Drought Monitoring and Impact Assessment Toolbox (DMIAT) A trans-boundary tool based on remote sensing, models and decision trees: a case-study for the Mekong Wilco Terink w.terink@futurewater.nl
FutureWater Overall Wageningen, Netherlands Cartagena, Spain Activitities Integrated Water Resources Management Climate and other changes Quantitative analysis to support decision making Remote Sensing Clients World Bank, ADB, AfDB National, local governments River basin organizations Large consultants Research oganisations
Problem statement
Drought Monitoring and Impact Assessment Toolbox (DMIAT) Urgent need for a drought monitoring product to support policy FutureWater has developed the DMIAT over the last years DMIAT integrates four types in drought progression: meteorological, agricultural, hydrological, socio-economic DMIAT combines three tools to support policy making: Remote sensing Models Decision trees Generalized framework: local specific refinements are always necessary
DMIAT Framework 1. Accumulated rainfall deficit 2. Soil moisture deficits 3. Shortages in groundwater and surface water 4. People and the environment experience the negative impacts of a drought
DMIAT for the Mekong Analysis of the 2010 drought in the Mekong River Basin: Meteorological drought Precipitation Agricultural drought Vegetation Hydrological drought Discharge Socio-economic drought Drought risk mapping
DMIAT for the Mekong Meteorological drought index: Precipitation anomaly Agricultural drought index: Normalized Difference Vegetation Index (NDVI)
DMIAT for the Mekong Last phase of DMIAT: Drough Risk Mapping for socio-economic impacts Population density Distance to river GDP Land use Vulnerability Drought risk Precipitation deficit Vegetation growth Hazard
Drought Risk Mapping
Concluding notes Remote sensing data often needs to be corrected with ground data Hydrological applications: trade off between temporal and spatial resolution (country, basin, sub-basin, field) The focus should be more on radar technology instead of reflection signals for cloudy regions (e.g. Vietnam) Understand past water resources Understand current water resources Trend Observations Remote Sensing Analysis Statistics Future change? Models
