3 Security and Public Safety The highest priority of The Energy Corridor District Police Patrol is to maintain a safe environment for business owners, employees and residents. A Strong Commitment to Your Security We foster public safety programs to insure that the District continues to be one of the most desirable commercial areas in the City of Houston and Harris County. The Energy Corridor Crime Prevention Patrol enhances public safety. Staffed by off-duty Houston Police officers, The Energy Corridor Police Patrol uses marked patrol vehicles and bicycles to increase police visibility in the District, respond to District concerns, proactively address potential safety issues, and implement long-term public safety solutions and immediate code enforcement. Security and Safety Network The Energy Corridor District sponsors HPD s Positive Interaction Program (PIP) for networking opportunities. This program promotes proactive problem solving initiatives while creating a police/community partnership to address the causes of crime, fear of crime and other community issues. The Energy Corridor Security and Safety Network allows stakeholders in the community to interact with Police and District staff, exchange concerns and ideas and learn about current crime prevention techniques. Proactive Police Patrols To help assure safety and security for all within the District, The Energy Corridor Police Patrol is on duty two shifts per day seven days per week. The Patrol works by assessing the District s safety concerns, after which it develops and implements activities to provide a response. The officers are liaisons with the HPD Northwest and Westside Command Centers. They obtain and analyze the most current crime statistics and take proactive measures to combat any budding crime patterns within the District. Security and Safety Requires Participation Business personnel and residential neighbors create goodwill and heighten the sense of community by interacting with our patrol officers. By sharing your concerns, officers will become familiar with your safety needs and will be able to create patrol programs to meet those needs. 4 West Houston Trails Master Plan The West Houston Trails Master Plan is a vision for more than 100 miles of interconnected trails located in a 113,000-acre area in West Houston Located within a 6-mile radius centered at the intersection of IH-10 and State Highway 6, the West Houston Trails Master Plan describes shared-use trail system that will link business centers, residential neighborhoods and parks providing alternative transportation and outdoor recreation. The West Houston Trails Master Plan is an initiative that originated as a partnership of The Energy Corridor District and the National Park Service. The Plan was realized with input from literally hundreds of people, guidance from multiple agencies, using data gathered during hundreds of hours of public forums and from thousands of surveys. The Plan s interconnected system of trails would be a boon for all of West Houston further enhancing the attractiveness of the area for residents and businesses alike. It would ease traffic congestion while improving the health and well being of commuters. The West Houston Trails System would enhance the beauty of the land, help to preserve the natural resources and advance the quality of life and economic vitality of the area. Referred to as spine trails, they are defined as having substantial length and the potential to connect existing trails and destinations like parks, neighborhoods and businesses, creating the backbone of the interconnected system. The WHTMP has identified the Patterson/ N. Eldridge Spine Trail as its top priority. The 3.5-mile corridor would begin at State Highway 6 following Patterson Road east towards N. Eldridge Parkway traveling through the scenic, wooded Addicks reservoir. The trail would turn southward along N. Eldridge Parkway connecting to Terry Hershey North Trail, METRO s Addicks Park & Ride and transit system, the City of Houston s bikeway network and to The Energy Corridor District.

5 The Energy Corridor District The Energy Corridor District s vision is to be internationally recognized as a premier place in which to work, live, and invest. About The Energy Corridor District Created in 2001 by the Texas Legislature, The Energy Corridor District (Harris County Improvement District #4) has worked tirelessly to enhance our community s quality of life and sense of place by implementing mobility, public safety, and streetscape and business development initiatives. The Energy Corridor District consists of over 1700 acres that extend along both sides of Interstate 10 from Kirkwood to west of Barker Cypress and along Eldridge Parkway from north of IH-10 to south of Briar Forest. Transportation Leverage existing resources to create a superior transportation system of roadways and public transportation facilities and amenities offering a diversity of commuting solutions to get around the District effectively by addressing current and future infrastructure needs. Urban Environmental Design Promote compact quality development that creates a pedestrian and bicycle friendly place that is enjoyable and peopleoriented in order to attract and retain employees, increase values and facilitate business development. The District works with public agencies to enhance The Energy Corridor s streets, highways, parks, and natural areas to create a unique and marketable identity. Security and Public Safety Bring new investment to every aspect of the District by maintaining and enhancing a safe environment in both perception and reality. The District builds relationships between public safety agencies (such as HPD) and property owners to maintain a safe and secure environment. Business Development Continue to grow as the primary business location on Houston s west side and as one of the most desirable places in the City of Houston and Harris County in which to live, work, shop, visit, build or invest. Our primary purpose is to increase the value of properties in the District through the following: Staffing and Administration Render professional management of programs, attract necessary government capital investment, services and improvements and supplement them where needed and provide funding that allows property owners to share costs equitably. A board of directors compromised of property owners, tenants and/or resident representatives directs the policies and direction of the District. 6 Environmental Urban Design The Energy Corridor continues to grow as one of the most desirable places in the City of Houston and Harris County in which to live, work, shop, visit, build or invest. The Model for Leading-Edge Urban Design The primary goal of the Environmental Urban Design Program is to create a distinctive and memorable image and sense of place for The Energy Corridor. 8 Community Outreach Building community connections and a more sustainable urban center through engaging events is vital to The Energy Corridor District s mission EnergyFest EnergyFest celebrates the people and businesses propelling The Energy Corridor as one of the nation s most livable and workable urban centers. The festive family street fair brings together neighbors, government leaders, retailers, restaurants, businesses and newcomers alike to explore some of what makes The Energy Corridor special. With live entertainment, sustainable living demos, cycling events, pet adoptions and family fun, EnergyFest turns Eldridge Parkway into a weekend showcase for Energy Corridor-area restaurants, food trucks, businesses and performance artists. E-Recycle Day Part of its mission to create a more sustainable neighborhood, The Energy Corridor District s annual E-Recycle Day collects unwanted electronics to ensure that technology waste is disposed of properly. Computers, printers, fax machines and cell phones are collected for recycling, while personal documents, photographs, tapes and CD-ROMs are shredded on site Bike To Work Day Each May, Energy Corridor commuters put aside their cars for Bike to Work Day, cycling into the office using safe, tested routes developed by The Energy Corridor District. The morning ride ends with a breakfast celebration at Terry Hershey Park. Bike to Work Day promotes alternative transportation, while encouraging active lifestyles.
