Preparation of contiguous land patches including minimum private and forest land taking into account the Land Data & Mapping the same on the Village Map. 2. Verification of the identified contiguous patches with Satellite survey and field verification in critical cases. 3. Preparation of Land Schedule and Land Map in Tracing Cloth required for filling of alienation proposal. The Consultant of repute, who have completed more than one project of similar type within preceding 03 years ending March,2014 need only participate in the prescribed format. The Bid Document comprising of eligibility criteria, Scope of the work, Instruction to Bidders, Draft Agreement etc., can be downloaded from our web site (Media Release) from dtd up to 5 P.M. of dated The bid super scribing the above mentioned work should reach the CGM (Land), IDCO, IDCO Towers, Bhubaneswar latest by dtd up to 5 P.M by Regd. Post or Speed post only. The Bid should consist of detail strategy, Credentials of the farm, work experience, work in hand, Turnover for the last 3 (Three) years and cost of bid Document Rs.5,000./-(Rupees five thousand) only (Non-refundable) in shape of Demand Draft drawn on any Nationalized Bank in favour of Odisha Industrial

2 Infrastructure Development Corporation payable at Bhubaneswar, PAN & Service Tax Regd. Number etc. The financial offer should be only percentage basis of total project cost. The Firm is to specify clearly the taxes (if any) required to be paid beyond the quoted price and to be submitted in separate envelope. The Technical Bid will be opened on Dtd at 4.00 P.M in the Board room of IDCO in presence of the bidder or their authorized representative. After evaluation of the Technical Bid, the qualified firms would be required to give a Power Point Presentation in support of their detailed strategy before a committee. The financial bids of short listed firms based on technical evaluation of their concept plan and power point presentation will be opened on the same day for evaluation by the Committee and the selected Agency/ Agencies will be intimated in due course. Time line for completion of the Project is annexed. IDCO reserves the right to accept or reject, modify any or all proposal without assigning any reason thereof. 3 SCOPE OF TIME LINE OF THE PROCESS 1. Pre Bid conference at IDCO Conference Hall and issue of clarification to the interested bidders 2. Submission of Bid by interested agencies / consultants. 3. Opening of Bid / Technical evaluation & Power Point presentation. By at 3.30 PM By up to 5.00 PM By at 4.00 PM 4. Issue of work order By Superimposition of the land data received from Collectors on the village maps. Identify contiguous patches (may be over many villages). 6. Authentication of the identified contiguous patches with satellite image and field verification in critical proposals. By By Submission of Land Schedule, Land Map for the contiguous patches for filing of alienation/ acquisition proposal. 4 Introduction: IDCO proposes to create Land Bank of about 50,000 acres (Phase-I) for promoting industries in the State and have selected following 8 regions for such Land Bank: 1. Dhamra region in Bhadrak / Balasore Disitrict (Some un-surveyed land is also available in the same patch (between CRZ line and Saline embankment) which should be brought to revenue record and used / reserved for Land Bank. 2. Paradeep Region. Land in Kendrapada and Jagatsinghpur districts beyond Mahanadi River on the left side of National Highway No.5A. 3. Bhubaneswar Region. Bhubaneswar-Khurda-Nayagarh, Bhubaneswar-Jatni, Bhubaneswar-Baranga- Athagarh area. 4. Gopalpur Region in Ganjam. Gopalpur sea coat to Rusikulya coat & unutilized land of IRE project. 5. Sambalpur-Jhasuguda Region. Gosala & Chipilima Area. 6. Sundergarh-Rourkela Region. 7. Dhenkanal-Angul Region 8. Koraput/Rayagada- Kashipur Region. Un-surveyed Land in Rayagada and Koraput districts be utilized for creation of land bank for compensatory afforestation in respect of forest diversion proposals. For this purpose IDCO has received information about 4 Lakhs acres of land in about 4,000 (approx.) villages spread across 20 districts. Such land parcels are to be identified on cadastral maps and are to be verified for their contiguity. Land patches are to be formed in verifying sizes including few interspersed private land/ forest land, etc. Final alienation proposals are to be filed in consultation with IDCO. The work is to be executed in a Mission Mode and requires adequate manpower and infrastructure for timely completion. Organisations having necessary domain experience and conversant with modern technologies of GIS/ Remote Sensing are required to submit their EoIs in prescribed format for necessary evaluation and selection by IDCO. The objective, scope, deliverables and timeline for the project along with selection process for outsourcing the activity is given below: 4 P a g e

