1 MPO Staff Report MPO Technical Advisory Committee: March 13, 2013 MPO Executive Board: March 20, 2013 RECOMMENDED ACTION: Matter of MnDOT Kennedy Bridge Study and NDDOT Sorlie Bridge Phase I Report Matter of the MnDOT Kennedy Bridge Study and NDDOT Sorlie Bridge Report. Background: The MPO has programmed $25M to complete rehab work in FY2016 on the Kennedy Bridge. As part of the decision process, MnDOT is going to complete a study on alternatives of rehab and possibly alternatives on replacement. A preliminary meeting was held between the consultants and local representatives. Attached is powerpoint and fact sheet distributed. NDDOT has selected Kadrmas, Lee and Jackson (KLJ) to complete the RFP s identified Phase I portion of the document for the scheduled improvement in 2018 on the Sorlie Bridge. Phase I meetings have been held and KLJ is drafting a scope of work to complete an Environmental Impact Statement (EIS). 4 Bridge Description & Background Kennedy Bridge built 1963; now 50 years old 1,261 feet long; 2 steel truss main spans and 11 steel beam approach spans Eastbound and westbound directions each have two 12 ft. wide lanes and a 4 ft. shoulder More than 20,000 vehicles per day cross on US Highway 2 (main east-west highway) Spans the Red River and floodway immediate area includes recreational and historic features (note: we will soon discuss needs/context) 3

7 Need & Context Bridge Foundations Soils along the Red River are known to slump (move slowly), generally from the river banks toward the middle of the river The Kennedy Bridge was designed to accommodate soil movement; the bridge s bearings have periodically been adjusted There is a need to address: Feasibility and limitations for further adjustments Other short- and long-term actions for Pier 6 (ND side of the river) River flow/flood effects on foundations (scour) Bearing on Pier 6 Pier 6 Evidence of scour 6

The 2013 Study will refine the options examined to determine the most promising alternatives. More detailed engineering and decision making steps will follow in 2014 and beyond. Primary Study Components: Bridge Rehabilitation A range of rehabilitation issues will be examined including technical aspects of the steel truss, foundations, hydraulic considerations, and geotechnical conditions. Bridge Replacement A variety of bridge replacement concepts will be identified and discussed, including an alignment adjacent to the existing bridge. This evaluation will consider several bridge types and layouts to determine those considered most promising for a possible replacement. Public and Agency Input Stakeholders who may be impacted by changes in the condition or operation of the bridge, as well as many public agencies, will be included in the planning process. The various stakeholders, including the general public, will be invited to participate in meetings to identify key issues and provide feedback. Environmental Resources and Community Values The study area will be reviewed for environmental resources and constraints, including the area s historic and recreational features and values. Related issues will include avoiding/minimizing any adverse effects and the potential to include pedestrian and bicycle accommodations at the crossing. (02/19/13 Study Kickoff)
