3 M E M O R A N D U M To: Mr. John Holder Date: January 10, 2013 Project Manager, Special Funded Projects Department of Transportation, District 3 File: EA 03-3E SAC-50 PM 15.1/17.5 From: Subject: Mark Thomas & Company on behalf of County of Sacramento DOT Hazel Ave / US-50 Interchange PSR Transportation Management Plan (TMP) Data Sheet 1. PROJECT INFORMATION: Location: On U.S. Highway 50 between 0.4 miles west of the existing Hazel Ave interchange and 0.4 miles east of the Folsom Blvd interchange. Scope of Work: The project will grade-separate Hazel Ave over Folsom Blvd and extend to the south. Ramp reconfiguration will be required to conform to the new profile of Hazel Ave, as well as to accommodate future traffic volumes. All proposed alternatives will maintain the Aerojet Rd connection to Folsom Blvd, but will eliminate the separate exit from mainline, and provide the connection utilizing a ramp from the Hazel Ave interchange. There are two alternatives considered in this PSR, the first of which proposes an L-9 interchange configuration with a viaduct ramp over Hazel Blvd to carry EB traffic to Aerojet Rd. The modification to this alternative proposes an L-9 interchange, with a tunnel under Hazel Blvd to carry EB traffic to Aerojet Rd. The existing Hazel overcrossing over Route 50 will be widened to six lanes in Alternative 1. The second alternative is a modified L-9 interchange, with a separate EB ramp crossing under Hazel Blvd, splitting to a flyover over Highway 50 and a ramp connecting to Aerojet Rd. Cost: Estimated construction cost for the interchange is approximately: o Alternative 1: $51.1 Million. o Alternative 1A: $50.4 Million o Alternative 2: $52.4 Million Estimated Start of Construction: 2018 Caltrans Contact for TMP Issues: Christine Zdunkiewicz 2. RECOMMENDATIONS: An updated Transportation Management Plan and lane closure charts should be prepared during the Design Phase of the Project. 1
4 Hours of Work: The proposed project includes weekday construction and lane closures during off-peak hours. Weekends and night work will be required for the bridge widening over SR-50 (in Alternative 1 and Alternative 1A), ramp realignment construction, and during conditions where traffic capacity is reduced or detoured. Traffic Control Major Construction will be completed over the following primary stages: Alternative 1 and 1A Pre-Stage 1: 1. Construct a temporary EB diagonal ramp to the north side of the existing ramp. 2. Demolish gas station at NW quadrant of Hazel Ave and Folsom Blvd intersection. 3. Construct a temporary realignment of Hazel Ave to the west of the existing roadway between SR-50 and Easton Parkway/Jughandle intersection. Stage 1 Construction: 1. Construct widening of the Hazel overcrossing over SR Construct eastern portion of the Hazel overhead structure over Folsom Blvd and the railroad, and roadway approaches. 3. Construct EB off-ramp ( R1 Line), with retaining walls, barriers and undercrossing (Alternative 1A only). 4. Construct EB diagonal on-ramp ( R3 Line) with retaining walls and barriers. 5. [Alternative 1] Construct viaduct structure ( V Line), without roadway approach to the west. Stage 1 Traffic Handling: 1. Place temporary pavement delineation and delineators to shift traffic to the east side of Hazel Ave over the existing overcrossing. 2. Shift traffic on Hazel Ave south of US 50 to the temporary roadway connection to Folsom Blvd. Pre-Stage 2: 1. Close Aerojet off-ramp and construct tie-in to the viaduct alignment. 2. Construct connection between the new EB off-ramp and the portion of the Hazel OH constructed in Stage 1. Stage 2 Construction: 1. Construct ramp approach to viaduct structure 2. Construct western portion of Hazel overhead structure over Folsom Blvd and roadway approaches. 3. [Alternative 1A] Construct Hazel Ave undercrossing and EB Loop On-Ramp undercrossing. 2
