1 POSITION DESCRIPTION Position: Department: Reporting to: Directly Supervising: Chief Financial Officer (CFO) Finance and Administration The Warden (CEO) Manager of Finance and Accounting, Manager of Administration and Compliance, Manager of Information Technology Services, Manager of Property and Facilities, and Executive Assistant Date: August 2014 POSITION SUMMARY Trinity College has a turnover of $40 million dollars with significant funds under investment. It has several campuses, over 1800 students, 300 staff and draws students from over 20 countries. Its income is derived from a range of educational divisions including a Residential College, Theological School, a large Foundation Studies program for international students seeking entry to the University of Melbourne, and short courses and conferences. The Chief Financial Officer (CFO) is responsible for finance and administration, information technology services and property and facilities across the College. This role requires a capacity to work with both a strategic and an operational focus, contributing to, and working within, the strategic purposes and plans of the College, but also bringing careful attention to the detail of operational implementation. In sum, the CFO is responsible for: management of the College and Foundation financial performance strategic financial management, including cost and revenue optimisation, and management of investments, accounts and payroll maintenance of buildings, property and grounds legal affairs and compliance including tax matters, contracts and risk management information technology services achievement of the agreed Sustainability goals and reporting other aspects of College management and administration as agreed

2 KEY SELECTION CRITERIA Senior level financial management expertise, including taxation, compliance, reporting and legal issues. Tertiary qualifications with senior leadership experience and a CPA/CA accreditation. Significant experience in working with, advising and/or supporting Boards, preferably with non-profit exposure. Proven stakeholder relationship management Proven general management experience with the ability to oversee administrative functions. Working knowledge of contracts, asset management and insurance. Excellent interpersonal skills, diplomacy and political nous. Superior problem solving ability and the ability to negotiate successful outcomes in potentially challenging circumstances. Strong organisational, project management and leadership expertise. Ability to understand information technology systems, especially business systems. An interest in and desire to contribute to the educational vision, values and planning and strategies of the College. An understanding of and commitment to compliance of Occupational Health and Safety requirements. KEY RESPONSIBILITIES The CFO has four senior direct reports who are responsible for managing the operations of their area. The CFO is responsible for all of the following areas. 1. Strategic financial management, including cost and revenue optimisation, and management of investments The Chief Financial Officer (CFO) is responsible for all aspects of the financial performance and position of the College, maximising revenue and containing costs. The CFO seeks to maximise the funds available for long-term educational purposes. The CFO will be responsible for the preparation of operational and capital budgets and reporting performance against budget, the preparation and evaluation of capital investment proposals (excluding those that are the responsibility of the Major Projects Office) and presentation of these to the Board. The CFO ensures the timely preparation and presentation of: management accounts including performance against budget and projections, for both current and capital expenditure the annual budget, including operating and capital budgets, and 5-year cash flow projections the annual audit process and audited financial accounts for Trinity College and Trinity College Foundation regular financial reports for the Trinity College Foundation and sub-entities and Committees of the College Board (e.g. Theological School Committee, Executive Committee of the Foundation, Art Committee and other committees as required), and

3 the treasury function including banking arrangements, investments, cash flow analysis and projections The CFO oversees all aspects of the accounts and payroll functions of the College, including establishing and maintaining proper financial controls. 2. Maintenance of buildings, property and grounds The Chief Financial Officer is responsible for the efficient and cost-effective provision of all property and facility services at all sites owned or leased by the College, including: effective operation of the planned and preventative maintenance program and emergency management services tendering for the College s key maintenance services procurement ensuring regular reporting performance against Sustainability goals in the areas of carbon emissions, waste and recycling and water consumption emergency response, security and crisis management OHS matters across the College that relate to the physical infrastructure of the buildings, properties and grounds liaison with the University as required on matters involving property, facilities and security matters 3. Legal affairs, risk and compliance The Chief Financial Officer is responsible for: the review and execution of all contracts the College s legal affairs, including ensuring meeting compliance requirements fulfilling all the College s taxation obligations ensuring that the College fulfils its requirements as a trustee of the Managed Trust and Foundation funds risk management including the annual risk review, business continuity and crisis management College insurances 4. Information Technology Services The Chief Financial Officer is responsible for the provision of Information Technology Services (ITS), ensuring provision of appropriate computing services to staff and students including: cost-effective, innovative and robust provision of IT systems; identification of opportunities for use of ITS to improve educational and other elements of the College s work, including productivity improvements and cost savings; implementation of strategies for disaster recovery.

4 SENIOR LEADERSHIP The Chief Financial Officer is responsible for various other aspects of College management and administration. These include, for example, the production of Board papers (as Secretary to the Board) and papers for the following Board Committees Finance Committee Investment Management Committee Risk Management and Audit Committee Theological School Committee Executive Committee of the Foundation The Chief Financial Officer will undertake any other duties appropriate to the position as required by the Warden or the Board. The CFO is responsible for the implementation of the initiatives and the targets contained in the College Sustainability Plan: Taking Responsibility for a Sustainable College (October 2010). ORGANISATIONAL CHART

5 WORKING RELATIONSHIPS: The Chief Financial Officer is responsible to the Warden and appointed by the Board on the recommendation of the Warden. The CFO is Secretary to the Board and is a member of Finance Committee Investment Management Committee Risk Management and Audit Committee Theological School Committee Foundation Executive Committee Council Senior Management Team Senior Staff Employee Relations Committee OCCUPATIONAL HEALTH AND SAFETY (OHS) All staff are responsible for safe work procedures and instructions. Employees must: Cooperate with the College in relation to activities and training taken by the College to comply with OHS legislation as well as, Trinity College OHS Policy and Procedures. Comply with the OHS guidelines in the Staff Terms and Conditions. Adopt work practices that support OHS. Take reasonable care for their own health and safety and the health and safety of other people who may be affected by their conduct in the workplace. Seek guidance for all new or modified work procedures for work safe practices. Ensure that any hazardous conditions, near misses and injuries are reported immediately to the supervisor. Participate in meetings, training and other environment, health and safety activities. Not wilfully place at risk the health or safety of any person in the work place. Not wilfully or recklessly interfere with or misuse anything provided in the interest of environment health and safety or welfare. Supervisors are responsible for: Developing and recommending new safe work procedures and practice, as required, in conjunction with relevant persons and in compliance with legislative requirement and Trinity College OHS Policy. Providing all staff with relevant OHS information in an appropriate, timely manner. Providing personal protective equipment and clothing if hazards or risk cannot be fully eliminated. Providing adequate supervision through technical guidance and support. Identifying and controlling hazardous conditions and where possible reduce risks or eliminate. Providing appropriate facilities for safe storage, handling and transport of hazardous substances. Ensuring that all accidents and incidents are reported.

6 Managers and Directors/Deans are responsible for: Implementing and maintaining procedures in compliance with legislation and Trinity College OHS Policy by regular monitoring of staff compliance through performance review. Conducting regular inspections to identify risk/aspects, implementing corrective action and arranging monitoring where required. Ensuring that all staff, including contractors under local control, are appropriately inducted. Providing relevant OHS information and ensuring appropriate training. Ensuring all risk issues that have been identified are monitored and recorded. Ensuring consultative structures and staff participation by conducting regular section meetings to discuss OHS issues.
