2 I. Prgram Backgrund and Gals & Objectives In 2001 the Canby City Cuncil priritized dwntwn revitalizatin in the adptin f the Canby Dwntwn Master Plan. Since that time, the City has cntinued t invest in dwntwn infrastructure prjects thrugh Urban Renewal District (URD) funds. The Urban Renewal Agency (URA) has encuraged private/public prjects, which will further enhance the cmmercial vitality and livability f the entire Urban Renewal District (URD), which includes dwntwn, 99E and ther areas within the cnfines f the Urban Renewal District. Prgram Gal & Objectives: In rder t assist in the nging revitalizatin f histric dwntwn Canby, and using the Dwntwn Master Plan and Dwntwn Design Standards as a guideline fr design criteria, the Dwntwn Canby Façade Imprvement Prgram will encurage ecnmic vitality, strengthen the dwntwn image, enhance dwntwn entries, and integrate vehicle and pedestrian activity. 3 II. Prgram Prcess, Prcedures and Grant Award Selectin The Dwntwn Canby Façade Imprvement Prgram (DCFIP) has tw grant pprtunities. 1. Design Services Grant aids in the achievement f façade design wrk. This grant may aid in cvering the csts fr rendered designs (maximum f $1,500), prvide apprximate cst estimates and may fund the creatin f permit dcuments fr large scale renvatins (maximum f $1,500.) 2. Façade Cnstructin Grant will supprt cnstructin f apprved façade design imprvements. The DCFIP Grant Prgram awards up t: $1,500 twards schematic design services and, if necessary, an additinal $1,500 twards the creatin f permit dcuments. $25,000 matching funds fr Façade Cnstructin Grant The DCFIP is 50/50 matching grant; the grant recipient is required t match the grant award amunt dllar fr dllar. Funds are limited t ne façade grant per prperty per year and awarded n a first cme, first served basis fr each fiscal year. Apprval f grant applicatin is cntingent upn available URD funds. Applicants unable t affrd cnstructin csts are encuraged t apply fr a design services grant t begin the prcess f façade imprvements. Prgram Prcess and Prcedures: The Design Services Grant and Façade Cnstructin Grant perate as tw separate grant applicatins, but have very similar prcesses. The steps belw utline the basic prcess a grant applicant can expect t fllw t receive an award. 1)Cmplete the DCFIP Grant Applicatin. Return cmpleted applicatin and prvide necessary additinal paperwrk as requested t address/lcatin prvided n applicatin. 2)Upn receipt f applicatin, MSM will cmplete a site analysis cnsisting f a site tur and review f applicatin/prject suitability and feasibility. Fr Design Services Grant: 3)MSM will assist the applicant in chsing a design prfessinal t wrk n the façade design. 4)Once the design prfessinal is selected, the applicant and design prfessinal are required t attend a pre-design meeting with the MSM t discuss the prgram requirements and award distributin. (This meeting will als include a visit f the prpsed site, review f cdes, and any initial brainstrming regarding the visin fr the façade.) 5)The designer must have a City f Canby business license. 6)A Persnal Services Agreement will be signed by the applicant, designer and URA Directr agreeing t scpe f wrk, timelines and csts f the design. 3

4 7)Prfessinal designer will begin design wrk, preparing initial cncepts/designs and cst ptins. 8)A secnd meeting will review initial designs, discuss financial ptins and negtiate n final design cncept. 9)Prfessinal designer will prepare final design dcuments and cst analysis. 10) A third meeting will be a presentatin by the prfessinal designer f the final design and cst analysis. 11) Funds will be distributed t the designer frm the URA based n scpe f wrk utlined in the Persnal Services Agreement after the design wrk is cmpleted. Prfessinal designer and applicant agree t the flat fee, whereby, the URA will pay $1,500 fr schematic design and $1,500 fr permit dcuments. Any fee beynd $1,500 fr each is the respnsibility f the applicant. Requirements fr the Design Services Grant: The MSM will wrk with the applicant t select a designer, if necessary. Design prject submittals shall include but are nt limited t architectural renderings, including scaled and clred drawings, exterir elevatins, site plans shwing landscaping, parking and public imprvements, and perspective drawings shwing building and cntext appearance. Additinally, a financial analysis including summary f cnstructin csts will be prvided by the designer. Fr Façade Cnstructin Grant: 3) Fr applicants that cmpleted the Designer Services Grant, Façade Cnstructin Grants will be based n design wrk prvided by the designer. If there is previus design wrk the applicant wishes t use, the MSM and URA Directr will review that design fr cmpliance with all design standards and apprpriateness fr this grant. 4) The applicant will prvide required qutes based n cst fr cmpleting the facade cnstructin. Once all qutes have been received, a cntractr will be selected fr the prject. Façade imprvements csting $15,000 r belw will require submittal f a minimum f tw cmpetitive cntractr qutes. Façade imprvements csting mre than $15,000 will require submittal f a minimum f three cmpetitive cntractr qutes Prjects exceeding $20,000 in ttal csts must cmplete a Clackamas Cunty Main Street Energy Efficiency audit in cnjunctin with Canby Utility and agree t maintain the façade imprvement fr at least 5 years. 5) The Cntractr must prvide a cpy f their State f Oregn prfessinal license and City f Canby business license. 6) Applicant, cntractr and staff will wrk tgether n creating benchmarks fr each prject. A Draw- Dwn Repayment Prgram will take effect after these benchmarks are set in rder t increase the turnarund time fr reimbursing business and building wners the cnstructin csts based n percent f prject cmpletin. 4

