3 IDEAL MARKET FOR HYDROGEN VEHICLES Norway is at the forefront internationally when it comes to mesures towards zero-emission vehicles. The population of Akershus is environmentally conscious and early adopters of new technology. This is illustrated by the fact that Akershus and Oslo have the highest number of battery electric vehicles per capita in the world. Oslo and Akershus are undergoing a period of rapid population growth and considerable commercial development. Towards 2030, it is expected that the two counties will get around 300,000 new residents. And with population growth comes more pollution. Some 70 percent of greenhouse gas emissions in Oslo and Akershus comes from the transportation sector, therefore there are concrete targets for reducing greenhouse gas emissions sharply in the years ahead. 4 H HIGH CLIMATE AMBITIONS Akershus County Council has an ambition to make the County an enviromental pioneer. The objective is to reduce greenhouse gas emissions by 50 percent from the 1990-levels by Together with Oslo county we have invested approximately a quarter of the about 400 million NOK that have been invested in hydrogen technology in Eastern Norway. State and regional schemes have given electric and zero-emission vehicles access to the public transportation traffic lane, giving them bypass traffic at far better mobility and free parking and charging. Akershus and Oslo has the most battery electric vehicles per capita in the world, and is in the forefront regarding fast-charging stations and infrastructure development. 5 INFRASTRUCTURE IN PLACE Today there are six hydrogen refuelling stations in the Oslo metropolitan area. The goal is to increase this number in the near future, as well as linking it to the European network of hydrogen refuelling stations. 6 H RESEARCH AND DEVELOPMENT Norway does not have its own car industry, but excels internationally in research on hydrogen. Hynor Lillestrøm is a hydrogen technology test center in Akershus with national and international ambitions. It also has educational and training facilities and a separate hydrogen refilling station. As one of the first facilities in the world it produces hydrogen with carbon capture from landfill gas. All hydrogen produced here comes from renewable energy sources, and is produced by hydropower, solar and biogas technology. Ruter, a joint administration company for public transport in Oslo and Akershus, aims to be carbon neutral by 2020 and are testing new technology to reach their goal. Five fuel cell electric buses are already in use. The Hynor Lillestrøm test center produces hydrogen based only on renewable energy. Fuel cell electric buses make little noise and have water vapor as the only emission.

7 HYDROGEN STRATEGY Akershus County Council has now adopted a common strategy for hydrogen for Akershus and Oslo for the period The strategy aims to introduce fuel cell electric vehicles in Norway by Towards 2025, the goal is to get in place a well- functioning market with one or more gas station chains offering hydrogen. The specific vehicle goal for Oslo and Akershus is at least 10,000 vehicles of which a significant number of taxis and minimum 100 buses.
