2 Economic Empowerment Program Scope of Work Providing advocacy for small and disadvantaged business capacity, opportunity readiness and participation throughout the project lifecycle Developing and managing workforce development and training and targeted hiring programs Assist with compliance program for S/DBE requirements. Developing and assisting project teams in implementing small business sustainment strategies during construction 2
3 Business Sustainment/Construction Mitigation
4 Business Sustainment Mission and Goals Mission - To assist those businesses located immediately adjacent the light rail corridor to weather the potential disruptions caused by construction of the Purple Line Light Rail Transit (LRT) project. Project Goals To maximize small business stability during construction by working closely with the Concessionaire and local, county, state and federal partners to help minimize potential construction disruption. Provide Business Sustainment information to business owners that will help them prepare for construction and assist with the necessary resource tools to continue to grow. Aggressively seek available business opportunities during construction. 4
5 Business Sustainment Planning Process Identify and mitigate individual business construction related issues/concerns as early as possible. Participate in scheduled project community business meetings designed to update, prepare and assist businesses in addressing issues collectively. Help facilitate meaningful dialogue amongst neighboring businesses. 5
6 Business Sustainment Planning Process Gather understanding of business districts: -business types -markets served Understand construction management approach what impacts may occur and how those impacts relate to the markets served 6
7 Business Sustainment Approach Utilize a Business Toolkit to help businesses identify potential resources and support services from State, Federal and local resource agencies and organizations including: Capital/Financing Training Technical Assistance Mentoring Services 7
8 Business Outreach During Construction Transportation Management Plan Automobiles Transit Pedestrians Media & community outreach Best practices from other construction project experiences Business support (such as advertising and promotion) 8
9 Business Impacts During Construction Bethesda Metro to East of Jones Mill Crossing of Connecticut Ave may require short- term lane closures during off-peak periods. Temporary street closures would be required to set major elements of bridge structure during brief periods at night. Access to all side streets and driveways will be maintained and no disruptions to businesses are anticipated along Connecticut Ave. 9
10 Business Impacts During Construction Lyttonsville Intersection of Brookville Road at Lyttonsville Place will be shifted to accommodate the relocated Lyttonsville Place Bridge. Occasional lane closures/traffic shifts may be needed to construct the maintenance yard and shop. Road will remain open at all times Access to side streets and driveways will be maintained at all times and no disruptions to businesses along Brookville Road are anticipated No disruptions to businesses along Stewart Avenue are anticipated. 10
11 Business Impacts During Construction Bonifant Street Sidewalks and access to businesses to remain open east of Georgia Avenue Sidewalks west of Georgia Avenue to be reconstructed one side at a time One-way circulation to be implemented at the start of construction Limited on-street parking and loading to be maintained during both stages of construction
12 Business Impacts During Construction Bonifant Street Restricted access to driveways and alleys may be necessary to construct elements of the transitway Close coordination will be required to identify and schedule these stages of work to minimize business impacts Bonifant Street will be closed under the parking garage west of Dixon Avenue to construct the transitway. Traffic will be detoured 12
13 Business Impacts During Construction Wayne Avenue During certain construction stages along Wayne Ave. on-street parking will be prohibited for several hundred feet at a time. Driveway access may be restricted to reconstruct driveways or construct the adjacent embedded track. Close coordination will be necessary to identify and schedule these stages of work. 13
14 Business Impacts During Construction At Arliss Street On street parking is proposed to be eliminated during the ultimate condition, and will be prohibited during construction. During construction of the tunnel, the west end of Arliss Street will be closed, such that traffic will be detoured for an extended period. MTA is currently coordinating temporary access with businesses. 14
15 Business Impacts During Construction Piney Branch Road Sidewalks to businesses will be maintained, but during certain stages, driveway access may be restricted to reconstruct driveways or to construct the roadway and adjacent transitway. Close coordination will be necessary to identify and schedule this work Parking impacts to several parking lots serving businesses 15

17 Outreach During Construction During construction the MTA will maintain responsibility for communication and coordination with local businesses MTA s community liaisons, supported by the Concessionaire, will work closely with local businesses Liaisons will: be located in project offices in the corridor alert businesses to upcoming construction activities serve as points of contact for businesses bring the right staff to the table to problem solve 17
