1 JOB DESCRIPTION Job Title: Emergency Response Manager, Gaza Response, AA Palestine Department: Programme Job Family: Program Reports to: Country Director Grade: Location: Direct Reports: Head office with travels to the field and internationally as required Project staff Job Role Role Overview: The Emergency Response Manager is responsible for the management and implementation of ActionAid s Emergency Response in Gaza in line with the humanitarian principles, standards and guidelines that ActionAid is committed to, as well as AA Palestine s country strategy. S/he provides leadership to ensure the quality delivery of the emergency response in Gaza. He/she works closely with the AA staff develop a competent and committed team to work on the project and build the capacity of local partners in the area of emergency response which integrates AA s core approaches including HRBA, women s leadership, accountability, links to longer term development, etc. Role Dimensions This role influences outcomes directly and clearly contributes to the emergency response activities of ActionAid Palestine. The role directly contributes to the organisation's overall performance in the emergency response. Accountabilities Key Accountabilities / Responsibilities: Key Activities Representation In coordination with the Emergency Response Coordinator, represent ActionAid and promote the organization in relevant meetings and forums- like UN Clusters Maintain an effective working relationship with SMT members to ensure that there is effective coordination of all activities in support of the emergency response Strategic alignment of emergency response with international humanitarian standard, AAI approach and AA Palestine strategy Follow the humanitarian principles, standards and guidelines that ActionAid is committed to, and ensure these are adhered to by ActionAid staff, partner staff, employees and volunteers Ensure AA s principles and approach to emergencies are integrated into the response and incorporates key aspects of AA s work in emergencies (including HRBA, women s leadership, accountability, links to longer term development, etc.) Link policy work with programme activities to bring coherence between policy and programme work, ensuring a bottom up approach to policy work Ensure emergency response programme is linked to a medium to longer term strategy

2 of AA Palestine with clear hand over/phase out plan Ensure that all planned activities are culturally sensitive and take into account the local context, and are in line with the Red Cross and NGO Code of Conduct, Sphere minimum standards (if applicable), HAP requirements/ Joint Standards and humanitarian principles. Ensure that environmental and sustainability issues are considered; transparency & accountability tools, processes and mechanisms to rights holders are in place. Establish mechanisms for accountability to disaster affected communities Oversee the implementation of emergency responses Take lead in designing emergency response plan Lead Rapid/ Detailed Needs Assessment Design and produce the ERP in consultation staff, Partners and AAP SMT Make recommendations to the CD for the capacity required from the Federation for the implementation of the ERP M&E and reporting Lead the development of an effective monitoring and information system which will facilitate the availability of high quality, sex disaggregated data, and the measurement of both quantitative and qualitative change Ensure timely and quality delivery of i the response activities according to the Emergency Response Plan Produce high quality, timely project and donor reports Conduct regular field level visits to programme areas and units to provide support, supervision and guidance on programme implementation Provide regular updates to Accountability Team and AA Palestine SMT Fundraising Partnerships, Partnership Relationship management and Networking Human Resources Based on project design with the SMT and Gaza team, develop funding proposals, in conjunction with relevant parts of the International Federation Link with international donors in country to promote AA s response and secure funding to Coordinate with external actors and coordination mechanisms at country level to ensure that donor requirements and compliance are met Support Partner appraisal and selection process, the development of MOUs etc Work with Partners to strengthen monitoring capacity and support partners to to practice HRBA, women s leadership and accountability to communities Build capacity of partners to develop programmes that effectively link emergency response to longer term programmes Involve in the recruitment of local staff and volunteers to implement the emergency response programme Manage and guide the staff of the emergency responses program to ensure that they are appropriately trained and can carry out their responsibilities to the required standards Provide induction, training, coaching, mentoring and advice to supervised staff to ensure that they understand and carry out their responsibilities effectively Assign performance objectives and conduct comprehensive performance appraisal of supervised staff and provide / obtain feedback when necessary to supervised staff

3 Work with Human Resource Function to identify training needs, development opportunities and recommend relevant training for supervised staff Manage and supervise volunteers and interns in accordance to AA Palestine Volunteer and Intern Policy) System, Policies and Procedures Budgeting and Planning Financial Implement all necessary policies and procedures to ensure that correct procedures are followed by staff under supervision Adhere/ comply with approved organisational policies and procedures Develop, monitor, and update emergencies response budget to ensure sound management of budget Develop, monitor, review and update the quarterly and monthly work plans and budgets of the program Control expenditure and disbursement of resources from the emergencies responses budget to ensure compliance with financial policy Monitor and advise on programme/project spending and variance reports Review and approve partner financial requests Typical People Responsibility Approximate number of people managed in total 4-5 Team Leader Grandfather- manager of Team Leaders/Managers Own country Geographic Region Multiple Geographic Regions Remit covers all CP/AP locations (in-country) Financial (limits/mandates) Direct departmental budget: Organisation-wide expenditure Internal (to ActionAid or team) SMT members, IPM-Asia, IHART, Accountability Team for AAP- ERP partners, Gaza Response, AA Fundraisers, International policy/advocacy staff Yes What is the global remit? 4 Person Specification Education & Certifications Bachelor Degree in humanitarian, social sciences, development studies or management. Masters Degree in any relevant social sciences discipline from a recognized institution is preferred. Training in Project planning and management, Human Rights Based Approach, Participatory approaches and methodologies, Governance, Civic empowerment and Accountability, Monitoring and Evaluation Essential Experience At least 5 years relevant experience in a multi-culture working environment, of which 3 years must be in a senior programme / large scale project management position. Experience working in emergency responses project in Gaza is an advantage. Experience in designing, setting up and coordinating the monitoring, evaluation and impact assessment systems and processes of a emergency responses programme Essential Knowledge In-depth understanding of Human Rights Based Approach and humanitarian emergency responses Understanding of the project cycle management Excellent understanding of development partnerships, fund-raising, reporting, donor strategies, functions, governmental and international relations in the country Good knowledge of finance and accounting systems ActionAid Strong knowledge of M&E and quality assurance methodologies Essential Skills Excellent planning, organisation, time management, and coordination Excellent presentation, communications skills Leadership and management Crisis management and conflict resolution Fluency in written and spoken English and native / national language Proficiency in MS Office Ability Work under stressful and insecure environment Work with diverse stakeholders Work on own initiative with minimum supervision and to stay on task Work under pressure and tight deadlines Travel frequently Personalities A person who is adaptive, diplomatic, mature and decisive This Job Description covers the main tasks and conveys the spirit of the sort of tasks that are anticipated proactively from staff.
