1 PRELICENSING EDUCATION GUIDELINES/PROCEDURES/REQUIREMENTS FOR SUBMITTING COURSES FOR APPROVAL Pursuant t Neb.Rev.Stat , the Directr f Insurance may apprve curses, r ther instructinal prgrams which wuld be beneficial in imprving the knwledge r service capability f licensees. Any persn, cmpany, trade assciatin, agents assciatin, cllege, insurance educatin institutin, r ther persn r crpratin may submit curses fr apprval by submitting a Prvider Applicatin via State Based Systems. There is n fee t becme a prvider. Once apprved, the prvider is ed their State Based Systems lgin ID and passwrd and added t a list n ur website, Curses which shall be deemed t meet the Directr's standards fr prelicensing educatin requirements are: 1. Any curse r prgram f instructin develped and/r spnsred by any authrized insurer, insurance educatin institute, recgnized agents assciatin, r insurance trade assciatin, r any independent prgram f instructin, shall, subject t the apprval f the Directr, qualify fr the number f credit hurs assigned theret by the Directr. 2. Any crrespndence curse apprved by the Directr shall qualify fr the number f credit hurs assigned theret by the Directr. 3. Any insurance-related curse apprved by the Directr and taught by an accredited cllege r university shall qualify fr the number f credit hurs assigned theret by the Directr. 4. A persn teaching r lecturing an apprved curse shall qualify fr the same number f credit hurs as wuld be granted a persn taking and successfully cmpleting such curse. Prcedure and Guidelines A curse, prgram, r seminar shuld be submitted electrnically via State Based Systems at Web/jsp/lgin/ext_prvider_lgin.jsp. The Department requires apprval prir t being ffered. Requests fr apprval are t be submitted t the Department 30 days in advance f an ffering. Curses cannt be advertised in any manner as apprved unless apprval has been granted in writing.

2 Fee A (nn-refundable) fee f $50.00 must be remitted with each request fr apprval f a new Prelicensing educatin training prgram. Tpical Outline The tpics cvered in the curse shuld be listed individually and under each separate tpic, yu shuld then give a summary f the instructin given and the material cvered under that particular tpic heading. The time alltted fr each tpic shuld als be shwn. It is necessary t indicate n the utline any breaks given as credit hurs are granted n the basis f a 50 minute hur. The number f hurs apprved will nt include time spent n meals, breaks and ther unrelated activities. Study materials such as text bks r manuals may be submitted by mail directly t the Department, if needed. Credit Hur A credit hur is the measure f credit that the Department will assign t an apprved curse. The actual classrm r cntact time will be used as a guide in assigning credit hurs. Credit hurs are based n a 50 minute hur, with a maximum f 8 hurs f classrm study per day. Partial credit is nt granted fr partial attendance f an apprved curse. Fr an apprved curse f independent study, wrd cunt is required. Time set aside fr breaks, lunch, and final exam shall nt cunt tward the minimum hurs required fr each line. Wrd Cunt Divide ttal number f wrds by 180 then divide number f minutes by 50 = credit hurs. Please indicate if yu have mandatry vides and/r audi and then indicate run time. We will cnsider all animatins, interactive exercises, quizzes, case studies, games, simulatin that are mandatry fr measuring PLE credit hurs.

3 Prelicensing Certificate f Cmpletin The curse spnsr is required t uplad the prelicensing educatin credit hurs earned via State Based Systems within 10 days f each curse cmpletin. The uplading fee is $1 per credit hur, per persn. Yu may create a certificate f cmpletin fr participants, but please advise them nt t send the prelicensing certificate(s) f cmpletin t the Nebraska Department f Insurance. Curse Cntent Fr curse cntent requirements, please refer t the Nebraska Department f Insurance Licensing Infrmatin Bulletin published by Prmetric. Nebraska Exam Cntent utlines can als be fund nline n the Prmetric website Requirements fr licensure and the steps t btain the license shuld be explained in detail t all students. Use the department s Frequently Asked Questins as needed. The prvider is required t ensure curse cntent remains up-t-date n any changes t the statutes that gvern PLE in Nebraska. Subjects nt related t the insurance license Qualificatins f Instructrs The Directr shall apprve an individual as an instructr upn finding that he r she has submitted all infrmatin required by the Directr, pssesses gd character and reputatin, and pssesses the apprpriate qualificatins described belw: Life, accident and health: Chartered Life Underwriter (CLU); Chartered Financial Cnsultant (ChFC); Fellw Life Management Institute (FLMI); Life Underwriter Training Cuncil Fellw (LUTCF);

