Member/contributing third States will bear all personnel-related costs for seconded personnel, including salaries, medical coverage, travel expenses to and from the Mission area (including home leave) and allowances other than those paid according to document 7291/09 (10 March 2009) and 9084/13 (30 April 2013) Personnel seconded from contributing third States is not entitled to receive allowances paid according to document 7291/09 (10 March 2009) and 9084/13 (30 April 2013). Contracted Personnel The Mission may recruit international staff on a contractual basis as required, through an employment contract. The employment contract with the Mission establishes the conditions of employment, rights and obligations, remuneration, allowances, travel and removal expenses and the applicable high risk insurance policy. Tour of Duty/Contract Period Subject to the adoption of the Council Decision approving the appropriate Budgetary Impact Statement (BIS), the duration of the deployment should be of 12 months. Co-location of Strategic Advisors posts relating to Strategic Advice to the Ukrainian authorities are likely to involve co-location with those authorities with the normal daily place of work of the post holder being within the premises of those they are advising. Personnel nominated should be made aware of this and that whilst generally working conditions within the premises of Ukrainian authorities are good, the Mission has little influence over them. The Civilian Operational Commander requests that Member/contributing third States propose candidates for the following international expert positions for EUAM Ukraine, according to the requirements and profiles described below: 2 / 69

3 A. Essential requirements Member/contributing third States are requested to ensure that the following essential requirements are strictly met and accepted in respect of civilian international experts to the Mission. Citizenship Citizenship of a Member State of the European Union (EU) or full rights as a citizen of a contributing third State. Integrity The participants must maintain the highest standards of personal integrity, impartiality and selfdiscipline within the Mission. Participants are not allowed to provide or discuss any information or document as a result of access to classified and/or sensitive information relating to the Mission or respective tasks and activities. The participants shall carry out their duties and act in the interest of the Mission. Negotiation Skills The participants must have excellent negotiating skills and the ability to work professionally in a stressful and diverse environment. Flexibility and adaptability Be able to work in arduous conditions with a limited network of support and with unpredictable working hours and a considerable workload. Ability to work professionally as a member of a team, in task forces and working groups with mixed composition (e.g. civilian police, judicial, civilian and military staff). Be able to cope with extended separation from family and usual environment. Availability To undertake any other administrative tasks related with the competencies, responsibilities and functions of the respective position within the Mission, as required by the Head of the Mission. Physical and mental health Physically fit and in good health without any physical or mental problems or substance dependency which may impair operational performance in the Mission. To ensure duty of care in a non-benign environment, selected personnel should, in principle, be under the normal age of retirement in Member/contributing third States. Ability to communicate effectively in English Mission Members must be fully fluent in written and spoken English. Report writing skills are especially needed. Computer Skills Skills in Word processing, spread sheet and systems are essential. Knowledge of other IT tools will be an asset. Training ehest ( or equivalent is required. Serious deficiencies in any of these essential requirements may result in repatriation/termination of the secondment/contract. B. Recommended requirements Knowledge of the EU Institutions To have knowledge of the EU Institutions and international standards, particularly related to the Common Foreign and Security Policy, including the Common Security and Defence Policy. Knowledge of Ukraine To have a good knowledge of the history, culture, social and political situation of the region; to have knowledge of the police, judiciary and governmental structures (distinct advantage). Knowledge and experience of SSR: to be acquainted with Security Sector Reform concepts and practices, especially in eastern and south Eastern Europe, Central Asia and the Caucasus (distinct advantage). Training and experience To have attended a Civilian Crisis Management Course or have participated in a CSDP Mission (desirable) 3 / 69

