2 Types of natural disaster in Vietnam Typhoon: Vietnam is located in the north-west of the Pacific region one of the most typhoon prone area. Typhoon is considered as one of the most catastrophic disaster in Vietnam. In average every year Vietnam is affected by 5-6 typhoons. In last three decades it is occurred more frequently with increasing intensity. 2

3 Types of natural disaster in Vietnam Flood: is another most frequent disaster in Vietnam. Its characteristic varies between 7 geographic regions of the country. In Mekong delta it evolves very slowly and may cause inundation to most of the plain during 4-5 months every year. In contrast in mountainous region the flood evolves very fast and very dangerous. 3

4 Types of natural disaster in Vietnam Flash flood: often occurs in mountainous area with high slope but weak drainage at strong shower. It may caused also by break of small water reservoir, or blocking of water stream due to landslide. Flash flood happens very suddenly, evolves fast and often causes human death and serious consequences to infrastructure as well as ecological condition of the region 4

5 Types of natural disaster in Vietnam Drought and desertification: Drought is a frequent disaster which is ranking in third place according to the degree of damage caused to the country s economy. In recent years it occurs with increasing severity throughout the country and leads to the risk of desertification in various places especially in the south-central provinces. 5

6 Types of natural disaster in Vietnam Salinization: Vietnam has 3260km of coastline and a dense river network, sea water may come a long distance into the land. Salinization occurs everywhere but most intensive in South-West provinces where saline soil occupies about 45% of natural area. 6

7 Types of natural disaster in Vietnam Landslide: may occur in sea coast, river bank and mountainous slope. It is a frequent disaster in Vietnam, which causes loss of residential as well as cultivated land and sometime human death. 7

8 Types of natural disaster in Vietnam Earthquake and Tsunami: Earthquake in Vietnam is usually very weak but in recent years it occurs more frequently with the risk to cause damage to hydropower dam. Tsunami is up to now not observed in Vietnam but some coastal areas are forecasted to be at potential risk. 8

9 Types of natural disaster in Vietnam Sea level rise: It is a consequence of the global climate change. According to World Bank study, Vietnam is one of 5 countries most affected by sea level rise. If mean sea level rises by 1 meter, nearly 40% of Mekong delta will be sink into the sea. 9

11 Application of Space Technology in Disaster management Current state: Space-based information has found its application in different phase of disaster management: To update the pre-disaster data base (many provinces now use Web-GIS to manage and present their natural as well as socialeconomical conditions. Various maps in these data base were derived and periodically updated using remote sensing data). To establish different kind of disaster vulnerability map (flood, landslide, drought, salinization etc. research project for some regions). To map the impacted area and monitor slowly evolving events (inundation, drought, desertification, salinization etc.). For typhoon and weather forecast. 11

12 Application of Space Technology in Disaster management Challenge: Satellite data are usually acquired with some delay and their spatial resolution is also not suitable for rapid response and rescue activities. In typhoon and flood, the two most catastrophic disaster in Vietnam, the weather is usually not favorable for optical sensors, that worsen the situation. The pre-disaster data base is distributed and not detailed enough. Satellite data in data base are often obsolete. Lack of linkage between space agency and disaster management organization. Not yet any organization assigned with the task of real-time processing of satellite data for emergency response. 12

13 MEMORANDUM CONCERNING COOPERATION ON DISASTER REDUCTION AND PREVENTION BY SPACE TECHNOLOGY AND GEOGRAPHIC INFORMATION SYSTEM AMONG DIRECTORATE OF WATER RESOURCES (WRD) MINISTRY OF AGRICULTURE AND RURAL DEVELOPMENT OF VIETNAM AND JAPAN AEROSPACE EXPLORATION AGENCY (JAXA) AND VIETNAM ACADEMY OF SCIENCE AND TECHNOLOGY (VAST) 13 18/4/2011

14 Memorandum Background CONSIDERING that WRD and VAST are interested in application of remote sensing and geographic information system (GIS) technology to disaster reduction and prevention in Vietnam, and JAXA has made efforts to cooperate on application of remote sensing and GIS technology in the South- East Asian and Pacific regions, EXPECTING that Vietnam s VNREDSat satellite series will join the Sentinel Asia Satellite Constellations as a Data Provider Node of Sentinel Asia, RECALLING that the Parties recognize benefits to exchange satellite data owned by each Party through Sentinel Asia as necessary when disaster happens, HAVING regard to their wishes to cooperate on application of remote sensing and GIS technology for disaster reduction and prevention; 14 18/4/2011

15 Memorandum Main Items The Parties cooperate and make efforts on the following activities: a) Development of a database system by past satellite imageries of Vietnam for disaster prevention. JAXA will provide satellite data through Sentinel Asia Step 3 activities for the database system of which WRD is in charge with technical support of VAST. b) Exchange of satellite data when disaster happens. JAXA will provide satellite data owned by JAXA, such as, including but not limited to, ALOS-2 data for WRD and/or VAST upon request of WRD and/or VAST through Sentinel Asia. VAST will provide satellite data owned by VAST, such as, including but not limited to, VNREDSat, for Sentinel Asia Step 3 Activities.. 15

16 Memorandum Main Items c) Strengthening the capacity of application of remote sensing and GIS technology for disaster prevention in Vietnam. WRD and VAST will enhance capability of remote sensing and GIS technology for disaster prevention by hosting training opportunities with technical trainings provided by JAXA. d) Development of programs and projects on application of remote sensing and GIS technologies for disaster prevention. WRD and VAST will develop programs and projects on application of remote sensing and GIS technologies for disaster prevention in Vietnam. JAXA will support WRD and VAST by the effort of a), b) and c) for the achievment of their projects. 16