4 Fur years f experience as a training representative interpreting r explaining insurance plicy cntracts in the life, accident and health industry and a designatin as: Certified Emplyee Benefits Specialist (CEBS); Life Underwriter Training Cuncil Graduate (LUTC Graduate); Fraternal Insurance Cunselr (FIC); Certified Financial Planner (CFP); Hlder f degree in Insurance (assciate r bachelrs); Certified Insurance Cunselr (CIC); r Seven years f experience as a training representative interpreting r explaining insurance plicy cntracts in the life, accident and health industry. Prperty and casualty: Chartered Prperty and Casualty Underwriter (CPCU) r Fur years f experience as a training representative interpreting r explaining insurance plicy cntracts in the fire and casualty industry and a designatin as: Assciate in Underwriting (AU); Prgram in General Insurance (INS); Accredited Advisr in Insurance (AAI); Assciate in Claims (AIC); Assciate in Risk Management (ARM); Certified Insurance Cunselr (CIC); Assciate in Premium Auditing (APA); Assciate in Insurance Accunting and Finance (AIAF); Hlder f degree in Insurance (assciate r bachelrs) r Seven years f experience as a training representative interpreting r explaining insurance plicy cntracts in the fire and casualty industry: The Directr may apprve as a qualified instructr a persn wh has a cmbinatin f training, experience and qualificatins that are substantially equivalent t thse listed in subsectin Life, accident and health & prperty and casualty. ***Fr nline curses we will require the subject matter expert and/r curse develper s qualificatins. Date, Time, Place Once a prgram has been apprved, prir t the presentatin f the curse, the prvider may g t and enter the curse fferings. This is nt required, d nt ntify the Department.

5 Final Exam A hard cpy f the final exam with the equivalent number f questins t the state exam must be submitted with answers. - Multiple chice items with fur ptins and each questin must nly have ne crrect respnse. - True/False, All f the abve and Nne f the abve are nt acceptable answers. Inability t print the exam r t view the exam prir t reviewing material. Must have at least enugh questins in yur questin bank t fashin a secnd exam, shuld the student need t retake with at least 50% new/different questins. Unit questins cannt duplicate final exam questins. (It is suggested that yu prvide questins at the end f each unit/chapter.) Describe prctr mnitr affidavit prcess in place. Open bk EXAMS are nt allwed. Time spent cmpleting the final exam shall nt be used in calculatin f PLE credit hurs. Classificatin f Curses Apprved curses will be assigned at least ne f the classificatins as fllws: 1. Prperty/Casualty 2. Life and Annuities 3. Sickness, Accident and Health 4. Cmbined Life and Annuities, and Sickness, Accident & Health 5. Title 6. Persnal Lines Prperty and Casualty 7. Crp 8. Prperty 9. Casualty 10. Funeral The Department will review all curses submitted and act as fllws: 1. The Department will grant apprval and assign credit hurs. 2. The Department may deny apprval and shall furnish a written explanatin listing the reasns fr disapprval t the curse spnsr.

6 PRE-LICENSING EDUCATION REQUIREMENTS Individuals seeking a license must cmply with the fllwing pre-licensing educatin requirements prir t taking the qualifying examinatins: Prperty and Casualty 40 hurs (34 - prperty and casualty, 6 - Cmbined Life and Annuities, and Sickness, Accident and Health 40 hurs (17 - life and annuities, 17 - sickness, accident and health, which includes 6 hurs f Medicare Supplement and Lng-Term Care, AND 6 - Crp 6 hurs (3 - crp-hail, 3 - Funeral Insurance 8 hurs (5 funeral, 3 Prperty 20 hurs (14 prperty, 6 Life and Annuities 20 hurs (14 life and annuities, 6 Title 12 hurs (6 - Title, 6 Funeral Insurance Directr 6 hurs (3 funeral, 3 Casualty 20 hurs (14 casualty, 6 Sickness, Accident and Health 20 hurs (14 - accident and health, which includes 6 hurs in Medicare Supplement and Lng-Term Care, AND 6 - Persnal Lines 20 hurs (14 - prperty and casualty, 6 - DOI-PLG