4 C. Essential documents for selected candidates Passport The participants must obtain a passport from the respective national authorities. However, seconding Member/contributing third States should preferably provide their personnel with a service/diplomatic passport. Visas Member/contributing third States and Mission members must ensure that visas are obtained for entry into the Mission area prior to departure from their home country. It is also essential to obtain any transit visas, which may be required for passage through countries en route to the Mission. Personnel Security Clearance required The selected candidate will have to be in possession of the necessary level of Personnel Security Clearance (PSC) as specified in the respective job description. For seconded experts, the original certificate of the national security clearance or a proof of the initiation of the process must accompany them upon deployment. For seconded experts, access to EUCI will be limited to RESTRICTED until the issuance of their national security clearance.for contracted experts, the process will be initiated by the Mission upon deployment. Certificate/Booklet of vaccination To be in possession of a valid certificate/booklet of vaccination showing all vaccinations and immunizations received. Member/contributing third States have ultimate responsibility for ensuring their Experts have adequate vaccinations consistent with the agreed "Medical Support Principles" (ARES 2011/290250). Experts should be vaccinated according to the required immunizations for the Mission area. Medical certificate All selected personnel should undergo an extensive medical examination and be certified medically fit for Mission duty by a competent authority from the Member/contributing third State. A copy of this certification must accompany deployed seconded/contracted personnel. Driving license Be in possession of a valid including Mission area civilian driving license for motor vehicles (Category B or equivalent). Able to drive any 4-wheel drive vehicle. Category C driving license is desirable. D. Additional information on the selection process The EU strives for improved gender balance in CSDP operations in compliance with UNSCR The Civilian Operations Commander encourages Member/contributing third States to take this into account when offering contributions. Application form Applications will be considered only when using the standard Application Form (Annex 2) to be returned in Word-format, and indicating which position(s) the candidate is applying for. Selection process The candidates considered to be most suitable will be shortlisted and, if needed, interviewed in Brussels, at the Headquarters of the Mission or by phone, before the final selection is made. If seconded candidates are required to travel to Brussels location for interviews, the Member/contributing third State will bear any related costs. Information on the outcome Member/contributing third States and candidates (for contracted personnel) will be informed about the outcome of the selection process after its completion. E. Additional information During the start-up phase of the mission, the deployment is based on a strictly non-family policy. 4 / 69

5 Executive Assistant to DHoM UA59 Department/Component/Unit: Head of Mission Office Seconded positions: Seconded Kyiv Level of Security Clearance: EU RESTRICTED or equivalent ASAP Open to contributing third States: Yes Reporting line: The Executive Assistant will report to the Head of Mission and to the Deputy Head of Mission. Under the direct guidance of the Deputy Head of Mission (DHoM) and Chief of Staff (CoS): Assists the DHoM, CoS and Head of Operations (HOps) in his daily work; Takes minutes at meetings and conferences, as well as prepares draft reports, documents, speeches, etc. for the DHoM; Serves as a principal point of contact for DHoM, co-ordinates and follows up with EUAM senior staff, EEAS, other CSDP Field Operations, other international organizations and diplomatic missions on matters concerning DHoM s activities; Identifies, assigns and/or takes appropriate action on incoming requests from external agencies and the Mission s staff and presents them to DHoM for consideration; upon receiving instructions from DHoM, ensures that timely and appropriate action is made in close coordination with CoS and Hops, such as initiating meetings for DHoM, compiling inputs and preparing draft responses, as well as overseeing that agreed follow-up actions are carried out within the deadlines set by HoM; Reviews documents, reports and letters prepared for signature by DHoM in order to ensure quality and accuracy in substance, drafts speeches for DHoM; Organizes and monitors the system of week-end duties; Requests, coordinates and prepares briefing materials for DHoM, CoS and HOps prior to meeting with the EUAM staff and external interlocutors; attends internal and external meetings on behalf of DHoM to obtain the information necessary for fostering DHoM s, CoS and HOps activities; Co-ordinates visits to the Mission, acts as a focal protocol officer of EUAM; Assists the Chief of Staff in the daily management of the HoM s Office; Performs other duties as requested by HoM/DHoM, CoS or HOps. Qualifications and Experience Successful completion of a full course of university studies attested by a diploma, where the normal duration of university education in the country awarded is three (3) years or more or equivalent Police or/and Military education. At least five (5) years of relevant and proven professional experience after having completed his/her studies, preferably in a relevant field of