1 JOB DESCRIPTION POST TITLE: DIRECTORATE: SALARY SCALE: Health and Safety Manager HR SOH ( 26,277-28,733 per annum) RESPONSIBLE TO: Director of Human Resources THE POST The Health and Safety Manager will be responsible for the review, development, implementation and monitoring of the College s Health and Safety management systems, to ensure the safety of staff, students, visitors and contractors, in line with current Health and Safety and associated legislation. This post also has responsibility for the line management of the Health and Safety Officer. MAIN DUTIES AND RESPONSIBILITIES 1. Review and develop all aspects of the College s Health and Safety Policy and activity, and ensure that it is implemented consistently across the College. 2. Monitor, evaluate and review existing, new and upcoming Health and Safety legislation and ensure that the College has systems and procedures in place to meet legal compliance. 3. Work proactively with managers and other key staff to establish and maintain a programme of continuous improvement in the management of Health and Safety within their areas of responsibility, which includes conducting regular audits. 4. Ensure that rigorous risk assessment and accident management systems are in place to enable Faculty and Resource areas, including outreach centres, to undertake risk assessment processes to identify hazards and to ensure that appropriate control measures are in place. 5. Maintain a central record of all risk assessments and monitor recording within Directorate and Resource areas. Approve risk assessments for student trips, visits, work experience and workplace assessments. 6. Discuss areas for improvement with relevant staff and/or external bodies and agree appropriate corrective action. 7. Assist with fire risk assessments according to an agreed schedule and in line with legal requirements. 8. Liaise with Occupational Health Service staff on health surveillance where a risk assessment has identified a need, including carrying out stress risk assessments when required. Maintain appropriate records.

Provide College staff with comprehensive and relevant information and training on College Health and Safety systems and procedures, including advising on equipment purchase and workplace practices. 10. Maintain the accident and near miss database and prepare reports for Health and Safety Committee and Corporation, using statistical and other analytical tools. Inform the Health and Safety Executive (HSE) of accidents or incidents that require notification. 11. Undertake the planning and implementation of fire drills and other evacuation procedures, e.g. in the case of a bomb threat and as part of the College s Emergency Plan and Business Continuity teams. 12. Ensure that appropriate records are maintained in compliance with legal requirements, e.g. COSHH, and that necessary notices are displayed and reviewed. 13. Design and deliver training sessions on key areas of College activity in relation to Health and Safety and support the delivery of other training programmes, including new staff induction and Duty Manager training. 14. Be a member of the College s Health and Safety Committee, Criminal Convictions Panel and Safeguarding Committee and actively promote a safe environment throughout the College. 15. Attend regular update training on Health and Safety legislation and the application of key policies in an educational institution and advise College management of key developments and areas for change/improvement. 16. Ensure compliance with, and implementation of, all College policies and procedures that impact on the delivery of effective Health and Safety systems, including Data Protection, the Single Equality Scheme and Safeguarding. 3 CONDITIONS OF SERVICE The appointment is subject to the Conditions of Service for Business Support Staff. All successful applicants will undergo the following checks: Enhanced DBS 2 x References, one of which must be your current or most recent employer Qualification validation check Medical check SALARY The salary range for this post is from 26,277 to 28,733 per annum. Your starting salary will be dependent upon you qualifications and experience. Once you have successfully passed your probationary period, your salary will increase within the salary band on an annual incremental basis, until you reach the top of the salary scale. HOURS OF WORK The hours of work will be based on 37 hours per week, 52 weeks per annum. ANNUAL LEAVE The post carries 25 annual leave days, plus eight public bank holidays plus a further five concessionary days as leave to be taken at the Principal s discretion. After 2 years continuous service, your annual leave entitlement will increase to 30 days per annum. PENSION SCHEME The College operates an occupational pension scheme, namely the Local Government Pension Scheme. PROBATIONARY PERIOD All newly appointed staff have to serve a 6 month probationary period. During the probationary period you will have to attend the Corporate staff induction day, Equality & Diversity session, Prevent, Safeguarding Training session and Health & safety training session. Failure to attend these will prevent you from successfully completing your probation. LOCATION The successful applicant will be based in Redditch, but will be required to work at other locations from time to time. MEDICAL The successful applicant will be required to satisfy the Medical Officer as to his/her fitness to carry out the duties of the post. VALIDATION OF QUALIFICATIONS The College will undertake qualification validation by writing to the appropriate educational institute. Only those qualifications which are essential for the post will be followed up.
4 SAFEGUARDING The College is committed to safeguarding and promoting the welfare of children, young people and vulnerable adults, and expects all staff and volunteers to share this commitment. All newly appointed staff will be required to undertake safeguarding training during their probationary period. DISCLOSURE & BARRING CHECK All successful applicants will be required to complete and pay for a Disclosure & Barring Service check. The costs of this check will be deducted from the applicants first salary payment from the College. The College adheres to the DBS Code of Practice and has policies covering the Recruitment of Ex-Offenders and the Secure Storage, Handling, Use, Retention and Disposal of Disclosures and Disclosure Information. Copies of these are available on request.
