Position location to be determined by home country of successful candidate within the South Asia & Pacific Region where WVI is registered to operate. BACKGROUND: The Asia-Pacific region experiences a significant number of disasters annually compared to other regions. In recent years, WV responded to natural and man made disasters such as cyclones/typhoons, earthquakes, major flooding and armed conflict. In the SAP region, examples include the earthquake in Nepal, typhoon Haiyan in the Philippines, cyclone Sidr in Bangladesh, the Asia Tsunami in 4 countries, as well as annual flooding in Indonesia, India, Bangladesh, Nepal, Sri Lanka, and the Philippines, including the ones that have impacted mega cities such as Jakarta and Manila.. The HEA Regional Director position provides strategic leadership in the implementation of HEA operations in the SAP region depending on the emergency response level. The HEA Director is responsible for ensuring that HEA operations in preparedness, response, mitigation and transition management meets both WV and international standards. A central component of the role is to connect NO and RO staff, capacity, programming, needs and innovation based on context similarities and networks, and also to provide strong Disaster Management and Humanitarian leadership to a diverse portfolio of functional and sectoral areas. The role will also facilitate collaboration for innovation and Child Well Being (CWB) impact, especially as it relates to disaster risk reduction and resilience. The focus of the role is both strategy-informed and demand-driven. The Humanitarian & Emergency Affairs (HEA) team collaboratively works with other technical specialists under the oversight of the Director of Integrated Programme Solutions Department. However, during large-scale humanitarian emergency responses (i.e. Category III or Global Responses), the HEA Director automatically reports to the Regional Leader. The HEA team maintains strong integrating relationships within the SAP regional functions as well as close working relationships with the East Asia Regional Office (EASO) HEA team and the World Vision Global HEA department. The HEA Director also plays an important liaison role with regional and global humanitarian actors in the Asia-Pacific region.
2 PURPOSE OF POSITION: Provide Regional and National Offices with strategic leadership and advisory support for Disaster Management in alignment with World Vision and international standards. This includes ensuring appropriate strategies, structures, standards, staffing and resources are available to meet humanitarian and disaster management needs in order to sustain child well being, protect child rights and impact the most vulnerable. KEY RESPONSIBILITIES: Leadership: Advise and support the Regional Leader, Senior Director of Operations, and the Director of Integrated Programme Solutions in their leadership and engagement on matters related to HEA operation in the SAP region. Provide leadership and advise during emergency crisis ensuring appropriate response and prompt relief services according to WV and international standards. Advise and support the National Directors in all relevant ministry aspects of disaster management and HEA operations during emergency response levels; ensuring that all key stakeholders are involved. Practice servant leadership and be a role model for the staff team, peers and others. Strategy: Lead the development of SAP Disaster Management strategic guidance and annual business plans in support of and in alignment with overall SAP regional strategy and global HEA strategies and priorities. Contribute to the development of regional strategy and regional secondary strategies ensuring that HEA priorities and implications are considered. Contribute to formulation of global HEA strategies, priorities and plans ensuring that regional priorities are integrated and prioritized. Support the National Offices in developing HEA or Disaster Management strategic guidance, priorities and plans in alignment with the regional and global strategies and priorities.
3 Collaborate with the HEA Regional Director from the EAS Region to ensure optimum strategic positioning of the Asia Pacific Region. Management: Ensure that all staff have appropriate performance indicators, learning development plans and resources required to perform their jobs efficiently and effectively. Ensure that HEA implementation is within the approved annual plans, budgets and project agreements. Ensure that all narrative and financial reports are promptly submitted to donors. Coordinate with the HEA Regional Director from the EAS Region to ensure efficient management and utilization of shared staff and resources including the regional 2% Disaster Management Capacity Building Funding. Technical and Operational Support: Collaboratively work with National Offices providing advice, guidance and support in determining the level of response to disaster and mobilizing resources for the emergency response. Leverage emergency response resources including people, budget and infrastructure to ensure smooth relief operation. Ensure accurate and prompt emergency report updates and communication during emergencies. Collaboratively work with National Office, GC HEA and regional HEA team in ensuring smooth management and operational transition after major relief operation. Facilitate the development of crisis country clusters for emergency response at sub-regional level. Facilitate the monitoring, evaluation and documentation of HEA response in NO. Provide oversight and leadership for proposal development and program design processes for multi country programs. Develop and adapt effective HEA models and strategies in disaster preparedness, mitigation and response. Ensure appropriate technical support to regional and multi country initiatives and projects.
