16 Construction Philosophy Keep Traffic Moving Focused on: Maintaining existing capacity Creating large efficient work areas Minimizing full freeway closures Minimizing ROW and Utility conflicts Creating work areas unaffected by traffic Creating temporary configurations that are better than existing Organizing by block: breaking the mega-project into manageable pieces. Each piece is a small project that contributes to completing the mega-project.
17 Construction Philosophy Keep Traffic Moving Outside-to-inside construction Majority of big ticket items will be done at night and on weekend at less peak hours Minimum of 4 main lanes open each direction during peak traffic times Preserve at least one open lane on frontage roads Frontage construction limited to 180 days to complete or restore existing capacity per section Consecutive entrance or exit ramps and cross street bridges cannot be closed Cross streets must maintain current capacity unless approved by local municipality approval during peak hours Construction black-out dates: Saturdays and Sundays between Thanksgiving and New Year s Day Day before and day after Thanksgiving Day before and day after Christmas New Year s Day Frontage roads serving retail property shall maintain original capacity from November 15 to January 2 each year
