1 JOB DESCRIPTION TITLE: Senior Intelligence (lead - in either crime, public health, economy, customer segmentation, demography) POST NO: 4164 DEPARTMENT: DIVISION: RESPONSIBLE TO: GRADE: Chief Executive Business Intelligence Information and Intelligence Manager M2 PURPOSE OF POST: Lead on providing analysis and knowledge in order to ensure decision-making is based upon sound and robust evidence. ORGANISATION CHART: Please see attached at bottom of document. PRINCIPAL RESPONSIBILITIES: % 1. Design and deliver a range of analytical products including through the use of analytical software to communicate complex information which may be sensitive or contentious to ensure that the council and its partners have access to appropriate evidence to inform decision making. 2. Co-ordinate the collation, interpretation and presentation of comparative local, regional, national and international information to create analytical products to inform decision making in Luton. 3 Provide independent response to requests for statistics, complex analyses and provide advice on how to use and disseminate information to directors, managers, staff and partners. This will involve collecting and retrieving information from different sources and maintaining up to date knowledge of developments in a wide cross section of discreet areas Vacancies\EXERNAL Senior Intelligence for smart list\ Senior Intelligence

2 4 Develop meaningful recommendations to aid decision making with national and local policy for all levels of management and staff within the organisation and to communicate the findings of research results in a manner which assists diverse audiences to clearly understand concepts, conclusions and their importance. 5 Liaise with partner organisations and other agencies in the delivery and contribution to the wider local government agenda. 6 Project manage and deliver the research projects effectively, professionally and successfully, within agreed timescales and financial limits. 7 Contribute to the development and implementation of effective business intelligence strategies, ensuring high standards of data quality that give confidence to service users, integrates data, improves data accessibility and promotes a single view of the customer 8 Support the organisation in applying for external sources of funding. Assist in the identification and exploitation of sustainable profitable trading opportunities including service delivery and liaison with current and potential customers 9 Provide training and support in relation to research and analytical techniques to LBC and staff from a range of organisations as necessary. 5 5 DIMENSIONS: Supervisory Management: Not applicable Financial Resources: Physical Resources: Other: Not applicable Not applicable Not applicable Context: Whilst the majority of the team will work generically it is recognised that there are specialisms in order to support departmental service needs. The post holder will be required to assist in balancing the specialist needs against the work of the service and will need to ensure effective matrix management arrangements for other Business Intelligence activities not centrally located. Specialist functions or areas of work include Public Health and crime intelligence, stronger families initiative, geospatial technology, procurement, information governance and complaints. 3 expectation that this will also be balanced against the needs of the service to continue at times of absence and for resources to be re-focussed when needed. There is a need for all disciplines within the BI service to work collaboratively recognising that the requirements for BI are appropriately specified, good practise shared and projects/tasks where needed are jointly worked through, coordinated and planned to deliver. The post holder will support in the development of effective business intelligence strategies, drive improvements in high standards of data quality, giving confidence to residents, customers and partners that evidence-based decisions are being made. It s the chance to champion a business intelligence culture. The post holder will assist in sponsoring improvements in our business intelligence systems and practices, enhancing collaboration, accessibility and integration and driving efficiencies. The Senior Intelligence role will operate across a number of specialisms including (but not exhaustively): Customer Segmentation Demography Crime Economics Health needs assess the health and health needs of the local population and comparator areas Health outcomes Interpret intelligence about health outcomes Analysis Carry out Health Equity Audit s and Health Impact Assessments Information sharing Ensure access to all intelligence evidence Quality and evidence improve quality of data Horizon scanning and insights to informing decisions on future priorities Recognising the skills and knowledge required to deliver this function includes: Advanced analysis of data and intelligence for example health and crime GIS (or equivalent) mapping Measure of deprivation and health inequality Statistical and modelling methodologies Forecasting methods and their application for example public health and other needs Critical appraisal of relevant evidence Advanced epidemiological methods Wider determinants of health and their impact on population health and wellbeing Electronic systems and software in relation to data and intelligence Governance issues and how they relate to data and intelligence Vacancies\EXERNAL Senior Intelligence for smart list\ Senior Intelligence

4 The post holder will assist in developing the Business Intelligence Service as a profitable trading unit and provide support to other trading units across the organisation via market and customer analysis. Physical Effort: None above normal requirements. Working Environment: Normal office environment agile working arrangements will apply with all posts being expected to work remotely and flexibly to work effectively. This will include the ability to work from home and other council offices as well as designated days in the centralised team recognising the needs of the service and the limitation of some ICT systems. Because of the nature of this job, it will be necessary for the appropriate level of criminal record disclosure to be undertaken.
