20 COUNCIL/COMMITTEE REPORT RAPPORT AU CONSEIL/COMITÉ To Destinataire Moncton City Council Item Question 1.4 From Expéditeur Jacques Dubé, City Manager Meeting Séance May 20, 2014 Date May 20, 2014 For use by Office of the City Clerk only Réservé à l usage du Bureau de la greffière Subject Objet Presenters (if applicable) Présentateurs (le cas échéant) Length of presentation (if applicable) Durée de l exposé (le cas échéant) Canada Day Festivities Street Closure Request N/A N/A Type Public/Publique Private/à huis clos _x RATIONALE FOR PRIVATE DISCUSSION (if necessary)/ JUSTIFICATION POUR LA DISCUSSION PRIVEÉ (s il y a lieu) ISSUE / OBJET The following event was approved by the Events Management Committee. The City of Moncton s Canada Day festivities have grown into one of Moncton s most celebrated and attended events. This year, July 1 st celebrations will occur on a Tuesday in the heart of downtown Moncton. Canada Day events are designed to be free and accessible to everyone, catering to a wide range of demographics and various entertainment interests. CURRENT STATUS / SITUATION ACTUELLE Street Closure: Economic Development and Events is requesting a street closure to hold Canada Day festivities on July 1, The street closure requested is as follows: On Tuesday, July 1 from 7 a.m. until midnight, closure of Assomption Boulevard from Westmorland to Mechanic leaving the intersection of Assomption/Westmorland and the intersection of Mechanic/Assomption open. As per standard requirements, a 12-foot fire lane will be unobstructed throughout the entire street closure, and a security guard will monitor each barricade of the street closure perimeter for the entire duration of the closure. New Event Site: Moncton s Canada Day festivities have experienced steady growth in recent years. To accommodate the event s increasing crowds, the Events Division is moving July 1 st celebrations to the Riverfront area. The official Canada Day concert will be held in the Riverfront Parking Lot next to the old Assomption Fire Station. Combined with the closure of the adjacent portion of Assomption Boulevard, this area will offer ample space for the concert s crowd. The Kids PlayZone area, which will feature a children s concert, games and various activities, will remain in the Riverfront Park Event Zone on the east side of the fire station. This site layout was tested by a community partner last year, as they moved their event to the Riverfront Parking Lot for the first time. The response was overwhelmingly positive, both from a logistics perspective and from the public s point of view. In addition to last year s event, we have also seen public excitement over the development of this event zone as part of the Moncton 125/Downing Street development project. A meeting was held with Downtown Moncton Centre-Ville to propose this new site layout and they are in support of this move. Key stakeholders have also been informed of the street closure and arrangements have been made to ensure minimum impact on their operations. Signage/Safety Enhancements: The Events Division has met with Engineering and Public Works staff to discuss the proper measures for ensuring the safety of both event-goers and motorists by protecting the event site

21 perimeter and properly advising motorists of the street closure. Detour signs will be installed outside the street closure perimeter to inform motorists of the street closure ahead, and event-specific street closure signage will be affixed to barricades at key street closure points and event site entrances. RECOMMENDATION / RECOMMANDATION That Economic Development and Events be granted permission for the following street closure to allow the realization of Canada Day festivities: On Tuesday, July 1 from 7 a.m. until midnight, closure of Assomption Boulevard from Westmorland to Mechanic leaving the intersection of Assomption/Westmorland and the intersection of Mechanic/Assomption open. A 12-foot fire lane will be left clear and unobstructed throughout the street closure. This request has been reviewed and approved by the Events Management Committee. The 2014 Atlantic Nationals Automotive Extravaganza will see more than 1200 cars from Eastern Canada and New England converging on Moncton from July 10 13, 2014, creating significant economic impact and drawing thousands of tourists to our region. The program will involve a series of tours to various attractions in the region, highlighted by a Friday, July 11 program which will include a car exhibit and outdoor concert on Main Street, and the major car show in Centennial Park on Saturday, July 12 and Sunday, July 13. The Atlantic Nationals Automotive Extravaganza is a registered not-for-profit organization run by a core team of seven volunteer committee members, and