INTRODUCTION Fr the first time in wrld histry, glbalizatin is reaching every crner f every business. All users f chemical prducts thrughut the wrld need t knw what chemicals are present and the hazards. Sund management f chemicals includes systems thrugh which chemical hazards are identified and cmmunicate t all wh may be expsed. GHS cuts away the wasted time and effrts frm cnfusin, incnsistent requirements that ultimately reduces wrker prtectin. The fcus n this prgram is t intrduce what emplyers will need t knw abut the new GHS that OSHA will adpt. PROGRAM OUTLINE Why Switch t GHS? Several classificatins and labeling systems exist at the natinal, reginal and internatinal levels. While the laws and regulatins are similar, they are different enugh t require multiple labels fr the same prduct depending n where marketed fr internatinal trade. 2 The prime reasn fr the GHS is t standardize the classificatin and labeling f chemicals n a wrldwide basis accrding t their health, physical and envirnmental hazards. Withut ne unified system, it is impssible t ship t anther cuntry r get gds frm suppliers in anther cuntry. In the U.S., GHS invlves nly OSHA the U.S. participatin in its planning was crdinated between the Cnsumer Prduct Safety Cmmissin, the Department f Transprtatin, the Envirnmental Prtectin Agency, and the Natinal Institute fr Occupatinal Safety and Health and the Fd and Drug Administratin all under the U.S. Dept. f State. Knw the elements f the new prgram and, f curse, ensure that all emplyees are well trained. Implementatin There is n internatinal implementatin schedule fr the GHS. Reasn fr n schedule (1) each natin that participates in GHS has the right t apply, reject r change the system under its wn system f laws; (2) sme chemicals are already heavily regulated s emplyers and suppliers will be eager t have ne clear system. Adpting GHS in Every Wrkplace GHS is nt a frmal regulatin r a standard but is a vital link t active participatin in the glbal business netwrk fr safe and healthful prductin. The Purple Bk prvides infrmatin t help develp r mdify existing prgrams. What s New fr GHS? Hw OSHA and GHS differ and when and hw t implement the changes. The new system takes advantage f pictgrams, hazard statements and signal wrds such as danger and warning t cmmunicate hazard infrmatin lcated n prduct labels and safety data sheets. MSDS will sn be called Safety Data Sheets. GHS Training A requirement f GHS is t prvide wrker training. Emplyers using chemicals must receive new r updated training. U.S. training prcedures fr Hazard Cmmunicatin are mre detailed than the GHS training recmmendatins. 3 GHS requires basic training fr mre prducts and mre f their dwnstream uses. If prducts are imprted frm cuntries that implement GHS prir t the U.S. and Canada, emplyee training must begin when thse prducts are purchased. GHS Safety Data Sheet Replacing HAZCOM s frmer MSDS with GHS safety data sheet (SDS) prvides cmprehensive infrmatin abut the chemical prduct. MSDS currently have 8 t 11 sectins; SDS will cntain 16 sectins: identificatin hazard identificatin cmpsitin and infrmatin n ingredients first-aid measures fire-fighting measures accidental release measures handling and strage expsure cntrl/persnal prtectin physical and chemical prperties stability and reactivity txiclgical infrmatin eclgical infrmatin dispsal cnsideratins transprt infrmatin regulatry infrmatin ther relevant infrmatin The Benefits The gal f hazard cmmunicatin is t ensure that users f chemical prducts are prvided with adequate, practical and cmprehensive infrmatin n the hazards f thse chemicals. There is sme cncern fr the size f the pictgrams as they may be cnfused with a transprt pictgram r diamnd. The new standardized label includes: Symbls r hazard pictgrams used t cnvey health, physical and envirnmental hazard infrmatin. A new hazard symbl featuring a white sprawling mass within a bust f a human is intrduced which is used fr carcingens, mutagens, reprductive txicity, aspiratin hazards, and respiratry sensitizers. Label pictgrams will have a black symbl n a white backgrund alng with a red diamnd frame. Recmmendatin n the transprt f dangerus gds: flammable gases and aersls xidizing gases and gases under pressure. a flammable liquids and slids xidizing liquids rganic perxides and crrsives Additinal label elements included in the system: Precautinary statements which are measures t minimize r prevent adverse effects. Prduct identifier r ingredient disclsure which includes the name r number used fr a hazardus prduct n a label r in the SDS. Supplier identificatin will include the name, address and telephne number n the label.
