1 Workshop #3 Aug ust 2012 PROJECT DESCRIPTION The North Carolina Department of Transportation (NCDOT) proposes to maintain a direct highway connection between Hertford and Winfall along or close to US 17 Business/NC 37 from the swing-span bridge over the Perquimans River to NC 37, a length of approximately 0.4 mile. The proposed action will replace Bridge No. 8 (the S-bridge), which carries US 17 Business/NC 37 over the Perquimans River and correct or replace deteriorating pavement along the causeway from bridge No. 8 to US 17 Business/NC 37. PROJECT SCHEDULE The proposed project is included in the North Carolina State Transportation Improvement Program (STIP). The current schedule is to begin right of way acquisition and construction in federal fiscal years 2015 and 2017, respectively. This schedule is subject to change. PURPOSE OF THIS MEETING The purpose of this meeting is to present the most current alternatives to the community and gather feedback on those alternatives. The next steps will be to select the most viable alternatives to analyze in more detail in the Environmental Assessment. Following today s workshop, NCDOT will review citizen comments and coordinate with other state and federal agencies to select several alternatives to carry forward into the environmental document. The designs and impacts of each of these alternatives will be presented at the public hearing next spring, and a final alternative will be chosen after the public hearing. DETAILED STUDY ALTERNATIVES Five conceptual options were presented at the June 21, 2011 workshop: Alternative A Build New Swing Span build a new swing span bridge on approximately the same location and build a new low structure on the causeway. Alternative A Rehabilitate Swing Span rehabilitate the existing swing span bridge and build a new low structure on the causeway. This alternative has a shorter life span (about 40 years) than the alternatives that would replace the swing-span bridge with a new bridge (about 75 years). This is because some parts of the bridge will be repaired instead of replaced, and so will wear out quicker than new parts. Also, in order to provide enough distance above the surface of the water for maintenance and to reduce flooding of the bridge s machinery, the existing bridge will be raised approximately four feet. Alternative D Modified 33 Fixed replace the bridge and causeway with a new 33 high fixed bridge on new location east of the existing facility. The northern end of the new bridge would connect with the existing US 17 Business/NC 37 just south of Larry s Drive In, and the southern end would connect to Church Street from the north end of Hertford through an existing residential property. Alternative E 15 Fixed replace the bridge with a new 15 high fixed bridge on new location west of the existing bridge and replace the causeway with a low structure. The northern end of the new bridge would connect with the existing US 17 Business/NC 37 causeway location near the narrow neck of the peninsula, and the southern end would connect to Edenton Road Street at Grubb Street through the Bargain Center property. Alternative E 33 Fixed replace the bridge in the same location as Alternative E 15, but with a 33 high fixed bridge. NCDOT has also completed designs on two new alternatives since the last workshop: Alternative B Swing Span build a new swing span bridge parallel with the existing bridge and build a new low structure on the causeway. The northern end of the new bridge would connect with the existing US 17 Business/NC 37 just south of Larry s Drive In, and the southern end would connect to Church Street from the north end of Hertford through an existing residential property. Alternative B 15 Swing Span build a new swing span bridge in the same location as Alternative B, but the swing span would have 15 feet of clearance above the water (approximately 10 feet higher than a typical swing-span bridge). Preliminary construction costs and impacts of each alternative are summarized in the table on the back of this handout.