5 Stage 2 Traffic Handling: 1. Place temporary pavement delineation and delineators to shift traffic to either side of Hazel Ave to construct the east and west portions of the Hazel Ave undercrossing. 2. Shift traffic to the eastern portion of the new Hazel Ave overhead over Folsom Blvd. 3. [Alt 1A] Detour SB Hazel to EB 50 traffic east to Folsom Blvd interchange. Alternative 2 Pre-Stage 1: 1. Construct a temporary EB diagonal ramp to the north side of the existing ramp. 2. Demolish gas station at NW quadrant of Hazel Ave and Folsom Blvd intersection. 3. Construct a temporary realignment of Hazel Ave to the west of the existing roadway between SR-50 and Folsom Blvd. Stage 1 Construction: 1. Construct eastern portion of the Hazel overhead structure over Folsom Blvd and the railroad, and roadway approaches. 2. Construct EB off-ramp ( R1 Line), with retaining walls and barriers. 3. Construct Flyover structure ( BK Line) and roadway approach in the southern quadrants. 4. Construct Aerojet connector ramp ( AJ Line) 5. Construct WB to SB off-ramp ( R6A Line). Stage 1 Traffic Handling: 1. Place temporary pavement delineation and delineators to shift traffic to the east side of Hazel Ave over the existing overcrossing. 2. Shift traffic on Hazel Ave south of US 50 to the temporary roadway connection to Folsom Blvd. 3. Close EB diagonal on-ramp. Detour NB Hazel to EB 50 traffic east to the Folsom Blvd interchange. Pre-Stage 2: 1. Close Aerojet off-ramp. 2. Close EB Loop on-ramp. Detour SB Hazel to EB 50 traffic east to Folsom Blvd interchange. 3. Construct temporary ramp realigning the EB off-ramp in a tight diamond configuration to an intersection with Hazel Ave near the overcrossing. 4. Construct temporary realignment of the WB off-ramp diverge from SR-50. Stage 2 Construction: 1. Construct western portion of Hazel overhead structure over Folsom Blvd and roadway approaches. 2. Construct connection between EB off-ramps to Hazel Ave and to undercrossing under Hazel. 3. Construct WB 50 to NB ramp ( R6B Line) and flyover ramp connection to Hazel Ave. 4. Construct Aerojet ramp ( AJ Line). 3
6 Stage 2 Traffic Handling: 1. Shift traffic to the eastern portion of the new Hazel Ave overhead over Folsom Blvd constructed in Stage Shift traffic on WB 50 off-ramp to new ramp ( R6A ) constructed in Stage Detour SB Hazel to EB 50 traffic east to Folsom Blvd interchange. 4. Shift EB 50 traffic to temporary off-ramp. Stage 3 Construction: 1. Remove temporary EB off-ramp. 2. Construct EB loop on-ramp ( R2 Line). Construction of WB loop-on ramp and auxiliary lane to Folsom Blvd interchange may occur during any stage for all alternatives. Lane closures on U.S. 50 will not be allowed during holidays and most daytime hours. During lane closures, a minimum of one lane, in each direction of travel, shall be open to public traffic at all times. Work that does not impact mainline traffic (i.e., work that is more than 6 feet from mainline ETW, or behind K-rail) will be permitted during all hours without restriction. Gawk screens may be required on K-rail to prevent excessive slowing of traffic through the project limits. Due to the high speed of traffic on U.S. 50, Portable Changeable Message Signs (PCMS) are recommended for the approach to the construction zone. PCMSs should be used to warn the public 3 to 7 days prior to implementation of any closure that will require a detour. A minimum of 4 PCMSs may be needed during the construction of this project. Modifications to all detour/stage construction intersections shall be done to ensure trucks can safely make all necessary turning movements. COZEEP is required in traffic control areas where speed zone reductions may be needed. The use of COZEEP along detour routes is also recommended. For all other areas, the Resident Engineer should have the option to use COZEEP where conditions warrant additional traffic control and enforcement. COZEEP is estimated at an hourly rate of $ COZEEP estimate should include two officers per vehicle when performing night work. Lane closure charts based on anticipated demands and realistic construction zone capacities should be prepared during the PS&E design phase. Any active or future development that will cause serious increases in current traffic volumes should be considered when developing lane closure charts for this project. Cost: For estimating purposes, the cost for TMP elements during construction is estimated at $5M, which is 5% of the construction costs for this project. The assumed TMP elements include traffic control 4