is supported by more than 300 community volunteers during the actual event. CURRENT STATUS / SITUATION ACTUELLE Street Closure: The organizers of the Atlantic Nationals Automotive Extravaganza are requesting the approval of Moncton City Council with respect to the following: Part 1: Stage Delivery - From Thursday, July 10 at 8 p.m. to Saturday, July 12 at 3 a.m.: - Closure of Main Street from Mechanic to Botsford leaving the intersection of Main/Mechanic and the intersection of Main/Botsford open Part 2: Event Execution - From Friday, July 11 at 7 a.m. to Saturday, July 12 at 3 a.m.: - Closure of: o Main Street from Mechanic to Lutz leaving the intersection of Main/Mechanic and the intersection of Main/Lutz open; o Botsford Street from Main to Queen leaving the intersection of Botsford/Queen open; and o Westmorland Street from Main to just past the entrance of the Moncton Market. As per standard requirements, a 12-foot fire lane will be unobstructed throughout the entire street closure, and a security guard will monitor each barricade of the street closure perimeter for the entire duration of the closure. Signage/Safety Enhancements: The Events Division has met with Engineering and Public Works staff to discuss the proper measures for ensuring the safety of both event-goers and motorists by protecting the event site perimeter and properly advising motorists of the street closure. Detour signs will be installed outside the street closure perimeter to inform motorists of the street closure ahead, and event-specific street closure signage will be affixed to barricades at key street closure points and event site entrances. Noise By-Law Exemption Request: - From 11 p.m. to midnight on Friday, July 11 on Main Street, in front of Moncton City Hall to allow the Atlantic Nationals Car Show s musical entertainment to continue until midnight.

25 Closure of Centennial Park during the event - In addition to the Main Street party on Friday, most of the Car Show programming will occur in Centennial Park on Saturday, July 12 and Sunday, July 13. Set-up of the park will take place on Thursday and Friday of the event, along with a participants activity on Thursday, July 10 in the main parking lot of the park. - In past years, members of the public as well as some park tenants and their members were allowed through the main gate and into the park on the Thursday of the event, leading to several safety and logistical concerns and much confusion and miscommunication. To alleviate some of these issues, the main parking lot will be closed and access to the park will be on foot only (no vehicles). Nearby public parking will be provided to park users during the set-up phase. In addition, a continuous shuttle running from a nearby location will be provided throughout the day on Thursday. - On Saturday, July 12 and Sunday, July 13, similar to previous years, access to the park will be through the payment of an admission fee to the Car Show. RECOMMENDATION / RECOMMANDATION That the organizers of the 2014 Atlantic Nationals Automotive Extravaganza be granted the following permissions to allow the event to occur: Part 1 Street Closure for Stage Delivery: - From Thursday, July 10 at 8 p.m. to Saturday, July 12 at 3 a.m.: - Closure of Main Street from Mechanic to Botsford leaving the intersection of Main/Mechanic and the intersection of Main/Botsford open Part 2 Street Closure for Event Execution: - From Friday, July 11 at 7 a.m. to Saturday, July 12 at 3 a.m.: - Closure of: o Main Street from Mechanic to Lutz leaving the intersection of Main/Mechanic and the intersection of Main/Lutz open; o Botsford Street from Main to Queen leaving the intersection of Botsford/Queen open; and o Westmorland Street from Main to just past the entrance of the Moncton Market. A 12-foot fire lane will be left clear and unobstructed throughout the street closure. And a Noise By-Law Exemption: - From 11 p.m. to midnight on Friday, July 11 on Main Street, in front of Moncton City Hall to allow the Atlantic Nationals Car Show s musical entertainment to continue until midnight. OTHER OPTIONS / AUTRES OPTIONS N/A RISK ANALYSIS / ANALYSE DE RISQUES The Organization will be required to provide an indemnity to the City of Moncton and proof of general liability insurance in an amount of at least $2 Million. All other costs are those of the event organizers, with the City receiving proceeds from the show for community recreational activities. N/A Street closures and Noise By-Law exemptions require Council approval. The Events Management Committee has approved the application. Authority for Centennial Park rests with City staff however, through this form, staff would like to notify Council of the pending closure of the park for that weekend to accommodate the car show.