work; Professional experience from a crisis management or peace-keeping mission; Strong communications skills; and, must be able to express ideas and concepts clearly and concisely in written and oral form; Excellent drafting, time and resource management, interpersonal and good computing skills; knowledge of administrative rules and regulations relevant to the European Commission and EEASadministered missions; Ability to work independently and harmoniously with colleagues and as part of a team; Works methodically, accurately and with attention to details as well as to tight deadlines; and, is used to work on a multitude of activities at the same time with limited supervision; Language Skills Fluent written and spoken English language skills are a requirement; Knowledge of the Ukrainian and/or Russian language will be an asset. 5 / 69

6 Chief of Planning Department UA60 Department/Component/Unit: Chief of Staff Office/Planning Department Seconded Kyiv Level of Security Clearance: EU RESTRICTED or equivalent ASAP Open to contributing third States: Yes Reporting Line: The Chief of Planning Department reports to the Chief of Staff. To supervise, coordinate and manage the Planning Department thus being the primary advisor to the Head of Mission within the remit of his/her functional competences and responsibilities; To help ensuring that Mission operational activities are executed according to the HoM s directions. To this effect, he/she is responsible to develop and review on regular basis the Mission Implementation Plan (MIP) under supervision of the Chief of Staff and the Head of Operations and in coordination with other relevant organizational units of the mission; To ensure that mission operational activities are executed according to the MIP. To this effect, he/she is responsible to monitor, evaluate and report on the state of play of mandate implementation, including through benchmarking, analysis and evaluation; To ensure that mission personnel is regularly updated on the progress of MIP implementation; To report to the mission management on the outputs and outcomes of Planning Department activities, and to contribute to mission external reporting as required; To ensure that planning Standard Operating Procedures are properly developed, implemented and periodically reviewed; To be responsible, in close cooperation with the Chief of Staff, the Head of Operations and the Head of Mission Support, identifying, collecting and disseminating of lessons and best practices within their respective fields of responsibility; To design. develop and contribute to the induction training of mission personnel and mission internal trainings as required in co-operation with Mission Support; To manage the staff under his supervision; To perform any other tasks assigned by the Chief of Staff. Qualifications and Experience Successful completion of a full course of university studies attested by a degree in Political Science, Security, Military Affairs, International Relations, Diplomacy, Law, Social Sciences or Public Administration or a closely related field of study, where the normal duration of university education in the country awarded is four (4) years or more or equivalent Police or/and Military education. At least ten (10) years of relevant and proven professional experience after having completed his/her studies, including at least five (5) years at management level. Knowledge of the political, cultural and security situation of the mission area or other areas within the same geopolitical region is desirable as well as the EU accession agenda. Experience in strategic analyses, planning, evaluating and reporting as well as a sound understanding of strategic and operational considerations. Ability to work proactively whilst adhering to the goals of the team he/she leads, and to report efficiently both orally and in writing, while taking into account possible new guidance as situations evolve. Excellent interpersonal and communication skills. Highly resilient under physical and mental pressure. Ability to engage with senior officials and mentor and motivate staff, to review and edit the work of others.to work in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity; Experience in dealing with the coordination and planning of public institutions at top management levels. Excellent organizational and co-ordination skills. Ability to establish priorities, to plan and to exercise control over the conduct of activities. 6 / 69

7 Good understanding of the European Institutions and the EU Crises Management. Sound understanding of the aims, purposes and functioning of EU CFSP and CSDP and knowledge of the European Institutions and of the EU Crisis Management mechanisms. International experience, particularly in crisis or post-conflict areas with multinational and/or international organizations, ideally in an operational management capacity. Experience in international missions would be a strong asset. Language Skills Fluent written and spoken English language skills are a requirement; Written and spoken Ukrainian and/or Russian language skills are not a requirement but would be an asset. 7 / 69