5 7) Cnstructin may begin nly after a Façade Cnstructin Grant applicatin is apprved and necessary/required permits have been btained. Any wrk cmpleted prir t frmal apprval will nt be eligible fr grant reimbursement. 8) The applicant will enter int a cntract with the Cntractr fr cnstructin services. The URA will nt be a third party t this cntract. The MSM will be supplied a cpy f this cntract fr verificatin f apprved cnstructin wrk and qute fr payment. 9) The MSM will stay in cntact with the applicant during cnstructin t ensure the prpsed wrk is being met. 10) Funds will be reimbursed after each benchmark is met, per the draw-dwn repayment prgram. Requirements fr the Façade Cnstructin Grant: The applicant will supply a cpy f the cntractr s license fr the cnstructin cntractr chsen fr the prject. Applicatin Award Selectin: Applicatins will be reviewed in the rder in which they are received. Due t limited funding, applicatins which have the mst ptential t enhance the dwntwn district will be given preference. Prjects that leverage prgram funds fr maximum private investment will als be preferred. The prject team reserves the right t deny funds t any applicatin. The MSM and URA Directr will review each applicatin and determine the viability f the prject and decide which prjects are t be funded fr each f the grants. The URA Directr will give final apprval t Design Services Grants. The Main Street Design Cmmittee will review Façade Cnstructin Grants and make recmmendatins t the URA. The URA will apprve façade Cnstructin Grants. 5

Eligible Prjects and Participants: Eligible prjects include but are nt limited t: Masnry cleaning Wrk n crnices, gutters and dwnsputs Exterir siding repair r replacement Accessibility imprvements Exterir painting Repair, remval r installatin f canpies r awnings Windw repair r replacement Signage Structural upgrades Ivy Street Building, prpsed design Eligible participants: Prjects must be lcated within the Canby Urban Renewal District bundary. Applicant must be the legal wner f the prperty. A cntact persn may be listed n the applicatin if the prperty wner is nt able t attend meetings and assist with the prcess. Ineligible prjects include but are nt limited t: Refinancing f existing debt Interir imprvements Nn-permanent fixtures Security systems Persnal prperty r equipment Business inventry Sidewalk r parking imprvements Installatin f bike racks r fences Billbards Previusly cmpleted design r cnstructin wrk Ineligible participants: Prperties fr residential use, unless a mixed use develpment 6

7 IV. Grant Requirements: General Cnditins f Prgram Requirements: Applicants must fill ut a DCFIP applicatin and prvide ther required dcumentatin as stipulated n the grant applicatin. URA reserves the right t deny funding t any prject r prject cmpnent it deems t be incmpatible with prgram gals. One grant per prperty, per fiscal year will be cnsidered; prperty wners with multiple prperties may submit an applicatin fr each prperty they wish t imprve. Sme prjects will require Site and Design Review apprval; Applicant will wrk with the MSM t btain Site and Design apprval frm Canby Planning and Building Departments. Applicants will be made aware if this requirement during the grant prcess. Applicant is respnsible fr btaining and paying fr all required building permits. Prperty taxes must be current, and the applicant may have n debts in arrears t the City when the prject is t begin. All façade imprvement prjects will be administered by the City f Canby Main Street Manager, under the directin f the Urban Renewal Agency Directr. Additinal cnditins may be included with the grant apprval at the request f the URA Directr and/r Main Street Manager. Imprvements funded by the grant will be maintained in gd rder fr a perid f at least five years. All architects and cnstructin cntractrs wrking n a Dwntwn Canby Façade Imprvement Prgram grant must be licensed in the State f Oregn and have a current City f Canby business license. Regarding cmpensatin: Prfessinal designer and applicant agree t the flat fee, whereby, the URA will pay $1,500 fr schematic design and $1,500 fr permit dcuments. Any fee beynd $1,500 fr each is the respnsibility f the applicant. The URA may use the cmpleted designs and cst analysis fr publicity purpses and/r prmtinal materials. 7
