemaker left the meeting at 6:41 pm Feedback t the delegatin frm the Cmmittee shuld include a recmmendatin that a mre significant artwrk, representative f the cntributin f a cuple f buildings, is preferred fr future phases. It shuld als be made clear that the City is lking fr mre diversity in public art, e.g. nt a cllectin by a single artist. Maybe the decisin t select the same artist, Marie Khuri, fr the secnd building was in part t avid ging thrugh the prcess f an artist call. Nnetheless, the Cmmittee is disappinted that the develper did nt g thrugh the public art prcess and it shuld be stressed that the preference is fr them t underg a better selectin prcess. It may be beneficial t prvide them with the slide t shw ur experience with the civic artwrk that we have. E. ITEMS REFERRED BY COUNCIL F. CORRESPONDENCE G. INFORMATION 1. Cmmittee Meeting Attendance The Chair reprted that PAAC member D. Langtry had advised a cnflict in her schedule and wuld be unable t attend the scheduled meetings fr May, June and July. The Cmmittee agreed that Ms. Langtry s absence shuld nt affect her psitin as a member f the PAAC as her availability fr the nted Cmmittee meetings was temprary and excused. H. OTHER BUSINESS I. NEXT MEETING DATE It was suggested that the scheduled meeting f June 4, 2015 be cancelled and that the scheduled meeting f July 2, 2015, be re-scheduled.