8 Chief of Reporting Section UA61 Department/Component/Unit: Chief of Staff Office/Reporting Section Seconded Kyiv Level of Security Clearance: EU RESTRICTED or equivalent February 2015 Open to contributing third States: Yes Reporting Line: The Chief of Reporting Section reports to the Chief of Staff Support and provide analytical advice to Mission senior management for Mission decision-making in the implementation of its goals; Develop management and organisational measures with the objective of systematically improving the productivity, efficiency and efficacy of the Mission in relation to reporting; Ensure, in close cooperation with the Chief of Staff, that Section s output is timely, quality-checked, focused and value added vis-à-vis Mission decision-making and goals; In close coordination with senior management prioritise Section s tasks; Implement reporting system according to a regular reporting schedule and supervise all reports to be submitted to the chain of command; Supervise information data handling, ensuring rapid retrieval of documents and information, including access to classified material; Coordinate regular meetings and exchange with Political Advisors, Security Office, Press and Public Information Office, other key analytical functions, as well as with Operations Department for optimised coordination and synergy; Contribute to drafting the Mission s reports for EU institutions in Brussels and Member State capitals, working to tight deadlines and guidelines; To deliver regular presentations and briefings to Mission staff, the diplomatic community in Kyiv and external visitors up to Ministerial level; Liaise with external partners in order to enhance information collection and analysis; Undertake any other task as required by the HoM and the Chief of Staff. Qualifications and Experience Successful completion of a full course of university studies attested by a diploma, where the normal duration of university education in the country awarded is three (3) years or more or equivalent Police or/and Military education. At least seven (7) years of relevant and proven professional experience after having completed his/her studies, including at least four (4) years at management level. Proven analytical capacity, political awareness and judgement; Previous experience in crisis management Missions, including in the area of SSR (including policing, rule of law), or in the political/diplomacy field; Excellent interpersonal, communication and drafting skills, self-driven and ability to work in a methodical manner; Excellent analytical capability and profound knowledge of information collection and analytical methods; Sound understanding of the aims, purposes and functioning of EU CFSP and CSDP would be an asset; A broad understanding of the multi-dimensional aspects of conflict management and/or knowledge and experience of working in the AoR would be an asset. Language Skills Professional fluency written and spoken English language skills are a requirement; Written and spoken Ukrainian and/or Russian language skills are not a requirement but would be an asset. 8 / 69

9 Reporting Officer UA62 Department/Component/Unit: Chief of Staff Office/Reporting Section Seconded Kyiv Level of Security Clearance: EU RESTRICTED or equivalent February 2015 Open to contributing third States: Yes Reporting Line: The Reporting Officer reports to the Chief of Reporting Section To gather and analyse information from across the Mission Area of Responsibility (AoR), from Mission members reports, other relevant stakeholders and open sources, in order to maintain up-todate knowledge of the situation; To draft the Mission s reports for EU institutions in Brussels and Member State capitals, working to tight deadlines and guidelines; To deliver regular presentations and briefings to Mission staff, the diplomatic community in Kyiv and external visitors up to Ministerial level; To identify informational needs and contribute to the planning of information gathering; To manage large amounts of information: checking, compiling and analysing reports received; To maintain working relationships with Mission members and across the EU Delegation's departments to ensure effective information flow; To contribute to lessons identification; To perform any other tasks assigned by the line manager. Qualifications and Experience Successful completion of a full course of university studies attested by a diploma, where the normal duration of university education in the country awarded is three (3) years or more or equivalent Police or/and Military education. At least five (5) years of relevant and proven professional experience after having completed his/her studies. Proven analytical capacity, political awareness and judgement; Excellent in summarizing complex information and developments; Sound understanding of SSR would be desirable; Excellent interpersonal, communication and drafting skills, self-driven and ability to work in a methodical manner; High level of computer literacy; Knowledge and experience of working in the AoR would be an asset; Sound understanding of the aims, purposes and functioning of EU CFSP and CSDP would be an asset; A broad understanding of the multi-dimensional aspects of conflict management and/or knowledge of the region would be an asset. 