9 LESSON LEARN FROM DEPENDENCY ON FOSSIL ENERGY Petroleum dominate the world's primary energy mix by 2050 and almost all oil and gas resources located in the Middle East & Central Asia. This makes the Middle East & Central Asia is the areas that are sensitive to conflict Middle East geopolitical situation becomes one of the basic factors that increase in world oil and gas prices scarcity? Increasing demand in non OECD Asia Countries, make this region have important role in competition in the fulfillment of the energy supply increase in geopolitical tensions in the region? Volatility in oil price drive by several factor such us oil production (conventional & unconventional oil), oil demand, oil stock, speculation in oil trading, and geopolitics. The lower oil price have positive impact that many countries start to reform the energy pricing (reduce energy subsidies). But if there is no policy breakthrough, we will face the problem of dependence on oil and the development of renewable energy will be ignored Therefore: Diversification consumption of fossil fuels to fuel non-petroleum needed to ensure energy security world Potential non-fossil energy (renewable energy) is more spread out in almost all countries (quality and number could be different) 8

11 BASIC ASSUMPTIONS The projections cover the period of with 2013 used as the base-year. Indonesia's economic growth target of an average of 8% per year in 2020, and 7.5% in 2030 and becomes 6.3% in The population growth rate is above 1% until 2020, slowing to 0.8% in 2030 (BPS) and becoming 0.6% in 2050 (KEN - NEP). Urbanization growth follows the projections released by BPS (Central Statistics Agency), where the percentage of the population living in urban areas accounts for 52% by 2013, and 64% in 2030, then rise to 70% in Electrification ratio is set to be close to 100% in 2020 (KEN - NEP). Energy reserves only include proven reserves and potential. For KEN (NEP) scenario, have considered the use of high efficiency technology, that will affect the energy per capita. 2 10

34 POLICY REFORM ON FOSSIL ENERGY Enhance exploration of energy resources Reducing export of fossil energy gradually especially gas and coal and setting a limit of time to start disabling export Achieving the balance between the rate of increase of fossil energy reserves with allowable maximum production rates Minimizing the use of petroleum Ooptimizing natural gas utilization utilizing petroleum only for transport and commercial, which can t be replaced by other sources of energy Uutilizing natural gas for industry, electricity, household and transportation Developing energy buffer stock to improve energy security Aaccelerating the implementation of fuel oil substitution by gas in the household and transport sectors Accelerating the provision of infrastructure facilities for production, refining, transportation and distribution of energy Applying depletion premium used it for renewable energy development 33

35 POLICY REFORM ON ENERGY PRICING AND SUBSIDY Energy pricing and subsidy policy, include : Energy price is set based on the economic value and fairness. Regulating the electricity market through: Setting primary energy prices for power plant (specifically for coal, gas, hydro, and geothermal); Setting electricity tariff progressively ( is being discussed) ; the Government and local government authorities have a responsibility to provide subsidies, with the following considerations: the purchasing power of the public is still low; the price of renewable energy is more expensive than nonsubsidized oil fuel prices Subsidies only for the poor people; subsidies reduction on fuel and electricity is implemented gradually. 34

36 POLICY REFORM ON RENEWABLE ENERGY To encourage the utilization of Renewable Energy by: Iimplementing feed-in tariff for renewable energy; Fiscal and non fiscal incentive to stimulate energy diversification and renewable energy development Regulating the renewable energy market, among others: Setting minimum quota of electric power from renewable energy sources; Setting liquid and gas fuel sourced from new and renewable energy Setting the renewable energy price based on the following : to compete with energy price of petroleum; to calculate a rational energy prices by taking into account the local renewable sources. 35
