3 1. Context Document of European Commission (2007) on water deficiency and Agriculture: drought: Irrigated crops production is 40% of the national production. In the last 30 years drought events in the EU increased in frequency and intensity (+20%) Most severe drought events with damages to agriculture: The total cost of these events has been estimated 100 billion South; 2003 and 2005 North Italy National North, Centre solidarity and South fund (continental natural calamities and semi-arid in agriculture climate) In in 2007: years, 732 from million 8 to euros 20% (+26 of territory % from suffered 2006) frequent and severe events 90% + general of which extreme for drought meteorological - 10% for events bad weather

INEA activities In Monitoring this context, trends of natural and climate contions and the it implications is important for Italian irrigated agriculture: in all the Italian territory (meteorological parameters, soil water balance, water availability and 1) related Analysis contions of the trends, of agricultural incations sector) 2) Creating Finng solutions: a database to collect data with a GIS approach, to link to SIGRIAN; short term actions (water crisis management, compensations for damages); Analyzing damages to agriculture and first solutions adopted at local level by farmers and Administrations; long term solutions (policies, risk assessment, financial instruments) Supporting Ministry of Agriculture in short term actions to improve In the 2005 allocation Ministry of Agriculture the financial and resources Regions of the National solidarity Fund (compensation for damages) INEA project Monitoring irrigation season

5 3. Support tool for water management DATA monthly frequency, organized in 4 sections: 1. Agro-meteorology temperatures precipitation soil water balance extreme events Scale: sub-regional (provinces) 2. Water availability for irrigation at river basin level: stored volume, flow Scale: river basin 3. Agricultural data - phenological development of crops quantity and quality of productions damages caused by extreme events Scale: national, regional or sub-regional 4. Phytosanitary problems linked to anomalous weather contions Report every 3 months + Annual synthesis report

8 5. Limitations. At present time: support Administrations and irrigation agencies in water crisis management support Ministry of Agriculture - allocation of National solidarity fund follow the evolution in the last 5 years. Problems: - lack of homogeneous data about land use and water requirements at national level; - no forecasting model are available at river basin and national scale for water requirements estimation; - database refers to a period of time (5 years) yet too short, no incations about the long term expectations. Not yet an early alert system for water requirements

9 5..and potentialities Database will be implemented during next years + Database extreme events from Database new pathogens (all in SIGRIAN) Long term objectives: Map of vulnerability of territory and related agriculture to natural calamities and climate change; Definition of a methodology for the risk assessment, supporting the Insurance plans in the agricultural sector; Solutions and actions for adaptation in terms of water governance, investments, water management, stinguishing solutions in the fferent areas and their specific vulnerability Exchange experiences!!