10 Strategic Evaluation Analyst UA63 Department/Component/Unit: Chief of Staff Office Seconded Kyiv Level of Security Clearance: EU RESTRICTED or equivalent ASAP Open to contributing third States: Yes Reporting Line: The Strategic Evaluation Analyst reports to the Head of Mission, coordinated by the Chief of Staff To analyse that Mission operational activities are implemented according to Head of Mission's directions and the Mission's mandate and with the view of maximum impact on Ukrainian CSSR; To undertake ad hoc analysis at the instruction of the HoM for the purpose of better understanding of elements of the impact of the Mission activities on the Ukrainian CSS. To analyse and report on mandate implementation, including through benchmarking and analysis in close collaboration with the Head of Planning Department; To ensure that Mission personnel is periodically updated on the progress and process of Mission implementation; To support and provide analytical advice to Mission senior management for Mission decision making and target setting in the implementation of its goals; To advise senior management on developing management and organizational measures with the objective of systematically improving the productivity, efficiency and efficacy of the Mission; To contribute to the Mission's external reporting; To contribute to identifying, evaluating and reporting lessons and best practices; To contribute to the induction training of mission personnel and mission internal trainings as required; Undertake any other tasks assigned by the Head of Mission. Qualifications and Experience Successful completion of a full course of post-graduate university studies, preferably PhD level, attested by a degree in Political Sciences, International Relations, Diplomacy, Social Sciences, Public Administration, where the normal duration of university education in the country awarded is four (4) years or more or equivalent Police or/and Military education. At least seven (7) years of relevant and proven professional experience after having completed his/her studies. Experience in strategic analyses, evaluation (including impact evaluation) and reporting as well as a sound understanding of strategic and operational considerations; Excellent analytical and drafting skills; Work experience and in-depth knowledge of the political, cultural and security situation of the mission area or other areas within the same geopolitical region; Sound understanding of the aims, purposes and functioning of EU CFSP and CSDP and knowledge of the European Institutions and of the EU Crisis Management mechanisms; Sound understanding of the guiding documents of EU CSDP; Excellent interpersonal and communication skills. International experience, particularly in crisis or post-conflict areas; Successful completion of crisis management related courses for senior staff. 11 Political Advisor UA65 Department/Component/Unit: Chief of Staff Office/Political Department Seconded Kyiv Level of Security Clearance: EU RESTRICTED or equivalent ASAP Open to contributing third States: Yes Reporting Line: The Political Advisor reports to the Head of Political Department Under the supervision of the Head of Political Department, to monitor the political developments in Ukraine and the region and provide analysis and advice in view of their possible impact on mandate implementation and keep the Mission management constantly updated; Under the coordination of the Head of Political Department to liaise with relevant political actors, parliamentarians, local authorities, civil society, EU actors, Third States and international organisations; To advise the HoM and other Mission members on issues in order to ensure coherence between mission activities and the wider political context. To prepare briefings and notes to ensure timely information for the HoM and other Mission members; To assist the Head of Regional Outreach where appropriate To contribute to regular Mission reporting and to other reports, papers and briefings in relation to the implementation of the Mission mandate; To assist in conducting and coordinating official visits according to protocol rules; To conduct briefings for Mission staff and other individuals or groups; To contribute to lessons identification; To perform any other tasks assigned by the line manager. Qualifications and Experience Successful completion of a full course of university studies attested by a degree in Political Sciences, International Relations, Diplomacy, Law, Social Sciences or Public Administration or a closely related field of study, where the normal duration of university education in the country awarded is four (4) years or more or equivalent Police or/and Military education. At least five (5) years of relevant and proven professional experience after having completed his/her studies. Knowledge and experience in the field of security sector reform in liaison with security and justice actors; Sound understanding of the aims, purposes and functioning of EU CFSP and CSDP; International experience, particularly in crisis areas with multinational and/or international organizations, ideally in a political advisory capacity; Excellent interpersonal and communications skills; Excellent drafting skills.
