3 Th District basd its prliminary proposal on a projctd in-district classroom ADA of pursuant to th information rcivd in th most rcnt corrspondnc from LdVCS. Furthr, th District concludd that, pursuant to Sction (a)(2) of Titl 5 of th California Cod of Rgulations, th high school attndanc ara in which th largst numbr of LdVCS studnts rsid is th Olympian High School attndanc ara. Thrfor, th District considrd th following comparison group schools in dvloping its prliminary proposal: McMillin, Vtrans, and Wolf Canyon Elmntary Schools. Consistnt with Sction of Titl 5 of th California Cod of Rgulations, th District dtrmind th numbr of taching stations to b providd to LdVCS by using th sam ratio of taching stations (classrooms) to ADA as thos providd to studnts in th District attnding th comparison group schools. Statmnt of Rasons: With rgard to futur Otay Ranch Villag 2 and Villag 11 school sits, ths school sits hav not yt bn constructd. Ths facilitis, thrfor, do not currntly xist and ar not availabl. Finding: Th District is unabl to offr accss to Vtrans Elmntary School. Statmnt of Rasons: Vtrans Elmntary School has no availabl classrooms. Vtrans has a total school capacity of 788 studnts. Th currnt school nrollmnt is 791 studnts. All classrooms ar currntly bing usd and will b usd during th school yar as kindrgartn through sixth grad (K-6) classrooms. Pag 7 of 9

Wolf Canyon has a total school capacity of 786 studnts. Th currnt school nrollmnt is 839 studnts. All classrooms ar currntly bing usd and will b usd during th school yar as K-6 classrooms. Finding: Th District is unabl to offr accss to Eastlak Elmntary School. Statmnt of Rasons: Eastlak Elmntary School has no availabl classrooms. All classrooms ar currntly bing usd and will b usd during th school yar as K-6 classrooms, xcpt for two classrooms which hous th Dynamic Aftr-School Hours program and th YMCA bfor- and aftrschool program.
