1 NATIONAL CLINICAL AUDIT OF SEIZURES AND EPILEPSIES IN CHILDREN AND YOUNG PEOPLE (EPILEPSY12) PROJECT BOARD EPILEPSY AUDIT CLINICAL LEAD CALL FOR NOMINATIONS To serve The National Clinical Audit of Seizures and Epilepsies in Children and Young People, better known as Epilepsy12, is delivered by the Royal College of Paediatrics and Child Health (RCPCH). It was established in 2009 to support professionals, families and commissioners in improving the provision of care provided by paediatric epilepsy services for children and young people with seizures and epilepsies. Epilepsy12 is funded by NHS England, the Scottish Government and the Welsh Government and is commissioned by the Healthcare Quality Improvement Partnership (HQIP) as part of the National Clinical Audit and Patient Outcomes Programme (NCAPOP). The RCPCH is looking to recruit a National Audit Clinical Lead for Epilepsy12 to work with us from 1 April 2017 at the start of the next contract award period. The RCPCH aims to build on the high levels of engagement across the UK which were established during rounds 1 and 2 of the audit between 2009 and 2014 and to provide a high value audit which will encourage significant improvements and equality in clinical outcomes, practice and patient experience. Epilepsy12 will audit delivered epilepsy care against recommended care using metrics and key performance indicators derived from the NICE guidelines and quality standards and the Children and Families Act By identifying the areas which require improvement, the audit will inform action planning at a unit and regional network level, whilst helping hospital management, commissioners and national policymakers to prioritise future funding and support. Overall aims of the audit are to: Assess whether children and young people accessing paediatric epilepsy services in England, Scotland and Wales receive consistent high quality care in relation to the Epilepsy12 audit measures which align with a set of professionally agreed guidelines and standards Identify areas for quality improvement in paediatric epilepsy services in relation to the delivery and outcomes of care Maintain a clinically meaningful dataset Engage with clinicians and parents and other key stakeholders Improve the awareness of Epilepsy12 key findings and recommendations in order to maximise their use to drive national policy Encourage the use of Epilepsy12 data in local and national quality improvement activities and initiatives 1
2 Support a regional network approach to quality improvement Include patient experience and input in project development Report at timely and regular intervals Develop and enhance user-friendly data reporting tools to allow for greater access to Epilepsy12 data and maximise its use for quality improvement Supports units wishing to develop local action plans to improve paediatric epilepsy care Maximise the use and availability of Epilepsy12 data for research ROLE DETAILS Who the post-holder is accountable to; The Vice President or Research and Policy Term of Office: The length of the HQIP Audit Contract 4 Years 1.5 PA week funded Where the role sits in the College; Within the R&P Division The function of the role; To oversee the delivery of the Epilepsy Audit Who the role reports to; Responsible to the QIC ELIGIBILITY Nominees must be a; Fellow, Senior Fellow, Senior Member or an Ordinary Member ROLE PURPOSE AND RESPONSIBILITIES The responsibilities of the Epilepsy Audit Clinical Lead are: You will have experience of chairing multidisciplinary teams/workgroups, delivering large scale research, audit and/or quality improvement projects to completion, and an understanding of audit and project management methodology. An understanding of information and research governance, and an interest in, and experience of, parent engagement initiatives, is also desirable. This role will provide an opportunity to gain experience of working within a multiprofessional, high profile project, and influence improvements in paediatric epilepsy care at a national level. The role also offers opportunities to be a joint author with the RCPCH for papers and reports that are published as part of the project activity. The post holder will assist the RCPCH in building on a respected clinical audit portfolio and will have the opportunity to work with experienced and committed members within the RCPCH Research and Policy Division and specifically with the Clinical Standards & Quality Improvement Team. Role responsibilities: Leading on the overall clinical direction and relevance of the project and acting as a key point of contact with the paediatric epilepsy community Attending quarterly Epilepsy12 Project Board and Methodology and Dataset Group meetings as well as contract review meetings with the audit 2
3 commissioners. These quarterly meetings normally run on the same day at the RCPCH offices in London. The post holder will be expected to attend all of these quarterly meetings in person, and wherever possible, a number of other project related meetings, either at the RCPCH or external venues Establishing and maintaining strong relationships with key stakeholder organisations and the National Epilepsy Programme Board Developing project statistical analysis methodology in close coordination with the Epilepsy12 data analyst and statistician and members of the Epilepsy12 Methodology and Dataset Group Monitoring and controlling the progress of the project at a strategic level by providing update reports to the RCPCH Quality Improvement Committee (QIC) Audit Lead Working with the RCPCH QIC Audit Lead to implement College strategies, sound audit methodologies, QI activities and outlier management Reporting to the RCPCH Vice-President (Science & Research), the RCPCH Director of Research & Policy and as required, the RCPCH Senior Management Team and Executive Council Maintaining regular contact with and providing clinical expertise and input to, the RCPCH Epilepsy12 Project Team Liaising with the project commissioners as and when necessary Engaging with regional paediatric epilepsy networks on Epilepsy12 activities and promotion Acting as spokesperson for Epilepsy12 in media work in close collaboration with the RCPCH Media and Public Affairs Team Presenting Epilepsy12 results and updates at local, regional and national meetings Co-authorship of the Epilepsy12 annual project report KNOWLEDGE, SKILLS AND EXPERIENCE REQUIRED Member of the College In Good Standing with RCPCH Criterion Essential Desirable Demonstrated by Clinical experience 10 years experience of specialist paediatric epilepsy care at consultant level. Research experience Audit experience Produced peer-reviewed publications as a consultant within the last 5 years. Evidence of completed local and/or regional audits as a consultant working with junior staff. Evidence of change in practice and clinical 3
4 Epilepsy12experience A period of time spent as a registered Epilepsy12 unit clinical lead in rounds 1 or 2 of the audit with experience of using local Epilepsy12 results to implement local quality improvement. improvement as a result of audit. Experience of Chairing/managing committees and working groups. Experience of Chairing regional and national level conferences and events with over 50 attendees. Experience of delivering presentations and chairing Q&A sessions at regional and national level events. Experience of contributing towards the development of online data capture and reporting systems. Working knowledge of statistical analysis packages such as STATA or SPSS. General Ability to dedicate an average of one and a half a sessions per week for Epilepsy12 work in agreement with employing NHS Health Board/Trust and clinical colleagues. Willingness to travel throughout the UK in support of Epilepsy12 activities. Ability to provide additional input and support to the RCPCHbased project team as and when requested. 4
5 WORKING RELATIONSHIPS You will work closely with the Chair of the Epilepsy12 Project Board, the RCPCH QIC Audit Lead, the RCPCH Clinical Standards and Quality Improvement Manager, and the RCPCH-based Epilepsy12 Project Team. SUPPORT PROVIDED FROM THE COLLEGE The post holder will be directly supported by the members of the Epilepsy12 Project Team (Project Manager, Coordinator, Administrator, Data Analyst, Health Economist, Statistician), who are part of the RCPCH Clinical Standards & Quality Improvement team within the wider RCPCH Research & Policy Division. The Epilepsy12 Project Team will ensure that the project is run according to established project management methodology and that it is delivered in line with the agreed project deliverables. The post holder is accountable to the Chair of the RCPCH Quality Improvement Committee (QIC). The post holder will be reimbursed for all reasonable travel and subsistence expenses (in line with RCPCH terms and conditions), that are incurred whilst undertaking Epilepsy12-related activities.