Verification of the identified contiguous patches with Satellite survey and field verification in critical cases. 3. Preparation of Land Schedule and Land Map in Tracing Cloth required for filling of alienation proposal. Scope of Work: 1. Analysis of information received from districts and prioritization of villages for mapping and analysis. Identification and mapping of land parcels in different villages as per list provided by IDCO. (Note: Scanned cadastral map sheets (.Cal file), Digitized village maps (.shp /.dwg files) along with village wise list of land parcels with their Khata No., Area and Kissam shall be provided by IDCO). 2. Verification of village contiguity and formation of village mosaic (cadastral composite) of adjoining villages. Identification of contiguous patches of land parcels as per list 3. Geo-referencing of contiguous patches with respect to satellite image (google maps) and preliminary study of site suitability (road/ railway connectivity, terrain, water availability etc.) for various developmental projects/ industrial development projects in required cases. Limited cases may require field verification for such confirmation. 4. Selection of final land patches (for Land alienation and Compensatory Afforestation separately) in consultation with IDCO. 5. Preparation of land schedule and land map for the contiguous patches and preparation of land alienation proposals for IDCO. 6. Preparation of data bank for Compensatory Afforestation sites with maps and land schedules. Deliverable: 1. Patch wise land plans indicating CAF land supported with land schedules. Timeline: The work for 50,000 acres is to be completed by 31 st March, Instruction to Bidders: As explained earlier, the work is critical in nature and is to be completed in a time bound manner. Consultants having substantial prior experience, domain knowledge, and having adequate local infrastructure and human resources to complete the work in time are to submit their Techno-Commercial proposals as per following. The selected organization (Consultant) is to deploy all necessary resources such as GIS mapping facility, trained and experienced man power as may be required for smooth and timely execution of the assignment. 6 P a g e

7 The EOI may be submitted in 3 sections as enumerated below: Section A: Documents in support of eligibility a. Organization details (refer Form 1) b. Auditor certified Turnover (original) statement on annual income from services (excluding supply items) for the past 3 years along with auditor certified Balance sheet and Financial statements. c. Registration certificate of the organization along with copies of work orders indicating proof of working experience in Land Acquisition. d. Completion certificates for at least one similar work. e. Copy of PAN card and IT return for financial year f. Copy of Service Tax registration and return for financial year g. Copy of EPF registration. h. Earnest money deposit (EMD) for Rs.50,000/- (Fifty thousand only) in form of Demand Draft drawn in favor of Odisha Industrial Infrastructure Development Corporation payable at Bhubaneswar.(After selection of the agency). i. Authorization for signing and submission of EoI j. Undertaking against fraudulent practices/ black-listing Section B: Technical Proposal a. Past experience preparing similar land acquisition/ alienation proposals using cadastral maps/ RoR data. (refer Form 2) work in hand with GIS package / software, Remote sensing, GPS / DGPS and recognisation by National and State Nodal agency. b. Proposed methodology enumerating approach, work process, resource deployment, deliverables and timeline to fulfill desired objective and scope of work within the specified time schedule. NB: The organization may be required to make a presentation on the above along with credentials of the organization in land acquisition / alienation processes. Section C: Financial Proposal (Please refer Form 6) EOI Evaluation The EoI evaluation will be a Quality and Cost based Selection, giving weightages as per following:- Technical Proposal: 70% Price Proposal: 30% 7 P a g e

8 Technical Proposal shall be evaluated in two stage. Stage-1: Examination of documents in support of Eligibility (Section A). Technical evaluations shall not be made for bidders failing to meet the laid down Eligibility Criteria. Stage 2: Technical evaluation, based on past experiences, shall be carried out for eligible bidders (after stage 1 evaluation) by assigning Technical Scores (to Section B) as specified below. Joint-venture proposals are not acceptable The organization (bidder) shall bear all costs associated with the preparation and submission of its proposal and IDCO will in no case be responsible or liable for these costs, whether or not the proposal is finally accepted. EOI is to be submitted in a sealed envelope. The documents are to be arranged systematically into Section A (Documents in support of Eligibility), Section B (Technical Proposal) and Section C (Financial Proposal) as per instructions and formats provided for the purpose. to be kept in two sealed separate envelops with appropriate superscription. All the sealed envelopes should be kept in an outer sealed envelope for submission. The outer envelope must show the name of the participating organization, address and should be super-scribed as Selection of Agencies/Consultants for Preparation of Land alienation proposals for IDCO s Land Bank. Complete offers are to be addressed to Chief General Manager (Land), IDCO, IDCO Towers, Janpath, Bhubaneswar Offers duly filled and accompanying all supporting documents, should be submitted on or before by 5.00 PM after which no tenders would be accepted and would be liable for outright rejection. 8 P a g e

9 The EoIs will be opened at IDCO Board Room, Bhubaneswar on at 4.00 PM. Participating organisations may depute one of their representative to remain present at the time of opening. Incomplete, illegible and unsealed EoI/ Proposals will be rejected. Telegraphic EoIs will not be accepted and no correspondence will be made in this matter. All offers should be made in English. Conditional offers, and offers qualified by such vague and indefinite expression such as Subject to immediate acceptance, Subject to prior sale etc. will not be considered. The Price and conditions of the offer should be valid for at least a period of 90 days from the date of opening. EoIs with validity of less than 90 days may be rejected. Participating organization shall carefully examine the EOI documents and the technical specification and fully inform themselves as to all the conditions and matters, which may in any way, affect the work or the cost thereof. The Corporation reserves the right to accept or reject any proposal without assigning any reason thereof. 9 P a g e