4 Support National Offices in developing their program designs, systems, policies and procedures for effective Disaster Management programmes and humanitarian operations including development of relevant LEAP3 Technical Approaches and Technical Programs. Capacity Building: Lead the assessment, development and implementation of an integrated regional capacity building plan based on regional HEA priorities and strategy. Provide leadership to HEA regional capacity building projects / initiatives in alignment with global HEA capacity building framework and strategies. Advice National Offices on HEA core competencies and capacity requirement at national level. Share / facilitate access to HEA training resources and support opportunities for national offices. These may include engagement of trainers, establishing institutional links, identifying opportunities for staff exchange or mentoring. Learning and Knowledge Management: Lead the process of continuous learning in HEA practices, systems and tools that will enhance the efficiency and effectiveness of the organization. Encourage mutual learning between National Offices within the Asia Pacific Area and between other regions. Contribute to establishment and use of HEA regional data bases and e-resources including regional good practices relating to human resources and organisational development as part of wider knowledge management strategy. Facilitate formation and coordination of regional HEA forum or network that contributes to strategy action and promotes learning. Facilitate the documentation of best practices and contribute to the community of practice and center of excellence. Learning and collaboration with East Asia Region. As appropriate, maximise strategy execution with cost effective learning and collaboration with East Asia, to increase staff competencies, programme impact and resource generation.
5 Quality Assurance/Risk Management: Ensure that HEA operation is compliant to WVs policies, procedures, practices and standards. Ensure that HEA operation is compliant with international standards, practices and procedures such as People in Aid, Red Cross Code of Conduct, SPHERE etc. Collaborate with Regional Program Quality team in adapting and integrating DME standards, LEAP framework and tools in HEA planning for disaster preparedness and mitigation. Support the SAP Director of Programmes, the National Directors and the HEA Directors/Managers in the National Offices in addressing alignment of the National Office strategies, quality and needs related to HEA. Ensure that all HEA operation minimize and mitigate audit risks. Internal and External Liaison and Coordination: Act as a strategic link and focal point for regional HEA connecting National Offices, Support Offices and Global Center for mutual support. Participate and actively contribute to partnership forums, working Groups and networks related to HEA in alignment with regional strategy and HEA strategic priorities. Work with other members of the SAP team to ensure sound HEA practices within the wider ministry of World Vision in the region. Develop external strategic HEA networks and linkages with other International Organizations, NGOs, donors, government agencies etc to expand HEA network in Asia. Pacific in coordination with the HEA Regional Director of the EAS Region and the SAP Business Development and Relationship Management Team. General: Work closely with the members of the SAP SLT to promote mutual learning, support and accountability. Lead and support Christian activities that enrich and develop spiritual growth. Perform any other tasks assigned by the RL and the Director of Programmes.
6 Powered by TCPDF ( KNOWLEDGE, SKILLS & ABILITIES: Graduate degree qualification and/or professional qualification in Development Studies, Management or MBA. Strong empirical knowledge of Humanitarian Sector including humanitarian charter, laws and standards. A thorough understanding of minimum standards in SPHERE, Red Cross Code of Conduct, People in Aid, Child Rights. Strong critical, strategic, creative and innovative thinking. High level awareness of global, regional socio-economic and political issues in Asia Pacific. Excellent oral and written English skills. Strong analytical, organizational, facilitation and leadership skills. Demonstrated collaboration and team building skills. A proven record of developing people in a cross-cultural setting and initiating and implementing organization change. A mature and committed Christian who can lead Spiritual Nurture activities. At least 8-10 year experience in Program Management in a complex, international organization preferable in NGO context. Minimum of 5-7 year experience in handling Humanitarian Emergency Response. This role involves the coordination with geographically dispersed NO HEAL teams located in national offices. Work Environment: The position requires ability and willingness to travel domestically and internationally up to 35% of the time.
